June 12, 2023 (REGULAR MEETING) Minutes of the regular meeting of the Mayor and Board of Commissioners of the Town Present: Mayor Sam Bishop, Commissioners Robert Ball, Will Gwyn, and Alvin Hayes. Also present: Town Manager Brent Cornelison, Assistant Town Manager/Recreation Director Adam McComb, Finance Director Dina Reavis, Attorney Raymond Parker, Mayor Bishop welcomed everyone and called the meeting to order. He asked Police Commissioner Gwyn made a motion to excuse Commissioners McCulloch and Eidson, of Elkin, June 12, 2023, 6:00 p.m. at Town Hall. Commissioners Cecily McCulloch and Jeff Eidson were absent. Police Chief Monroe Wagoner, and Town Clerk Darla Parker. Chief Monroe Wagoner to lead our Pledge of Allegiance. seconded by Commissioner Ball and passed unanimously. The following items were presented for the consent agenda: CONSENT AGENDA Approve minutes of the May 8, 2023 Board of Commissioners meeting. Approve BA#2023-18 to appropriate fire department donations in memory of Nancy Wilson for the purchase of baby and child car seats. A Approve BA#2023-19 to appropriate insurance proceeds and deductible for repairs on the fire department truck due to tornado damages. Approve BA#2023-20 to appropriate copier lease buyout check to pay off current Approve BA#2023-21 to appropriate additional donations received for Explore Approve BA#2023-22 to appropriate NCDPS state grant funding for emergency Approve BA#2023-23 to appropriate revenues for airport fuel, Powel Bill allocation, interest earned on investments and Police Department sale of surplus. There being no comments he closed MAYOR AND BOARD COMMENTS FOR STAFF Commissioner Hayes thanked Public Works Director, Travis Butcher and staff for their continued hard work with the clean up around town after the tornado destruction. Commissioners Gwyn and Ball reiterated this sentiment and added that the entire town looked great for the Wine Festival and the Trail Days celebrations. PUBLIC HEARING Mayor Bishop opened the public hearing 1. Finance Director, Dina Reavis gave an overview of the 2023-2024 Proposed This year's proposed general fund budget is $8,445,852, and is an increase of $1,997,561 or 31% from the adopted budget for FY2022. There are no proposed property tax rate increases and will remain at $0.55 per $100 value, and includes funding for a new ladder truck for the fire department for $1,832,771. The proposed general fund budget includes to appropriate $1,914,733 from Fund Balance which is at 93% at 6/30/22 to balance the budget. There are several increases to the general fund fee schedule which include garbage, recycle, and leaf & limb pickup and will increase a minimum utility bill by approximately $3.85.. According to Surry Co tax office, the town has an 8% growth in tax base and will increase our tax revenue by $210,500 from FY 22. The transfer of the PGW property from Surry Co. back to PGW, increased tax revenue by $54,000. There will also be a savings of $24,000 from switching to a new insurance carrier for the town's property and liability insurance FY24. This year's proposed water fund budget is $2,562,544, and is an increase of $1,634,284 or 56% from FY 2022 adopted water fund budget. There is no proposed increase in water rates, and includes funding for several capital items for water system updates and equipment for water operations. After a brief discussion the following motions were made: Motion #1 a) The application (is) consistent with all of the objectives and policies for growth and development contained in the Town of Elkin Land Use Plan. Ar motion was made by Commissioner Ball to approve these recommended changes, seconded by Commissioner Gwyn and passed unanimously. a) The application (is) both reasonable and in the public interest. Motion #2 A motion was made by Commissioner Gwyn to approve the application, seconded by Commissioner Ball and passed unanimously. Motion #3 a) Adopt an ordinance amending the Unified Development Ordinance of the Town Am motion was made by Commissioner Ball to adopt the ordinance, seconded by of Elkin, NC and the official zoning map, Elkin, NC. Commissioner Hayes and passed unanimously. There being no public comments, Mayor Bishop closed the public hearing. REGULAR AGENDA ITEMS 1. Planner, Sarah Harris asked the board to set a public hearing date for the proposed street closure of a portion of E. Commerce St. for August 14, 2023. This existing street currently runs through Crater Park. Commissioner Ball made a motion to set the public hearing for August 14, 2023, seconded by Commissioner Hayes and passed unanimously. 2. Parks and Recreation Director, Adam McComb requested the approval of the proposal from Landworks Design Group, P.A. for engineering/design services, project budget and calendar for the NC Department of Natural and Cultural Resources, NC Parks and Recreation Trust Fund (PARTF), Accessibility for Parks (AFP) grant program for the Crater Park project. After a brief discussion a motion was made to approve the contract with Landworks Design Group by Commissioner Gwyn, seconded by Commissioner Hayes and passed unanimously. 3. Consider approving an Internal Control Policy developed by Finance Director, Dina Reavis. After a brief discussion a motion was made by Commissioner Gwyn to approve the Internal Control Policy, seconded by Commissioner Ball and passed unanimously. Page 3 of4 4. Receive and update on property foreclosures. A r request from Attorney Raymond Parker was made for the Board of Commissioners to commence with property foreclosures giving staff the authority to send foreclosure letters. A motion was made by Commissioner Gwyn to commence with property foreclosure proceedings with the first step being the sending of foreclosure notices to residents owing a minimum of 5 years of delinquent taxes. The motion was seconded by Commissioner Ball and passed unanimously. COMMISSIONS AND BOARDS Consider appointing Anne Gulley to the Library Board of Trustees Amotion was made by Commissioner Ball to approve Anne Gulley as a member of the Library Board, seconded by Commissioner Gwyn and passed unanimously. MANAGER UPDATES Storm damage update - pickup of the large debris has been completed and still working on the smaller limb removal and grinding. The first billed amount for the cleanup is $362,000. Our portion will be approximately $90,500 or 25%. Housing Summit update = Brent Cornelison, Leslie Schlender, and Robert Ball met with housing developers, on June 1, 2023 at the Liberty. This was to show developers there is a need for market rate housing in Surry County. There was a lot of good feedback from the housing developers about the area.
