January 9, 2023 (REGULAR MEETING) Minutes of the regular meeting of the Mayor and Board of Commissioners of the Present: Mayor Sam Bishop, Commissioners Cicely McCulloch, Robert Ball, Jeff Also present: Town Manager Brent Cornelison, Assistant Town Manager, Recreation Director Adam McComb, and Town Clerk Darla Parker. (Absent: Mayor Bishop welcomed everyone and called the meeting to order. He asked Police Chief Monroe Wagoner to lead our Pledge of Allegiance. The following items were presented for the consent agenda: Town of Elkin, January 9, 2023, 6:00 p.m. at Town Hall. Eidson, Will Gwyn and Alvin Hayes. Town Attorney Raymond Parker) CONSENT AGENDA Minutes of December 12, 2022 (Regular Meeting) Tax Releases and Discoveries There were no questions regarding the Consent Agenda. Amotion was made by Commissioner Edison to approve the Consent Agenda, seconded by Commissioner McCulloch, and was unanimously approved. SPECIAL RECOGNITION Town Manager, Brent Cornelison recognized Laura Gaylord, Main Street and Community Manager, for her success in obtaining a non-match Rural Transformation grant in the amount of $800,000. This grant will be used in the building of a new amphitheaters and lighting for the new walking trail at the Heritage Center. All board members thanked Laura for her hard work. Mayor Bishop also thanked all the staff for continuing to locate these grants. PUBLIC COMMENTS to speak to come forward. Mayor Bishop opened the Public Comments period and asked for anyone wanting Martha Smith of the Elkin Library gave an update on the success of the library and There being no comments, Mayor Bishop closed the Public Comments period. Commissioner Hayes thanked Public Works Director, Travis Butcher for his hard work on certain projects and stated it was an honor to work with him. Commissioner Gwyn had some residents say how well they were received while paying their taxes. Commissioner Ball thanked the Mayor and staff for running efficient meetings. He thanked Laura Gaylord for her work on the grant, and thanked Commissioner Eidson for his work with Explore Elkin. the growth our area is continuing to see. MAYOR AND BOARD COMMENTS FOR STAFF Commissioner Eidson thanked Public Works Director, Travis Butcher for the efficient tree and leaf removal. He also thanked Laura Gaylord for obtaining the grant. Mayor Bishop stated that he had recently met with the Governor to tour the waste water treatment facility. The Town of Elkin, Town of Jonesville along with the Yadkin Valley Sewer Authority have received $18 million in infrastructure monies from the State. Mayor Bishop stated what an honor it was to attend the bridge dedication in Jonesville for Mayor L. Eugene Pardue. PUBLIC HEARING Conduct a Public Hearing to consider. an Incentive Agreement for Project Denver: Leslie Schlender, Director of Economic Development and Planning presented to the Board a resolution for certain tax incentives to Project Denver in connection with the company's investment in real and personal property improvements. Chris Lumsden, 227 WOak St, Mt Airy, of the Surry County Economic Development was present and thanked the Board for the help in welcoming this Commissioner Eidson asked to be recused from the vote. Commissioner McCulloch made a motion to recuse Commissioner Eidson, seconded by Following much discussion, Commissioner Ball made a motion to approve the resolution for tax incentives for Project Denver. Upon a second by Commissioner Resolution 2023-01-280, 281. company to Surry County. Commissioner Ball and unanimously approved. Gwyn, the motion was unanimously approved. This concluded the public hearing. REGULAR MEETING Property 1. Consider options related to paving the walking trails around the Heritage Center Leslie Schlender stated that paving for the walking trails had been previously budgeted and approved in FY21-22. A new quote has been obtained in the Commissioner Gwyn asked to be recused. Commissioner McCulloch made a motion that Commissioner Gwyn be recused, seconded by Commissioner Hayes After much discussion a motion was made to approve the bid from Carl Rose & Sons by Commissioner Eidson only after the final footprint of the new amphitheaters is complete, seconded by Commissioner McCulloch and passed 2. Consider. approving a contract with WK Dickson for Aviation Engineering Town Manager, Brent Cornelison presented to the board an engineering contract for continued improvements to the Elkin Airport. NCDOT-A requires that we have amount of $45,260.00 from Carl Rose & Sons. and passed unanimously. unanimously. Services. Page 2of3 an engineering firm on call for all airport related projects and that we re-bid these services every 5 years. Following some discussion, Commissioner Eidson made a motion to approve the contract with WK Dickson for Aviation Engineering Services, seconded by Commissioner McCulloch and the motion was unanimously approved. COMMISSIONS AND BOARDS Recreation and Parks Advisory Board Appointments Adam McComb presented to the board the renewal of a three-year term for Janet Moseley, Stephanie Graff and Lisa HalbedI. Commissioner Eidson made a motion toa approve the renewal and was seconded by Commissioner Ball and was unanimously approved. MANAGER UPDATES Reminded all of the yearly retreat to be on Friday, March 3rd at the Heritage Center. There being no further business, Commissioner McCulloch made a motion to adjourn.
