August 13, 2018 (REGULAR MEETING) Minutes of the regular meeting of the Mayor and Board of Commissioners of the Present: Mayor Sam Bishop, Commissioners Cicely McCulloch, Jeff Eidson, Terry Also present: Town Manager Brent Cornelison, Assistant Town Manager and Recreation and Parks Director Adam McComb, Town Attorney Raymond Parker Mayor Bishop welcomed everyone and called the meeting to order. He asked Town of Elkin, August 13, 2018, 6:00 p.m. at Town Hall. Kennedy, Tommy Wheeler and Skip Whitman. and Town Clerk Cathie Tilley. Police Officer Kevin Hall to lead our Pledge of Allegiance. Mayor Bishop asked for consideration of the Consent Agenda. The following items were presented for the consent agenda: CONSENT AGENDA (Tab A) Minutes of June 11,2018 (Regular Meeting) Minutes of June 28, 2018 (Recessed Meeting) Tax Discoveries and Releases (copy included as Exhibit A) Set Public Hearing at September 10, 2018, Regular Board of Commissioners Meeting to Consider Text Amendment to the Elkin Zoning Ordinance to Include the Use and Regulation of Solar Farms in our Jurisdictions (Town Limits and ETJ) Amotion by Commissioner Eidson to approve the Consent Agenda was seconded by Commissioner Wheeler and was unanimously approved. PUBLIC COMMENTS Mayor Bishop opened the Public Comments period and asked for anyone wanting to speak to come forward. There were no public comments. Mayor Bishop closed the Public Comments period. REƇOGNIZE ELKIN 12U SOFTBALL TEAM Adam McComb, Assistant Town Manager/Director of Recreation and Parks, introduced Elkin's 12U girls' softball team. This group has played together for several years. This year the team was undefeated during their regular season, undefeated during the NC Recreation and Parks Association tournament and were also undefeated during the State championship games. The last time this happened in Elkin was in 2004 when the boys' team Mayor Bishop, on behalf of the Board, congratulated the team on their won. accomplishment. MAYOR AND BOARD COMMENTS FOR STAFF Mayor Bishop Asked for comments from the Board. The Board had no comments. o Mayor Bishop thanked Monroe Wagoner, Police Chief, for the way his officers handled a situation at the Chamber of Commerce. Mayor Bishop closed the comments period. PUBLIC HEARINGS -1 there were none. 1. Receive Presentation from Riley Lyles REGULAR MEETING As his High School Senior Project, Riley told the Board he plans to make the following improvements to the Crooked Creek section of Big Do stream bank stabilization and restoration of approximately 75 Elkin Creek: linear feet. Install a 35' footbridge across the creek. This is part of the Mountain-to-Sea Trail. Cost will be approximately $550. Carl Rose and Sons is sponsoring the project. There will be no cost to the Town. Duke Energy is providing power poles. Joe Mickey and Will Gwyn are providing equipment and labor. C. Department of Public Instruction. o Grant amount is $28,223 with a required match of $14,109 (total $42,332). School Board of Education has agreed to pay the match. Authorize Town Manager to Enter into Month-to-Month Lease of Heritage Arts and Trails Center with Chamber of Commerce and Surry Community College Commissioners Eidson and McCulloch along with Town Manager Cornelison met with the Chamber and reached verbal agreements with the Chamber of Commerce and Surry Community College based on a Memorandum of Understanding Between the Yadkin Valley Chamber of Commerce and the Town of Elkin Regarding the Yadkin Valley Heritage, ten months. Following discussion, the motion was unanimously approved. 5. Receive Report on Status of McNeil Property Town Manager Cornelison presented: He and Leslie discussed this property with Gene Rees. After evaluating the property, Mr. Rees decided not to invest in renovation of this property. He does not feel renovation can be done without losing the historical integrity of the building. We asked Mr. Rees to keep Elkin in mind fori future renovation projects. Staff recommends proceeding with demolition, and requested guidance from the Board. Commissioner Whitman asked that we try to save the bricks from the building. ADVISORY BOARDS ABC Board: We have received a request from the ABC Board to reappoint Ron Ashman. Commissioner McCulloch made a motion to reappoint Ron Ashman to the ABC Board. Upon a second by Commissioner Wheeler, the motion was unanimously approved. At this time, Attorney Parker introduced Bill Goings who was attending our meeting. Mr. Goings is principal of Central Middle School in Dobson, and is a candidate for Surry County Commissioner from the Mt. Airy District. Receive Request from DH Griffin (Town Manager Comelison) ITEM: 2F FROM ABOVE: Town had been in contact with DH Griffin about fixing the sink hole. DH Griffin's attorney sent the Town a letter requesting to be placed on the agenda. Upon as second by Commissioner McCulloch, the motion was unanimously approved. Mayor Bishop stated the Board needed to go into closed session. Commissioner Kennedy made a motion to go into closed session as allowed by NCGS 143- 318.11(a)(3) to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege. Commissioner Wheeler seconded the motion.
