Joel Lineberger, Finance Officer RE: Cramerton 2021 Road Maintenance Project - Loan Financing DATE: January 21, 2021 Background Information Continuing the discussion regarding Cramerton's 2021 Road Maintenance Project, staff will need action and direction from the BOC at the January 21, 2021 meeting. Please note that the road maintenance project includes the downtown parking lot project. The attached paving core map displays the roads that are being targeted for repaving and maintenance. These include all roads in the Timberlake Neighborhood and several roads around Central Park (i.e. High Street). Based on initial estimates from Town Engineers, the cost for all of these roads will exceed $2 million. Furthermore, to finance the 2021 Road Maintenance Project, Cramerton will need to pay-off the remainder of the 2017 Road Maintenance Project loan financing, which is $338,000 and through South State Bank. With approximately $639,000 over the 40% reserve in fund balance, the $338,000 could be paid off without using any of the new loan financing. Based on these estimates, staff recommends procuring a loan for $2.5 million and applying to the NC Local Government Commission (LGC) for this recommended amount. The recommended time period for the loan is 10 years, which is an amount of $278,316 annually. The breakdown of repayment over a 10 year period for a $2.5 million loan at 2% interest is projected as follows: Funding Source *Powell Bill *$15 Vehicle License Fee Additional General Fund $ Annual loan amount over 10 years Amount $127,813 $66,000 $84,503 $278,316 *Note: Both of these amounts will grow based on Cramerton's projected population growth during the course of the loan, which will decrease the amount needed. from the general fund budget. Perspectivel Recommendations Based on the attached loan comparison chart, staff's recommendation for the loan financing is to continue with South State Bank. The amounts from USDA are used as comparison. It would be best to pay off the existing note of $338,000 out of fund balance and then borrow the full amount of $2.5 million for the road projects. 155 North) Main St., Cramerton, North Carolina 28032 Phone: 704-824-4337 Fax: 704-824-8943 18 To move forward with the 2021 Cramerton Road Maintenance Project, it is recommended that the Cramerton BOC approve the recommended loan amount of $2.5 million with South State Bank and direct staff to move forward with loan procurement Please note that Cramerton still must go through the bidding process. So, the board is has flexibility when considering to spend the full $2.5 million amount of the loan based on how bid pricing comes back. So, for example, once bid prices are received and options are reviewed, the BOC could decide to use only $2.25 million and roll the A final perspective is that the current financing/ borrowing rates are most likely as low and the NC LGC approval process. remainder amount back into the payoff of the full loan. as they will get. 155 North Main St., Cramerton, North Carolina 28032 Phone: 704-824-4337 Fax: 704-824-8943 19 20 21 Camptonç ae rampta 5 16 23 24 Town of Cramerton Memo To: From: Date: Re: Cramerton Mayor & Board of Commissioners David Pugh, Town Manager 10/15/2020 Fiscal Year (FY) 2020-2021 DRAFT Budget Points (for 10/15/2020 BOC Meeting) Analysis of Cramerton General Fund Balance (as of September 30, 2020) *Note 1:The chart below does not include capital project funds ort the fleet fund ($200,000), which are allocated separately and restricted. $3,500,000 Total General Fund Balance = $3,320,333 $3,000,000 $639,236 This category represents funds that are. allocated for expenditure totaled at $633,057.
