June 8, 2021 WORK SESSION MEETING TOWN OFI DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held a work session meeting on Tuesday, May 11, 2021, int the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Matthew Fort, Jim Fuller, and Autumn Rierson Michael. Commissioner David Sitton was absent. Town Manager Jamie. Justice, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALL TO ORDER Mayor Knox called the meeting to order at 6:02 p.m. ANNOUNCEMENT & PROCLAMATION Communications Director Amanda Preston announced the opening of EarthFare Health and Wellness Supermarket at Sadler Square, 261 Griffith Street. The first summer concert series launched last weekend with Concerts at the Circle featuring the Carolina Soul Band. Davidson's Second Saturday at the Square at South Main Square featuring the Rusty Knox Duo will take place Saturday, June 121 from 6:00 The community is invited to a. Juneteenth celebration on! Saturday, June 191 from 11:00 a.m. to 2:00 p.m.at the Ada. Jenkins Center, 212 Gamble Street. The celebration is freei to attend and will include music, food trucks, entertainment, keynote reflections, and children's activities. Davidson Mayor Rusty Knox will read the opening proclamation. TOWN OF DAVIDSON COVID-19 RESPONSE As of. June 2, there were 3 positive cases in the 28036-zip code. Mecklenburg County Public Health announced that 46% of the population is partially vaccinated and 40.7% is full vaccinated. Mecklenburg County Public Health encourages all eligible residents to get the COVID-19 vaccine. The Census Track shows that Davidson is int the 70%-9 91.8% vaccination rate as of May 11. We continue to monitor the situation and work with the county on our Covid response. DISCUSSION (a) Senior Planner Andrew' Ventresca presented a proposed Davidson Condos Conditional Planning Area Map Amendment for +/-1.09 acres currently zoned Lakeshore Planning Areas. The Davidson Planning Ordinance (DPO) allows the Conditional Planning Area as an option for developers/property owners to ask for exceptions from the ordinance in a manner that is mutually agreeable to the developer and the Town of Davidson. The board provided feedback and directed the applicant, Palillo Holdings, LLC, to (b) Affordable Housing & Equity Director Eugene Bradley presented a proposed Affordable Housing Plan by Hopper Communities for the Davidson Walk Development (Davidson Bay Phase II). The board provided feedback on the draft plan and will consider approval at at future meeting. (c) Project Manager Doug' Wright and Stantec Senior Principal Craig Lewis review the proposed Downtown Gathering Space Phase II scope of work, including a pergola and landscaping. The board provided direction on the Phase II scope and directed staff to proceed with permitting. The board also reviewed recommendations for Phase III and will continue the discussion at a future meeting. (d) Project Manager Doug Wright and Town Manager. Jamie Justice presented an update on the West Branch Rocky River Grenway/Mec.lenburg County Nature Preserve (River Run to Summers Walk Greenway Connection). The proposed project will extend the existing greenway that stops in River Run to the Summers' Walk neighborhood through the Mecklenburg County-owned Nature Preserve property. This has been a project dating back to at least the Walks and Rolls Active Transportation Plan from 2013. proceed with the proposed rezoning request. Commissioner Fort made a motion to approve Budget Ordinance 2021-01, the FY2022-2026 Capital Improvement Plan and FY2022 Fee Schedule as presented in the FY2021-2022 Manager's Recommended Budget with the intention to modify the CIP to adjust the River Run to Summers Walk greenway to begin in 2023. The motion passed unanimously (4-0). Commissioner Fuller made a motion to approve Budget Amendment 2021-17 to allocate $30,000 for engineering and design ofa pedestrian HAWK signal at the Rocky River Road Narrow Passage Greenway intersection. Jason Burdette reviewed the Proposed Changes to the Davidson Planning Ordinance ("Text Amendments") to comply with the egisiatively-mandated G.S. Chapter 160D. In2 2019, the North Carolina General Assembly adopted a complete reorganization oft the statute's planning and development regulations creating a new statute chapter "160D."1 The purpose of the new Chapter 160D ist to consolidate county and city regulations into one unified chapter and to reorganize development regulation statutes into a more logical, coherent structure. All towns int the state have until July 1,2 2021, to make the necessary changes to their planning ordinances. Thel board requested the Project Manager and Planning Department to review the design requirements for building alleyways to better accommodate large solid waste vehicles and fire trucks.
