June 22, 2021  REGULAR MEETING  TOWN OF DAVIDSON BOARD OF COMMISSIONERS  The Town of Davidson Board of Commissioners held a regular meeting on Tuesday, June 22, 2021, in the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Matthew Fort, Jim Fuller, Autumn Rierson Michael, and David Sitton. Town Manager. Jamie. Justice, Town Attorney  Mary Ann Swan, and Town Clerk Betsy! Shores were also present.  CALL TOORDER  Mayor Knox called the meeting to order at 6:00 p.m. All members were present, and Commissioner  Sitton present oni the phone. ANNOUNCEMENTS  Mayor Knox acknowledged the tragic and sudden loss of Suzanne Younts, who was fatally struck bya a vehicle on Main Street on. June 17, 2021. A moment of silence was held to honor Suzanne Younts and we The Davidson Board of Commissioners discussed pedestrian safety and decided to move forward with thei formation of al Pedestrian Safety Task Force. The task force will be comprised of members of the standing mobility subcommittee as well as other Davidson residents who wish to serve. Communications Director Amanda Preston announced the Concerts at the Circles Concert Series continues Saturday, June 26 at 4:00 p.m. with a concert from Crucial Flya, and returns the following week on July 3 with Chunky Daddy for another great performance. The! Second Saturdays at the! Square Concert Series continues July 10 at 6:00 p.m. with the HC Oakes Band at South Main Square. The Town of Davidson July 4 Independence Day celebrations kick off with the Patriotic Stroll down South Street beginning at 5:15 p.m. and ending at the Town Green withi the kickoff of the Concerts on the Green season with aj performance by Thurston Howell at 6:00 p.m. Town offices will be closed in On Wednesday, July 7 at 6:30 p.m., the Davidson Police Department will host Dog Walker Watch  extend our sympathies to heri family, friends, and all affected by this tragedy.  observance of the. TOWN OF DAVIDSON COVID-19 RESPONSE  As of June 16, there were 6 positive cases in the 28036-zip code. Mecklenburg County Public Health announced that 47% of the populationi is partially vaccinated and 43%i is full vaccinated. Mecklenburg County Public Health encourages all eligible residents to get the COVID-19 vaccine. The Census Tracts shows that Davidson isi in the 84%- - 100% vaccination rate. The Town of Davidson Emergency Operations Center will close on. July 1. This is concurrent with the Mecklenburg County Emergency  Operations Center also closing on. July1. PUBLIC COMMENTS  The public comments period opened at 6:38 p.m. and closed at 6:49 p.m. Two people spoke during the  public comment period.  CONSENT AGENDA  Meeting Minutes from the May 11 virtual work session and May 25 virtual regular meeting Budget Amendment 2021-18 from anonymous donor to purchase a pick-up truck for the Fire Department and Budget Amendment 2022-01 to carryforward the funds allocated in FY2021 for construction of Phase 2 of the Downtown Gathering Space project and the Main Street mid-block Resolution 2021-14 to Exempt the Davidson Lands Conservancy Run for Green from Section 54-1of Resolution 2021-15 to accept street maintenance in Davidson Place and the Woodlands Commissioner Fort made a motion to approve items the consent agenda.  Amendment to the FY2020 Audit Contract  crossing project  the Municipal Code on October 2, 2021  The motion passed unanimously (5-0).  NEW BUSINESS  (a) Housing & Equity Director Eugene Bradley provided an update on the progress ofe establishing Minority, Women, Small Business Enterprise (MWSBE) Goals fort the Town of Davidson. The presentation included an overview of MWSBE's, proposed goals for the town, factors to consider, and next steps. The board provided feedback and: staff will continue to work on MWSBE goals. (b) Finance Director Piet Swart presented a Special Revenue Grant Project ordinance to establish at fund for the grant revenue from the American Rescue Plan Act of 2021. The use of the funds will be approved by the board prior to expenditure. The Town of Davidson is projected to receive $3.82 million  inf funds allocated.  Commissioner Fort made a motion accept funds allocated to Davidson in the American Rescue Plan Act of 2021, authorized the Town Manager to approve any necessary agreements, and approved Ordinance 2021-03 Special Revenue Grant Project Ordinance for the American Rescue Plan Act Fund as presented. The motion passed unanimously (5-0).  (c) Town Manager. Justice and board reviewed upcoming agenda items fori the. July 13 work: session and  July 27 regular meeting.
