Agenda Items Not Requiring a Public Hearing a. Parks and Recreation . Greenway Trails Construction 1. Rocky Branch Trail a. Action Item: Consider approval to contract with Nature Trails, LLC for construction on the Rocky Branch Park' Trail, Cramerton Townd of Cramerton- February 18, 2021-Pages 5 8 section. The Parks and Recreation Director the Rocky Branch Trail at the Stuart W. Cramer High School connects the Town to downtown Belmont. Construction on the Carolina Thread Trail in Belmont has already started and goes to the edge of the Stuart W. Cramer High School property. Quotes were received from two (2) contractors for the construction of the enhanced natural surface greenway. The quotes received were $45,490.00 from Nature Trails, LLC and $49,335.00 from Blue Ridge Trail Works. The Town is working with Dr. Houchard with Gaston County Schools about a memorandum ofunderstanding: for another Cramerton park and be an extension of the Rocky Branch Park for one contiguous park that crosses jurisdictional lines. Nature Trails, LLC is the contractor on site constructing the Rocky Branch Belmont section and is the lowest responsible bidder. The Town is expecting $99,000.00 in revenue from FEMA for the February 2020 flood and a portion of this could be allocated to this project. The Rocky Branch Park Committee and The Tarheel Trailblazers have committed to fundraising at least halfoft the money to build this trail and reimbursing the Town for this project as well as sign the memorandum of understanding for maintènance of the trails system. Commissioner Abernathy asked about the type of material to be used for the surface trails and how does this compare to other trails. Mr. Smallwood advised the trail surface will be some form of aggregate gravel or crushed concrete similar to what is in Central Park. Commissioner Abernathy commended him and his team regarding this project. A motion was made by Commissioner Atkinson to approve the contract with Nature Trails, LLC for $45,490.00. The motion was seconded by Commissioner Abernathy. Mayor Pro Tempore Koutsoupias voted yes; Commissioner Neeley voted yes. The vote was 4 to Oi in favor. b. Public Works - Road Maintenance Capital Projects 2021 1. Engineering Contract a. Action Item: Consider approval of final engineering contract with LaBella. The Town Manager stated the contract with LaBella Engineering contract is a not to exceed amount for construction documents and administration of $117,735.00. Mayor Pro Tempore Koutsoupias asked ifLaBella Engineering would be the inspectors on this paving project. The Town Manager said yes. LaBella were the engineers and inspectors during the 2017 paving project and B&N Grading was the paving contractor. A motion was made by Commissioner Atkinson to approve the final engineering contract with LaBella Engineering. Mayor Pro Tempore Koutsoupias seconded the motion. Commissioner Abernathy voted yes; Commissioner Neeley a. Action Item: Resolution #2021-02-To: approve financing terms for the 2021 Street Maintenance Project, which reflect the results ofthe voted yes. The vote was 4 to 0 in favor. 2. Discussion was held regarding the timeline and the importance of the engineer providing specifications from the paving contractors and bid certifications to align with the LGC meeting time frames. The Town Manager stated there are two (2)n more years on the 2017 road financing loan. This loan does not necessarily need to be paid off prior to obtaining an additional loan. A motion was made by Commissioner Neeley to adopt Capital Project Ordinance #2021-01 for the 2021 Street Maintenance Project. The motion was seconded: by Commissioner Atkinson. Action Item: Consider appointment of vacancy applicant candidate to the Cramerton Board of Commissioners to fill the remainder of former Commissioner Donald Rice's term, which expires December 2023. Mayor Cauthen sated six (6) applications were received and the Board chose to interview four (4) oft the applicants. Commissioner Abernathy made ai motion to nominate to appoint Wil Neumann. The motion was seconded by Commissioner Atkinson. Commissioner Neeley voted no. Mayor Pro Tempore Koutsoupias voted no. The vote was 2 to 0. Mayor Cauthen stated the motion failed. Commissioner Neeley made a motion to nominate Houston Helms. Mayor Cauthen stated he failed to vote during the first motion. He stated his vote was nay regarding the nomination ofWil Neumann. Commissioner Neeley restated her motion to nominate Houston Helms to complete the remainder of former Commissioner Donald Rice's term which expires December 2023. Mayor Pro Tempore Koutsoupias voted yes. Commissioner Abernathy and Commissioner Atkinson commented on the rating Towno of Cramerton- February 18, 2021- -Page 7 10 system and thought this exercise was to assist in removing emotions oft the debate. Mayor Cauthen stated the scoring was to determine whether or not there was a consensus as to the number one candidate. The first ranked candidate for the morning ranked high in the morning interviews but ranked low in the afternoon interviews and the candidate that ranked lowi in the morning was ranked high in the afternoon sO there was divergence of opinion. The exercise was not ini replacement of the discussion or vote but was to guide in how this process could work. Commissioner Abernathy voted no; Commissioner Atkinson voted no. Mayor Cauthen voted yes in favor of appointment ofHouston Helms. The vote was3 3to 2 in favor of appointment of Houston Helms. Attorney Wolter stated Mr. Helms will need to be sworn into office and will be able to serve as a full member at the next scheduled Board meeting. The Town Manager stated that Commissioner Neeley, Commissioner Atkinson, along with Mayor Cauthen are the ad hoc committee for selection of the Planning and Zoning Board member. Action Item: Resolution #2021-04 - Supporting Catawba Riverkeepers to apply for grant funding for South Fork River Dam study. Commissioner Atkinson voiced his support of this resolution. Discussion with the Catawba Riverkeepers was held about the importance of a hydrolysis study from an engineer to determine the impact oft taking the water level down tol Lake Wylie which would help with flood mitigation and opening the waterway from the Town of McAdenville to the Lake Wylie Dam to also allow for waterway recreational activities. Environmental studies will need tol be completed on both sides oft the spillway dam to test for contaminants. American Riverkeepers will be able to assist with the cost oft the engineering studies and physical removal oft the spillway. Commissioner Atkinson made ai motion to support Resolution 2021-04 and to apply for grant funding for the South Fork River Dam study. Commissioner Neeley seconded the motion. The Town Manager stated he is going to follow up with Gary Fankhauser and then provide cost information to the Board during the budget process. A copy of the wayfinding signs updated draft will bej provided to the Wayfinding Sign Committee tomorrow. Mr. Bizzell has returned details for the larger monument signs. The Town Manager stated he spoke with U.S. Congresswoman Foxx's district manager regarding the brownfields grant. He also discussed the cleanliness oft the local post office. The purpose is intended to visually mark several Cramerton Neighborhoods while also displaying the unique qualities and/or history of each neighborhood.
