December 7, 2021 VIRTUAL REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held a virtual regular meeting on Tuesday, December: 7, 2021 via Zoom due to the COVID-19 global pandemic. Present were Mayor Rusty Knoxa and Commissioners Jim Fuller, Autumn Rierson Michael, and David! Sitton. Commissioners. Jane Campbell and Matthew Fort were absent. Town Manager. Jamie. CALL7 TO ORDER Mayor Knox called the meeting to order at 6:01 p.m. and Fort were not present for the meeting. Mayor Knox did a roll call to confirm that all board members were present. Commissioners Campbell ANNOUNCEMENTS Communications Director Amanda Preston announced that Santa Claus will bei in Davidson for al brief pre-Christmas Eve visit to review his route with the Davidson Fire Department. Santa will transfer from his sleigh to ai fire engine for a ride about town on Wednesday, December 81 from about 6:301 to 8:30 p.m. (for Town of Davidson locations WEST oft the East Rocky River roundabout) and Thursday, December 91 from about 6:301 to 8:30 p.m. (for Town of Davidson locations EAST oft the East Rocky River The Town of Davidson is providing free 30-gallon paper bags to residents for leaf pick-up. Free Kraft bags will be available at the Davidson Public Works facility (206 Potts Street) on both Saturday, December 11 and Saturday, December 18 between the hours of 9:00 a.m. - 11:00 a.m. Residents not able to pick up bags on1 those dates can visit Davidson Town Hall (216 S. Main Street) December 13-17 during normal business hours. Bags will be located on the table int the atrium entryway. Additional bags will also be available at Parks & Recreation booth at the Davidson Farmer's Market on! Saturday, December 11, where residents will also have a chance to learn about composting. Free Kraft bags are always available at the North Mecklenburg Recycling Center, located at 12300 Statesville Road, Huntersville, NC 28078. Free COVID-19 testing is available in Davidson at MSC at 525 Harbour Place Drive. This United Providers of Health testing site will be open Mondays, Tuesdays, and Saturdays from 10:00 a.m. to 4:00 p.m. Anyone can be tested, with or without symptoms, including underinsured, undocumented and homeless individuals. PRESENTATIONS Economic Development Manager Kim Fleming announced the winners oft the 2021 Main Street Grant Awards. The Davidson Board of Commissioners allocated. $15,000 in this year's budget to fund the Davidson Main Street Business Granti to further their strategic goal of historic preservation. The goals of the program are to provide direct financial benefit to small businesses; retain and create jobs in association with small businesses; and spur private investment in association with small businesses located in our local historic district. Members oft the Historic Preservation Commission Advisory Board 1205. Main LLC was awarded a $4,000 grant for work ont the upstairs of the 5/3 bank building. This created additional office space, storage space, and space for al Pilates studio, taking what was once unusable space and turning iti into space for thriving businesses. A Main Street institution, Summit completed an interior upfit including newi floors, walls and paint sot that patrons can enjoy this space for years to come. CHANGESTO THE AGENDA Town Manager Justice requested removing consent item b) Approval of Ordinance 2021-09 Decriminalization of Certain Ordinances due to 2/3's vote not present for the meeting, replacing consent item b) to amend the 2021 meeting schedule to add ar mini retreat on December 15 and December: 16at the Lilly Gallery, Davidson College, and removing section X Closed Session. There were no objections to the changes to the agenda. PUBLIC COMMENT The public comment period opened at 6:29 p.m. and closed at 6:40 p.m. Due to COVID-19, two people provided public comment on screen and Town Clerk Betsy Shores read one public comment that was submitted via email. CONSENT AGENDA Meeting Minutes from November 9 virtual regular meeting, November 15 virtual special meeting, and Amendment to 2021 Meeting Schedule to add al Mini Retreat on December 15 and December: 16 November 23 virtual meeting. Approval of a' Tax Levy Adjustment Commissioner Fuller made a motion to approve items on the consent agenda. The motion passed unanimously (3-0). OLD BUSINESS (a) Project Manager Doug Wrigh and Parks and Recreation Director Leslie Willis recognized member of the Pedestrian Safety Task Force. The task force has fulfilled its charge, presenting its final report and recommendations to the board of commissioners at the October 26 meeting. Commissioner Fuller made a motion to approve Resolution 2021-28 Thanking Members of the Pedestrian Safety Task Force and Disbanding the Task Force. The motion passed unanimously (3-0). Staff presented next steps for Pedestrian Safety including the creation of a' Vision Zero Task Force. NEW BUSINESS (a) Town Manager Justice presented the 2021 Accomplishments aligned with the current 2020-2021 (b) Town Manager Justice and board reviewed upcoming agenda items for the December 14 Ceremonial Strategic Plan Meeting and covid protocols that will bei in place for the in-person meeting.
