The Rules of Procedure increase the efficiency of operation of the board of commissioners and guarantee full and fair discussion. These Rules of Procedure are based upon Suggested Rules of Procedure for a City Council, 4th edition, 2017,Trey Allen, UNC! School of Government. The board reviewed suggested changes to Part VI. The board discussed amending the Public Comment Policy to allow the public to leavea voicemail message in order to provide public comment. These messages will be played during public comment periods, but will be limited to three minutes andi the speaker must identify their name. The board will consider adoption ofthe (c) Assistant Town Manager Austin Nantz presented the model for the new' Vision Zero Task Force. One oft thei first steps of a Vision Zero program is to create a' Vision Zero Task Force representing a wide range of stakeholders within the community. The town has existing committees which are charged with improving mobility ini town. (d) Police Chief Penny Dunn presented the proposed installation of a camera. system fori investigative purposes at the three intersections on Main Street int the downtown area to capture recordings ofareas where al high volume of pedestrian and vehicular traffic has resulted in dangerous auto/pedestrian collisions. The board directed staff to proceed with al budget amendment for approval on the. January 25 (e) Project Manager Doug Wright presented an update on the 2021 Resurfacing Contract Change Order. The 2021 resurfacing work was completed in November 2021. The invoice was above the contract price by $53,120.06, but still within the budget of $600,000. Iti is normal to adjust the contract as work progresses, and this is monitored by the engineering firm that is providing on-site oversight of the paving work. Int this case, the "adjustable" streets were completed very quickly, and the fixed -cost Spinnaker Cove neighborhood left until the end oft the project. The engineering firm did not catch the overages on the "adjustable" streets until they were complete. The fixed-cost portion of the contract was originally scheduled first in the project, but that crew was quarantined with COVID. The engineering firm credited the town $21,600 on their cost, because oft the oversight. All planned work was completed, at the contracted unit costs. The board will consider approval of the additional cost of $53,120.061 to the (f) Davidson Fire Chief J. Ryan Monteith discussed the proposal for additional fire department staffing. The Davidson Fire Department relies on a hybrid model of part-time andi full-time employees to achieve daily operational staffing of 8 members. These resources are. spread between two fire stations for 24- hour coverage. Staff recommended adding at full-time Captain position on Engine 1 (3 total positions, one per shift) to address current staffing challenges and provide more reliable staffing certainty every day. The board will consider approval of the proposed Fire Department staffing change at the. January 25 (g) Davidson Fire Chief Monteith requested authorization to utilize a sealed bid process to sell current Ladder 1. Ladder1i is a 1998 Pierce Lance (105) ft. ladder truck that has served the department for well over twenty years. In. January 2021 the board of commissioners approved the fire department purchasing a new aerial apparatus. It was stated to the board att the time that the plan would be for the town to sell the old ladder apparatus and utilize the funds from the sale tol help with equipment purchases for the new apparatus. Prior to December: 1, 2021, state lawy provided that the violation of a municipal ordinançe isa misdemeanor unless the board of commissioners otherwise provides. The listed changes arel being undertaken per part XIII of Session Law 2021-138 provides that, effective December 1, 2021, a violation ofar municipal ordinance may be a misdemeanor as provided by General Statute 14-4 onlyi if the entity specifies such in the ordinance. Under the town's agreement with Charlotte Water, Davidson Board of Commissioner approval is required for any water and sewer extension (extension of water and sewer lines to serve aj property that is not a connection to existing lines adjacent to a property) to service a property. It has been determined by Charlotte Water that 109 Conroy Ave. requires a water and sewer extension. The property owners request that a water and sewer extension be granted to 109 Conroy Ave. to allow for construction ofa single-family detached home. The parcel is currently vacant.
