Present were Mayor Rusty Knox and Commissioners Jane Campbell, Tracy Mattison Brandon, Matthew Dellinger, Ryan Fay, and Autumn Rierson Michael. Town Manager. Jamie Justice, Assistant Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and' Town Clerk Betsy Shores were also present. ANNOUNCEMENTS Communications Director Amanda Preston announced thei following: The Davidson Police Department Angel Tree Program, coordinated by Police Records/Accreditation Manager Lorena Arce, was once again a success. The program served 201 families with 43 children receiving clothing, shoes, and toys from residents. This program is only possible due tot the efforts of Lorena, Angela Ranson, our Police Officers, and with wonderful gifts given by residents and businesses in WastePro, our solid waste contractor, is running on a slight delay this week. Inclement weather caused some delays at the very end ofl last week and they have been working hard to make up for lost time. This testing site, operated by United Providers of Health is scheduled to be open Monday, Tuesday, and Saturday from 10 am to 4pm. Anyone can be tested, with or without symptoms, including underinsured, undocumented, and homeless individuals. Walk-ups only, no appointments, no identification, and noi insurances are required. Curbside testing will be available fort those who are unable to leave their vehicle. Tom Nolan spoke about the removal oft the Solid Waste Fee. Cathy Denham spoke about sustainability and support of green initiatives. Pam Dykstra spoke about sustainability and in opposition oft the use of pesticides. Betsy Hazelton spoke about sustainability, idling cars and trucks in town, and reducing air pollution. Charlie Raynal spoke about two-cycle gasoline and oil-powered leaf blowers and reducing pollution by opting for more sustainable solutions. The applicant proposes a map amendment (rezoning) of Parcel 00308103 (15715 E. Rocky River Road) from Neighborhood Edge Planning Area (NEPA) to Rural Planning Area (RPA). The motion passed unanimously (5-0). BUSINESS ITEMS (a) Police Chief Penny Dunn presented an update on Ordinance 2022-01 Decriminalization of Certain Ordinances (Session Law 2021 -1 138). This change simply means decriminalizing the ordinance penalties, not the crime. Davidson Police will continue to use criminal state lawi to charge all serious offenses as felonies and misdemeanors which carry higher, stronger criminal penalties and thereby offer better protection for our residents. This item was previously discussed at the. January11 meeting. Commissioner Campbell made a motion to adopt Ordinance 2022-01. The motion passed unanimously/5-0). (b) Project Manager Doug Wright presented an update on Resolution 2022-02 Authorizing Donation of Real Property to al Non-Profit Organization (House and Property at 215 Crane Street). A planned roundabout at the intersection of Griffith Street / Beaty Street/ / Sloan Street would have an adverse impact on al historic house that was located at 335 Sloan Street. The State Historic Preservation Office (SHPO) approved a plan to move the house at 335 Sloan Street to a town-owned parcel at 215 Crane Street and renovate the house as an affordable property. The renovations are more extensive than typical town residential projects, and the town has engaged Habitat for Humanity oft the Charlotte Region to manage the renovations. Habitat will renovate the house according to SHPO guidelines and find a buyer to occupy the house. The house has been moved and set on the property at 215 Crane Street. Commissioner Rierson Michael made a motion to approve Resolution. 2022-02 Authorizing Donation of Real Property to a Non-Profit Organization. The motion passed unanimously (5-0). (c) Davidson Fire Chief Monteith presented an update on the sealed bid process to sell Ladder: 1. North Carolina General Statute 160A-268 permits the town to sell property by advertisement and sealed bid. This item was previously discussed at the. January 11 meeting. Steele Creek Volunteer Fire Department was the highest bidder in the amount of $100,000.00. Funds from the sale will help with equipment purchases for the new apparatus. Commissioner Mattison Brandon made a motion to approve the sale of Ladder 1 to Steele Creek Volunteer Fire Department in the amount of$100,000.00, budget amendment 2022-09, and authorize the Town Manager to complete all final documents related to the sale of the apparatus. The motion passed unanimously (5-0). (d) Project Manager Doug Wright reviewed the 2021 Resurfacing Contract Change Order. The 2021 resurfacing contract work was completed in November 2021. Thei invoice is above the contract price by $53,120.06, but still within the budget of $600,000. It is normal to adjust the contract as work progresses, and this is monitored by the engineering firm that is providing on-site oversight of the paving work. The engineering firm credited the town $21,600 on their cost, because of the oversight. This item was discussed ati the. January 11 meeting and since that meeting, the paving company has credited the town $7,500 because oft the oversight. This results in a reduction of $7,500 toi the change order to! $45,620.06.. All planned work was completed, at the contracted unit costs. Commissioner Fay made a motion to approve the change order of $45,620.06 to the 2021 resurfacing contract. The motion passed unanimously (5-0). (e) Police Chief Penny Dunn requested applying for a grant through NCDOT and the Governor's Highway Safety Program, which provides funding for the efforts of law enforcement agencies, local Bovernments, community organizations, schools, and nonprofits to reduce traffic crashes in North Carolina. The Police Departmentsreques: is to hire and fully equip a sworn law enforcement officer dedicated to traffic enforcement and education. The grant would increase the Department's capabilities top proactively address and respond toi traffic concerns and complaints int the Town of Davidson that impact pedestrian, bicycle, and driver safety. The primary focus is the reduction of traffic fatalities and serious injuries under the Town's commitment toi implement Vision Zero. The grant amount requestedi is $153,288. Ifawarded, the cost share to the town will be 15% of the grant amount the first year, 30% the second year, 50% the third year, and the town fully responsible inj years following.
