I came away with a positive feeling of their intentions in our community and By allowing the CRW to pull their kayaks out on the Centennial Center River Access you will be adding tourism dollars into our local businesses. Since the kayakers will be catching a shuttle that picks up every 45 minutes, there is no effect to parking or traffic. The Planning Director stated that Bridget Grant and Paul Tryon are in attendance at tonight's Board meeting to discuss some minor zoning amendments. A public involvement meeting will be held in the next few weeks. Ms. Grant stated she serves asal Land Use Consultant with Moore and Van Allen along with Paul Tryon with IL Housing Solutions. She stated she will be providing a list ofs some minor amendments that the applicant is applying for the rezoning. Paul Tryon with IL Housing Solutions stated they are excited to be a part oft the Town's next chapter and to be in the North Carolina area. Ms. Grant stated the plan was approved in 2020 and the proposed amendments being requested will not affect either the residential or non- residential areas of the project. The request is to relocate the commercial area on the northern side of site offering immediate access to Armstrong Ford Road. If the rezoning amendment is approved then there will be an opportunity for an area to be dedicated as a public park. Ms. Grant stated by relocating the commercial area ofthis project this offers the opportunity of getting this phase of the project started sooner. Ms. Grant stated a community input meeting will be held on May 25th. Action Item: Consider approval of the voluntary annexation by the Courtyards at New Hope. Note: As part of their Conditional Zoning approval, NewStyle Communities agreed to annex Parcel ID #188811 into the Town ofCramerton 's Municipal Limits. This parcelwas approved by the Board for a development consisting of 30 single family detached age restricted lots as well as26,000square) foot office/retail buildings along the frontage of S. New Hope Road. The Planning Director stated the public hearing has already been held on this project. The Town Manager stated no public comments had been received as of 5:30 p.m. today. Staff recommended approval. A motion was made by Mayor Pro Tempore Koutsoupias to approve the voluntary annexation for the Courtyards at Cramerton. The motion was seconded by Commissioner Neeley. The vote was 41 to Oin favor. Note: This action is being taken in accordance and compliance with NC Law. The Cramerton Board held the official public hearings for the Courtyards at New Hope voluntary annexation request at the April 15, 2021 meeting, and has accepted public comment for at least 24 hours after the close of the public hearing before considering adoption. Cramerton has also continued to take public comment on this item and will read' any additional comments into the: record on this section oft the agenda. Agenda Items NOT Requiring a Public Hearing a. Parks and Recreation . Catawba Riverkeeper Canoe/Kayak Trips on the South Fork River 1. Action Item: Consider approval of Permit to Engage in Activities on Town River Public Access with the Catawba Riverkeeper, a 501(c)3 non-profit. The Parks and Recreation Director provided a PowerPoint pesmusimofaeng.mbomuin regarding the financial importanceofeco- tourism in our area. Accessible resources include the river access, greenways, and continued programming through weekends through the travel tourism seasons. The Catawba Riverkeeper Foundation will be part ofaf five( (5)year strategic plan which will include other local municipalities. A $5.00 discount on kayaking will be offered to the residents including amenities at Belmont and McAdenville. Discussion was held about the fire department parking lot and the lower section of the parking area at Town Hall near the pump station. John Serebee with the Catawba Riverkeeper Foundation said marketing is geared towards parking in the Town of Town of Cramerton- May 6, 2021 Page 5 11 McAdenville. Ifsomeone asks about kayaking in Cramerton they will need toridet the shuttle bus to McAdenville. Temporary signage would bej placed at the Town Hall parking lot and also in front ofTown Hall at the railroad parking lot. Mr. Serebee stated Catawba Riverkeeper Foundation employees would instruct visitors where to park and to ensure they are parked in the proper designated areas. Incentives would be offered to encourage kayakers to visit the local businesses. The kayak trips would be offered only on Saturdays and Sundays. The shuttle bus will drop kayakers off at the lower Town Hall parking lot and pick them up at the fire department. Mr. Smallwood stated he will keep Mr. Serebee informed of any Town events. Commissioner Abernathy asked about the impact on the downtown businesses. Mr. Smallwood: stated hel has spoken with several of the business owners such as. Ella B and Doffers and they are excited about this opportunity. John Serebee spoke to the pharmacy and the coffee shop as they already have challenges with parking. The pharmacy and coffee shop would be able to request vehicles be removed since they own their parking lots. Attorney Wolter will reword the statement referring to parking in aj public area. A motion was made by Commissioner Neeley to approve the Catawba Riverkeeper Canoe/Kayak trips on the South Fork River. The motion was seconded by Mayor Pro" Tempore Koutsoupias. The vote was 4 to Oi in favor. b. Planning and Zoning .1 North Carolina House Bill (HB) 401 - Senate Bill (SB)349 1. Action Item: Consider approval of Resolution #2021-09 to oppose HB401-SB349, which would preempt local (municipal) zoning authority and essentially eliminate the single family detached zoning districts in the state. The Town Manager and Attorney Wolter stated HB401-SB349 would eliminate single-family zoning statewide and wipe out other aspects of local zoning. A motion was made by Commissioner Atkinson to approve Resolution #2021-09 to oppose HB401-SB349, which would preempt local (municipal) zoning authority and essentially eliminate the single-family detach zoning districts in the state. The motion was seconded by Commissioner Abernathy. The vote was 4 to 0 in favor. Mayor Pro Tempore Koutsoupias asked how this bill would affect the Town's charter. Mayor Cauthen said there was a recent clean up at the historic Baltimore School Clean up two weeks ago and discussion was held about some fundraising and the Town being involved. Fundraising could be similar to the setup for the Veterans Memorial through the Community Foundation as a 501(c)3 as a non-profit organization. This would allow donors to utilize any matching funds they may have with their employer. The Town still has an active account with the Community Foundation with a balance remaining of $3,100.00. This account would need to be closed and a new fund created. Commissioner Atkinson offered his architectural services. Commissioner Atkinson stated the bricks at the Veterans Memorial need to be waterproofed and there may be a need for purchase of additional pavers in the future. Additional lighting and other general maintenance need to be considered. Discussion was held about the Baltimore School being privately owned and what would occur if they should decide to sell. Commissioner Abernathy asked who would be in charge ofi items such as hours of operation. Attorney Wolter said the property owner would have to preserve the architectural integrity of the structure but do not have to preserve it as a school house. Attorney Wolter said she would have to work with the Gaston County Historical Society. Commissioner Neeley asked about possible grant funding and possibly designating the entire street as historical. Mayor Cauthen stated he would like for there to be discussion with the Glenn family and the Community Foundation about gifts.
