BOARD CHAMBERS REGULAR MEETING OF THE BOARD OF ALDERMEN The Work Session of the Board of Aldermen was held in the Aldermanic Chambers of the Municipal Building located on 105 South Long Street in East Spencer, NC. The meeting was called to order by Mayor Barbara Mallett at 6:30 p.m. Members Present: Cowan, Curtis High, Deloris Holmes, Duane Noble, John Hillian, Tony I. II. Regular Meeting Work Session Monday, April 1, 2019 Tuesday, April 16, 2019 Motion to approve the monthly minutes for April 2019 by Alderman Holmes; seconded by Alderman Hillian. Motion passes unanimously. VI. Hanford Dole Recognition of students Ava Garcia, Jaret Ayala Perez & Malik Miller Rosado were presented certificates for students of the month at Hanford Dole Elementary. Essie Mae Kiser Foxx Recognition of students Zaniyah Phillips, Nyazirah Eason & Shamara Strickland were presented certificates for students of the month at Essie Mae Kiser Foxx Charter. VII. Scott Shelton from Rowan EDC provided an update on activities at the EDC including an upcoming Board meeting on Thursday at 3:30 pm at the Gateway Building. He mentioned the need for a list of properties from the Town of East Spencer that could be potential development opportunities that EDC could market and get certified with the Department of Commerce. Motion to authorize the Interim Administrator with the proposed resurfacing project with Hanes Construction in the amount of $163,671.75 made by Alderman Cowan; seconded by Alderman requests for the upcoming FY:2019-2020 Budget. Public Hearing on CDBG Neighborhood Revitalization Program Grant Amanda Whitaker provided a summary of the CDBG Neighborhood Revitalization Motion to open the public hearing by Alderwoman High; seconded by Program Grant and referred to the handout in the packet. Consider a request from the Town of East Spencer Police Department to surplus Motion to surplus the black Dodge Charger made by Alderman Cowan, B. Consider Budget Amendment Request #1 FY 2018-19 to create a revenue line item for the K-9 account and add the comparable expense to the 44-5400 Patrol Cars line item ini the amount of $7,600 to cover the cost of the new patrol car Motion to approve Budget Amendment #1 FY 2018-19 made by Alderman Hillian, seconded by Alderwoman High. Consider approval of receipt of grant funds in the amount of $15,000 from the Motion for approval of receipt of Robertson Foundation grant funds made by Alderman Hillian, seconded by Alderman Holmes. Motion passes D. Consider Budget Amendment Request #2 FY 2018-19 to balance some internal accounts for the Fire, Public Works, Planning and Zoning, and Parks and Recreation Departments and add the Robertson Foundation to account 10.3890. Motion to approve Budget Amendment #2 FY 2018-19 made by Alderman Holmes, seconded by Alderman Cowan. Motion passes unanimously. E. Consider approval of receipt of grant funds in the amount of $1,995,649 for Sewer Pump Station Elimination Project and authorize the Town Administrator to Motion to approve receipt of the Sewer Pump Station Elimination Project Grant made by Alderman Noble, seconded by Alderman Hillian. Boundary Street Interim Administrator explained the citation by the Housing Authority on the back deck on the Town's residential rental property at 704 N. Boundary Street. The Town Board asked the Interim Administrator to bring back information on the estimated cost to fix the deck. Public Comment No comments. X. XI.
