BOARD CHAMBERS REGULAR MEETING OF THE BOARD OF ALDERMEN The Regular Meeting of the Board of Aldermen was held in the Aldermanic Chambers of the Municipal Building located on 105 South Long Street in East Spencer, NC. The meeting was called to order by Mayor Barbara Mallett at 6:30 p.m. Members Present: Holmes, Dwayne Cowan, Curtis High, Deloris Noble, John Hillian, Tony I. II. Boundary Street Update Royal Giants Park Update NCDOT Paving Request Town of East Spencer Regular Meeting of the Board of Aldermen June 3, 2019 STB VII. Public Comment Dr. Pullin (Principle of Essie Mae Kiser Foxx Charter School) spoke to the board and wanted to thank them as well as Eats Spencer: staff for their support with the school and fori including their. students with the students of the month ceremony this school year. He wanted to let the board know the charter school have made it through their first year. VII. Final Public Hearing on CDBG Neighborhood Revitalization Program Grant Mayor Mallett opened the floor for comments dealing with the CDBG Neighborhood Revitalization Program Grant. Amanda Whitaker went into detail about the project. She explained that the board would decide on what to do with the money if awarded and if they would like to pursue the application through a vote and with a resolution. She explained that it is about $10 million in a pot for this project overall and that each town could get a maximum of $750,000. Applications are due by. July 17, 2019. Rehabilitation for housing is common. She explained the scatter site approach which would open the application to all citizens in East Spencer. 51% or more, 10-11 homes across the town of ES with low/moderate income and they have to need rehabilitation. She explained we will have a Housing Selection Committee (the board will select names to consider at a later date). The second piece of the grant will go towards helping neighborhood improvements. (parks, recreation programs, etc.) The town has an implementation plan already in place. Amanda discussed that the money could go towards the Amphitheater at the park or it could be used to go towards the second phase of the Carolina Thread Trail. Amanda discussed some of the state requirements that the Town would have to adhere to such as the public hearing, an implementation plan, fair housing, a safe place for residents while the house is getting rehabilitated, section 3 plan, list prior grants, etc.) The houses will not be selected until after the Grant is awarded. The town can start a list of names to help when the application process starts up. Amanda explained it's a 10 year window before someone can apply again for CDBG funds once they Stanley Price commented - He had a question about the grant and asked could this grant go towards the water system with piping. The mayor explained to Mr. Price that he was talking about the sewer grant which is different from the infrastructure grant and that it will be used to remove the pump station out of the park. Mr. Price also wanted to applaud the board for working together for the greater good of the community. Travis Carter commented - He think it's a great idea that the town is applying for grants and asked if the money could be used to tear down the Dunbar Center. Amanda receive them. explained that the Town does not own the property. Consider approval of resolution ofi intent to apply to the North Carolina Department of Commerce Community Development Block Grant for the North Carolina Neighborhood Program. Motion was made by Alderman Hillian; seconded by Alderman Cowan. B. Consider Budget Amendment Request #3F FY2 2018-2019 To increase the Powell Bill - Fund Balance appropriation account 20.3326 to $163,672 and add the comparable expense for Powell Bill professional service paving account 20.1970 in the amount of $163,672. Motion was made to approve the amendment request once #3 was added to the title on the request by Alderman Noble; seconded by Mayor Pro Tem Holmes. . Consider approval of the receipt of grant funds in the amount of $10,000 from the Morehouse School of Medicine and $2,000 from the Salisbury Community Foundation Motion was made by Alderman Cowan; seconded by Alderman Hillian. Motion D. Consider Budget Amendment #4 FY: 2018-2019 To increase the Misc-Admin revenue account 10.3420 to $15,000 and increase the comparable expense account Community Support 41.2230 to $16,000. Motion was made by Alderman Hillian; seconded by E. Consider Budget Amendment #5 FY 2018-2019 To balance some internal accounts for the Parks and Recreation Departments in order to cover expenses with the Royal Giants Park improvements. Motion was made by Mayor Pro Tem Holmes; seconded by F. Consider approval of the Community Development Block Grant Division of Water Infrastructure Grant Contract. Motion was made by Alderman Cowan; seconded by G. Consider approval of the proposed updated Town fee structure. Motion was made by Alderman Noble; seconded by Mayor Pro Tem Holmes. Motion passes unanimously. H. Set a public hearing in June on the FY 2019-2020 Town Budget. Motion was made to table item until the recessed meeting set for June 18, 2019. Motion passes - Consider approval of making the Town Clerk a salaried employee and setting annual compensation effective July 1, 2019. The board decided to table the conversation until J.
