TOWN OF EAST SPENCER RECESSED REGULAR MEETING OF THE BOARD OF ALDERMEN Tuesday, June 18, 2019 6:30 P.M. BOARD CHAMBERS  The Recessed Regular Meeting of the Board of Aldermen was held in the Aldermanic Chambers of the Municipal Building located on 105 South Long Street in East Spencer, NC. The meeting  was called to order by Mayor Barbara Mallett at 6:30 p.m.  Members Present: Holmes, Dwayne Cowan, Curtis High, Deloris Noble, John Hillian, Tony I. II.  Members Absent:  Mayor Pro Tem Alderman Alderwoman Alderman Alderman  Call the Meeting to order by Mayor Mallett.  Opening Prayer  III. Pledge of Allegiance to the Flag IV. Approval of the Agenda  Motion was made to approve the agenda by Alderman Hillian; seconded by Mayor  Pro Tem Holmes. Motion passes unanimously.  V. Public Hearing on Proposed FY 2019 - 2020 Town Budget. Motion was made to oen the public hearing by Alderman Hillian; seconded by Mayor Pro Tem Holmes. Motion  passes unanimously. Those in Favor- 5 Those Opposed -0 made.  Close the Floor for Comments by Mayor Mallett. No public comment on the hearing was Motion to Close Public Hearing by Mayor Pro Tem Holmes; seconded by Alderman  Cowan. Motion passes unanimously.  VI. Budget Discussion Items  A. Police Chief Healthcare Stipend Request = Motion was made to grant Police Chief, Sharon Hovis a $110.00 monthly stipend for medical reimbursement by Alderman Hillian; seconded by Mayor Pro Tem Holmes. Motion passes 4-1. B. Town Clerk Back Pay for 2019 - Motion was made to give ShaTaira Bailey, Town clerk back pay from February 2019 = June 2019 with new salary rate by Alderman Hillian; seconded by Mayor Pro Tem Holmes. Motion passes  unanimously.    Town of East Spencer June 18, 2019  Regular Meeting oft the Board of Aldermen  STB  C. Donation Request  Public Charter School  Motion was made to donate 1,000 to the Essie Mae Kiser Foxx Charter School for the 2019-2020 school year by Mayor Pro Tem Holmes; seconded by  Alderwoman High. Motion passes unanimously.  VII. Adoption oft the Proposed FY 2019 - 2020 Town Budget  Motion was made to adopt the FY 19-20 Town budget by Mayor Pro Tem Holmes;  seconded by Alderman Noble. Motion passes unanimously. VIII. Appointment of Housing Committee for CDBG Grant Application  D. Mayor Barbara Mallett E. Joe Morris, Town Planner  F. Travis Carter, East Spencer Planning Board Member Alderman Noble. Motion passes unanimously.  Motion was to appoint the Housing Committee by Alderman Cowan; seconded by A comment was made by Jamilla Kennedy about parks and recreation. She asked when do we expect the park to open and also asked about the hiring process. The mayor stated: work is still on going with plumbing and she is looking at July 28th- donor appreciation, July 29th - soft opening and July 7th as the grand opening. She also stated she was concerned with the Town looking bad and wants to see the  Town grow and get a few homeowners associations kicked off.  IX. Fiscal Year End Departmental Budget Amendments  G. Capital Requests - Fire Department and Town Hall HVAC Upgrade  A motion was made to allocate - HVAC ($9,000) and Fire Truck Vehicle ($13,000), A weed eater ($1,000) by Alderman Hillian; seconded by Alderman Cowan.
