May 10, 2022 SECONDTUESDAY WORK SESSION TOWN OFI DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, May 10, 2022 in the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay and Autumn Rierson-Michael. Commissioner Tracy Mattison Brandon and Town Attorney Mary Ann Swan were present via zoom. Town Manager. Jamie Justice, Assistant Town Manager Austin Nantz, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. ANNOUNCEMENTS/PROCLAMATIONS Communications Director Amanda Preston announced the following: The Town of Davidson invites everyone to the final interactive publici input session regarding LiveDavidson, Davidson's new Affordable Housing Plan this Thursday, May 12 at 6:30p p.m. at the Ada Jenkins Center. OnPointe Partners, the Consultancy and Project Team who are developing LiveDavidson, will give a presentation which will include the results of recent public engagement efforts and a summary off final recommendations. Stick around afterward for smaller group discussions where we hope to answer all questions and concerns you might have as a resident of Davidson. Light refreshments will be The public is invited to participate actively in the creation of our Downtown Small Area Plan. We want to tapi into the collective creativity of our community in a series of ideation sessions and design opportunities so together we can make sure Davidson remains an ideal place to live, work, and play. There are nine problem statements with issues ranging from mobility to parking to solid waste, and we're planning ideation sessions that tackle each of these at varying dates and times. Our concert series continues this weekend with aj performance from Those Meddling Kids at Second Saturdays at the Square down at South Main Square this Saturday, May 14, from 6:00 p.m. 9:00 p.m. Concerts on the Green continues Sunday, May 15 with a performance from The Blue Dogs from 6:00 p.m. 9:00 p.m. at the Davidson' Town Green. Concerts at the Circles is back on Saturday, May 21 from 5:00 provided. p.m.-9:00 p.m., welcoming the Abbey Elmore Band. Mayor Knox read al Proclamation for Public' Works Week. CHANGES/ADOPTION OF1 THE AGENDA No changes to the agenda. Commissioner Dellinger made a motion to adopt the agenda. The motion passed unanimously (5-0). BUSINESSITEMS (a) Senior Planner Lindsay Laird presented the proposed map amendment (rezoning) of Parcel 00308103 (15715 E. Rocky River Road) from Neighborhood Edge Planning Area (NEPA) to Rural Planning Area (RPA). Click here to view the presentation. The map amendment process is described in Section 14 of the Davidson Planning Ordinance (DPO) and NCGS1 160D. Commissioner Rierson-Michael made a motion to adopt Ordinance 2022-03 (A Map Amendment at. 15715 E. Rocky River Rd.) effective immediately and Adoption of the Consistency Statement. The motion passed unanimously (5-0). (b) Housing & Equity Director Eugene Bradley provided an update on The Bungalows. Hel has been working with Mecklenburg County Code Enforcement to have the 32 units at The Bungalows inspected for minimum housing code violations. Eugene presented an update on the progress to date. (c) Town Manager. Justice, Assistant Town Manager Austin Nantz, and Finance Director Piet Swart presented the FY2023 Manager's Proposed Budget and Capital Improvement Plan. The total proposed general fund budget is $15.99 million. This year's Manager's Recommended Budget is aligned withi the community vision seti forthi int the 2020 Comprehensive Plan, as well as the 2022 Strategic Plani initiatives. A public hearing is scheduled for May 24, 2022, and final approval is scheduled for June 14, 2022. (d) Town Manager. Justice presented the Tree Canopy Enhancement Program. The purpose oft the Tree Canopy Enhancement Program would bei for eligible nonprofits to apply fort funds to enhance and promote the town'stree canopy. Each year, qualifying non-profits can apply for funds to use to conduct tree canopy-related activities in the community. After receiving grants, the town arborist would work with the nonprofits to further develop thei ideas. Once the town arborist approves, the applications would go to thet trees and natural assets subcommittee of town's Livability Board for review and ultimately to the Livability Board for any approvals. The Livability Board would make recommendations to the town manager to approve any grants. The town manager would execute, grant agreements with the nonprofits. The town arborist would oversee the projects. There would be project outcome and financial accounting at the end to verify and communicate success. The board will be asked to consider approval of the Tree (e) Town Manger. Justice updated the board on Municipal Agreement for 4750AA-Transporation Improvement Project - Design-Build Municipal Agreement with Betterments. NCDOT I-4750AAi isa7.8- mile project extends along I-77 from West Catawba Ave (Exit 28) to NC 150 (Exit 36), through Cornelius, and Davidson in Mecklenburg County, north into Mooresville, in Iredell County. When the I-77 Express Lanes project was built a few years ago, improvements were made at the I-77/Griffith! Street interchange in Davidson. The town asked for some betterments in the form of wider sidewalks. The additional sidewalk width is the financial responsibility of the town since it exceeds the minimum sidewalk width the department would have ordinarily constructed as part oft the project. The board will consider approval of Municipal Agreement for 4750AA-Tansportation Improvement Project-D Design-Build Municipal Canopy Enhancement Program at the May 24 meeting. Agreement with Betterments on the consent agenda at the May 241 meeting. (f) Assistant Town Manager Austin Nantz discussed with the board proposed amendments to the Municipal Code of Ordinances for gender neutral language. As local governments work to create more inclusive environments, one area that may be behind is the Code of Ordinances. Depending on when certain codes were written, some could include gendered language. Some examples of gendered language include pronouns and words like, policeman, policewoman, policemen, workman, fireman, man, woman, etc. Staff recommends updating pronouns throughout the Town of Davidson Code of Ordinances from gender specific (he, she, male, female, etc.) to gender neutral (they, their, themselves, etc.) The board will be asked to consider approval of an Ordinance Amending the Davidson Town Code to Modify any and all Masculine and/or Feminine Language to Gender Neutral Pronouns at the May 24 meeting.
