Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Matthew Dellinger, and Autumn Rierson Michael. Commissioners Tracy Mattison Brandon and Ryan Fay were present via zoom. Town Manager. CALL TO ORDER Mayor Knox called the meeting to order at 6:03 p.m. Mayor Knox held a moment of silence for the victims of the Uvalde, Texas school shooting. ANNOUNCEMENTS Mayor Knox and the board of commissioners recognized the 2022 Civics 101 Class. Mayor Knox and Town Manager Justice presented Finance Director Piet Swart with the Distinguished Budget Presentation Award from the Government Finance Officers Association oft the United States and Canada (GFOA). Communications Director Amanda Preston announced the following: at Davidson' Town Hall. The Planning Board will not meet this month. The Affordable Housing and Equity Board will meet on Thursday, May 26 at 6:30 p.m. in the Board Room The Town of Davidson offices, including town hall at 216 South Main! Street: and the Parks and Recreation Department at 865 South Street, will close Monday, May 30, in observance of the Memorial Dayl holiday. The board of commissioners held a public hearing for the Proposed FY2022-2023 Budget & Economic Commissioner Campbell made a motion to open the public hearing at 6:34 p.m. The motion Finance Director Piet Swart reviewed the Proposed FY2022-2023 Budget & Economic Development Expenditures. No persons signed up to speak during the public hearing. A pre-recorded voicemail by passed unanimously (5-0). Steve Sonnenberg was played during the public hearing. Commissioner Rierson-Michael made a motion to close the public hearing at 6:55 p.m. The motion passed unanimously (5-0). PRESENTATION The Davidson Fire Department selected AP Triton in September 2021 to help facilitate the CRA/SOC (Community Risk Assessment / Standards of Cover). This report will help with development of future strategic planning within the fire department while also meeting some of the requirements associated with the Accreditation process. AP Triton Project Manager Rich Buchanan presented an overview oft the findings of the report along with recommendations. The board of commissioners will be asked laterto adopt a resolution that outlines the Davidson Fire Department's: specific Performance Objectives as defined from the report. CONSENT. BUSINESSITEMS (a) Communications Director Amanda Preston presented a summary of the results of this public feedback for the Davidson Board of Commissioners to use as a data point int their determination of best use for ARPA funding. Throughout April and May 2022, the Town of Davidson began ani in-depth Community Engagement progress concerning the American Rescue Plan Act (ARPA) funding and Davidson's potential use ofi its $4.16 million of those funds. The town held six public input sessions in various geographical areas around town (including one virtual and one outdoor opportunity) to allow for equitable access to participation. There was also a community survey open from April 12-May 71 for community members to weighi in on proposed focus areas and potential projects. Commissioner Fay left the meeting at 7:49 pm. (b) Town Manager Justice Staff, Assistant Town Manager Austin Nantz, and Finance Director Piet Swart continued to discuss with the board the proposed FY2023 Budget. The board will consider approval of (c) Town Manager. Justice presented an update on the Proposed Annexation Agreement with Mooresville. Boundary agreements, also known as annexation agreements, are common growth management and planning tools used by communities. Both Mooresville and Davidson completed comprehensive planning efforts for future, growth of the twoj jurisdictions. During those processes, the staffs discussed a proposed boundary agreement concept and developed a proposed boundary linet for Since this boundary agreement was discussed by the town board over two years ago, it has been delayed by several factors. One was thei intentional completion of the water line extension project. We have continued conversations with Charlotte' Water, making sure the utility services are available for this area. Ina addition, we have continued discussions with Town of Mooresville staff on the boundary line and have made some adjustments since thei initial configuration. Finally, the pandemic did impact with Inc conjunction with these planning efforts, it was also identified through the town's most recent two comprehensive plans supported by resident input that this area could support employment center uses. Inp partnership with the Lake Norman Economic Development Commission, discussions have been held the Budget Ordinance at the.
