Project Factors to Consider Consistent analysis on multiple levels regarding this parking lot project has expanded the potential positive impact by taking the following factors into account: Town Plaza: Is it possible to use material(s) that make the parking area feel more like a Town Plaza and hardscape extension of the existing green space area as opposed to "just a black asphalt parking lot"? This idea was suggested by Cramerton's Land Use Plan update firm (LandDesign) by using the philosophy of maintaining Cramerton's Riverfront Downtown unique sense of place. Stormwater and River Health: Improving and expanding the parking lot hardscape space in downtown means that more impermeable surface will added in close proximity to the South Fork River, which increases stormwater run-off and contributes to potentially faster rising flood waters on 8th Avenue and, subsequently, at the Cramerton Fire Department. This is a significant factor to consider given one of Cramerton's primary organization goals is to protect the Qualification for American Rescue Plan Act (ARPA) Funds: Part of the ARPA approved in February 2021 incorporated direct funding from the Federal Government to municipalities across the United States. Cramerton is projected to receive $1.4 million, of which $725,000+ has already been deposited. Per US Treasury guidelines, ARPA funding is quite restrictive regarding spending categories. One area where Cramerton qualifies is stormwater projects, especially those with a positive environmental impact. Therefore, the more the downtown parking project incorporates stormwater elements and materials, the more ARPA funding can be allocated for the project. Specifically, the Town Plaza: The permeable pavers meet the philosophy of creating a hardscape extension of the green area because the pavers inherently have a look and feel of brick or stone. This continues Cramerton's goal to maximize and add to the "sense of place" effect of the beautiful and only Downtown Riverfront Stormwater and River Health: As a permeable material, the pavers avoid contributing to flooding while protecting the South Fork River by creating a comprehensive stormwater system out of the parking lot. Comprehensive" is used because the pavers are just the top layer component. Below the pavers, a filtration system is created by using sub-surface materials that clean stormwater before it is flowed into Cramerton's overall stormwater system on 8th Avenue. ARPA Funding: Furthermore, all of these elements result in stormwater credits", which contributes to the project having a significant stormwater Increasing Parking: Using the permeable pavers will still meet the project goal of improving and expanding the parking lot in Downtown Cramerton. Furthermore, the paver maintenance can be more advantageous compared to asphalt. For example, if Cramerton were to use asphalt for the parking lot, any section that is damaged or excavated due to future utility line maintenance willl have a very noticeable patch. The advantage of the pavers is that when a section needs replacing, the new pavers have the same look as the rest of the hardscape because of replacing several individual pieces as opposed to one slab of asphalt. *Note on permeable paver expense: At the time of this memo, engineering staff is still finalizing projections to use permeable pavers instead of asphalt. The former iteration of this parking project (as presented in an April 1, 2021 memo) was projected at $420,000. Itis is possible that the permeable pavers would increase the project amount up to $50,000+, but still to be determined. However, itis is VERY IMPORTANT to note that by using the permeable pavers and creating a significant stormater and environmental positive component, Cramerton is able to use ARPA funding. Planning and Zoning Cmamerton-McAdemville Greenway connector 1. Action Item: Consider approval of Congestion Mitigation and Air Quality (CMAQ) grant "municipal agreement" for C-5704, Cramerton-MeAdemville Greenway for $440,000.00. The Town was awarded a Congestion Mitigation and Air Quality grant for $440,000.00 to construct a greenway trail between Cramerton and McAdenville along the South Fork River. This grant was originally given to the Cramer Mountain Road sidewalk but was reallocated when that project became inactive. Since the funds have been transferred to this project, the Town must approve the Municipal Agreement to signifyto NCDOT that we accept the terms ofthe grant. There is a five (5) time limitto spend the funds.. Once the agreement is approved, the Town can begin theprocess of selecting an engineering firm to design the trail. A motion was made by Commissioner Helms to approve. the Congestion Mitigation and Air.Quality (CMAQ) grant municipal agreement" for C-5704, Cramerton-McAdenvlle Greenway for $440,000.00. Action Item: Considerapproval of amendments to the Street Lighting Policy,per Duke Energy's requestand recommendation, A street lighting policy was adopted at the July 15th Board ofCommissioners meeting to regulate street lighting in new developments as well as setting up a process for existing developments to request additional streetlights. DukeEnergy madès several adjustments to the proposed street-lighting policy, Duke Energy-now onlyoffers 50 to 70 watt LED fixtures; Duke Enèrgy does not offer anylighting greater than 4,000K and asked the Town reduce our scale to 3,000K to 4,000K, Duke Energy no longer uses fiberglass poles and only offeraluminum poles. IftheTown wants a decorative pole, then the Town can payasurcharge for an upgrade or purchase a decorative pole upfront. A motion was made by Commissioner Atkinson to approve amendments to the Street Lighting Policy per Duke Energy'srequest: and: recommendations. The motion was. seconded by Commissioner Helms. The vote was 5 to 0 in favor. ii. Street Lighting Policy b. Stormwater is Stormwater Master Plan 1. Action Item: Consider adoption of the Cramerton Stormwater Master Plan. Bonnie Fisher with LaBella Associates presented information with a general timeline. The process began in 2007 with Cramerton's first stormwater permit issued by the State ofNorth Carolina. Permits were renewed in 2012 and in 2017. In 2018 the Town was informed by NCDEQ that the permit renewal process and expectations would significantly change based on the state altering how it adherés tot thel Environmental Protection Agency (EPA) standards. The Town immediately responded by going through several rigorous processes to further build its stormwater program based on these new State of North Carolina expectations. Patrick with HDR stated his group assisted with the gap analysis. The NCDEQ audit is expected to occur sometime in March or April of2022. Permit renewal #3 will also occur in February 2022. Commissioner Atkinson asked what the gap Towno ofCramerton- August 19, 2021-F Page2 9 analysis was fori ify we are already know what we. need to do and will each part need to be engineered. The Planning Director stated repair oft the pipes in the ground is Commissioner Atkinson asked about what kind of education. The Planning Director stated documentation is part oft the permit process including the education component. The ultimate goal is water quality and maintaining the water that is entering our streams is clean. The storm drain pipes, permitting, and public education are components oft the stormwater plan. There are. six (6) elements to the permit which are public education; public involvement and participation plan; illicit discharge detection and elimination plan; construction site runoff plan; post construction stormwater management plan; and-fecal coliform risk assessment documentation. Patrick Blandford stated HDR would also be able to assist with public outreach with information about the quality and quantity of the stormwater runoff and protection of rivers and streams as assets of the Town. LaBella has already worked on locating the outfalls-and the Town is working with Gaston County about erosion and sedimentation control. Since the Town's multiple: departments use and store pesticides, hydraulic fluids,oils, and paints, there will need to be recordkeeping for these.items. This is part ofthe recommendation by the state and is mandated by the federal government as part ofthe audit procedure. Attorney Bringewatt stated there is ai twelve:(12) page permit thatthe Town agreed tos with the state regArdingallowing theTown to manage a stormwater program.. The state is providing a listrof six (6)minimum control measurements for stormwater management compliance with expectations of documentation and education. Mr. Blandford said the Town has been doing well in areas such as construction: and) post-construction sité sedimentationand erosion control which is being.taken care ofthrough the Towns partnership with Gaston County. Part of the process is lookingat the Town's structures and maintenance facilities to check on any runoff concerns and making sure a process and plan is in place and dooumentationis occurring. Some of the Town's facilities such as Parks and Recreation and Public Worksand any maintenance areas which use paints, hydraulicfluids, oilsherbicides and pesticides need to be monitored to ensure they are not discharging anypollutants as part oft the stormwater runoff. Commissioner Atkinson askedif the departments were not aware of how to handle fluids and pesticides. Mr. Blandford stated not: necessarily, People know what they are doing but the state wants each municipality to have procedures and aj plan in place sO all facilities that créate pollutants that can become part of the runoff can provide documentâtion: Commissioner Atkinson stated when this is all done then you will havean nicéreport sitting on the: shelf. The Planning Director stated there would be al literal playbook that anyone could pick up and be able to determine what the next steps need to be done along with any forms they need. Commissioner Atkinson asked if the state is demanding documents are they not going to tell you what documents they are demanding. Attorney Bringewatt advised the permit from the State ofl North Carolina to the Town of Cramerton states that they allow the Town to manage a stormwater program. This is a twelve (12) page permit. Itisa a requirement of the permit that the permittee shall maintain and make available to the division upon request written procedures for implementing the: six (6)minimum control measures. Written procedures shall identify the specific action steps, Town ofCramerton- August 19, 2021-1 Page 3 10 schedules, resources, responsibilities. for implementing the six (6) minimum measures. Compliance with the permit and strictness from the state is increasing and they are expecting a robust set ofwritten documentation in all those areas that they did not expect int thej past. Commissioner Abernathy asked Mr. Blandford with HDR: ifh he was working with other municipalities to assist them with these types of audits and performed our gap analysis. He said yes. The Planning Director stated the original quote from HDR was about $95,000.00 to take care ofa all of the tasks and it has been reduced to $58,560.00 as staff would take on some oft the tasks and HDR would be involved in the technical aspects. Commissioner Abernathy asked about the subtask that states HDR will bes submitting the draft Public Education and Outreach Plan to the Town and meet with theTown through monthly meetings to receive comments. HDR will finalize thel Public Education and Outreachl Plan. The Planning Director stated part of this subtaski is based on technical aspects and the amount of staff time it would require to complete in a timely fashion. Commissioner. Abernathy asked aboutfuture policy consideration: and how this will blend with future decision making, The Planning Director stated after reviewing the Land Use Plan after it is approyed then the Town willeyaluate development ordinances and rezoning decisions andj incorporâte those elements. Mayor Cauthen stated staff has been preparing for this and régulations have changed and thisi is an unfunded mandate and the Town years ago increased stormwater fees. Commissioner Helms asked Mr. Blandford about his work with other municipalities and their failures. Mr. Blandford: advised that this is the first time the state has started auditingmunicipalities and thiswill include all: municipalities. Towns réceivingnotices ofdeficiency 1s usually minor changes and a notice of violation involvesfines with notice tomake specific corrections. After the initial audit there will be annual reporting and continuation of the five (5) year permit recertification process Commissioner Helms stated he took time to meet with the Planning Directorand theTown Manager and went through this and he learned a lota about it. Heisins supportofthis tonight. This isj just the cost ofdoing business. Hes said hespoke tothe Town Manager ofLowell and they are feeling the: same sort ofp pinch. Commissioner Neeley commented this is a mandate from the state that wei must do to kéep our water and pipes clean. Mr. Blandford said it was a mandate from the federal government to the state and is part oft the Clean Water Act. Mayor ProTempore Koutsoupias asked ifthere will be an audit every five (5) years. The Planning Director said the Town will continue to submit an annual report and a self-assessmenti going forward and then renew our permit every five (5). years. Audits will probably be random. The playbook will be updated based on changes per the state. A motion was made by Commissioner Helms to adopt the proposed Stormwater Master Plan. The motion was seconded by CommissionerNetley. Action Item: Consider approval of downtown park expansion agreements including joint easement agreement and encroachment agreement for property parcel ID #195741. Attorney Bringewatt stated he was been working with the buyer's attorney preparing documents for signature for a possible closing tomorrow. The Board discussed phasing ofthe future paving ofthe parking lot and toy work with the buyer during the renovation of the Masonic Lodge structure to avoid damaging the parking lot. The final topping for the paving can be placed at the end of their construction time. Commissioner Atkinson stated that the buyer would like to be able to display conceptual drawings for the public to inspect on August 28th since the Town will be holding the Goat Island Games that day. The Masons have ownership of the building'until August 29th. Mayor Pro Tempore Koutsoupias asked ift the parking lot was damaged during construction is the buyer responsible for repairs. Attorney Bfingewatt said yes. CommisionerNeeleya asked about the proposed steps at thefront of the building. Attorney Bringewatt stated this would be considered mutualindemnity and the restaurantwould be responsible for their guests. A motion was made by Commissioner Helms to approve the downtown park expansion agreements including joint easement,agreement and encroachment agreement for property parcel #195741 and to authorize the Town Manager and Town Attorney to make any.contract adjustments as needed. The motion was seconded by.Commissioner. Atkinson, The vote was 51 to 0 in favor. Big Board: The TownManager stated therezoning request for thePhase 1 commercial section will be beneficial as itwill allowroad frontage on both the current Armstrong Ford Road route and the future road réroute. Full engineering on the Helix/ R sculpture will not occur until after review of the geotechnicalreport, and survey. Commissioner Helms asked if the sculpture has remained in good shape whileit was being, stored.. The Town Manager said yes. The Cramerton Historical Society Museum grand opening information will be shared on the Town's website and Facebook pages. The museum' s grand opening and ribbon cutting is at 2:00 p.m. on Saturday August 28h, Donny Hicks with the Gaston County Economic Development Commission will be at the September 16h Board meeting to discuss the school property. The First] Baptist Church will be hosting a COVID-19 vaccination event through the Gaston County Health Department on Sunday from 11:45a.m. to 2:45p.m. and this information will bej posted on the Town'sl Facebook page. The $440,000.00 CMAQ funding now has a strong possibility to be transferred in the Cramerton and McAdenville Northern Connector Greenway project per NCDOT. The current Waste Management contract expires July 1, 2022 and the recommended timeline to put the bids out would be in January/February 2022. Mayor Pro Tempore Koutsoupias asked about the status oft the pocket parks. The Planning Director stated the pocket park at True Homes will be done in conjunction with the Cramerton McAdenville Greenway. The pocket park at Timberlake will be part oft the greenway and Gary Fankhauser is working on plans for this. Mayor Cauthen wants to continue to talk about opportunities for pocket parks in other areas of the Town. Manager's Report: There has been an increase of COVID-19 cases. The Town is following the mask mandates per the state's guidelines. Employees are being asked to get a COVID-19 test if they experience any type of symptoms prior to returning to work. The Town Manager stated the paving process has started in the Timberlaker neighborhood. The standard paving process is milling and reclamation of asphalt. Core test samples were taken oft the asphalt and the Timberlake streets are not good candidates for the milling process and reclamation ofa asphalt process. A mat process isb being used and place asphalt on top. Commissioner Atkinson asked how) long should this] paving resurfacing last. The Town Manager stated since these are neighborhood streets it should last well over a decade and possibly upi to fifteen (15)years. Aquote forapproximately $1,950.00 was received from Robert Mason and Sons Grading and Paving to install valley curbing. Commissioner Abernathy asked if the valley curbing would be wide enough to accommodate golfcarts. The Town Manager.saidyes. She asked how long would the modification take. Maintenance Update: The Town Manager stated the planks on the Goat Island Utility Bridge have deteriorated quickly due to flooding and the movement of equipment over the bridge. The Townhas been awarded $100,000.00 from FEMA but to'date has not received this funding. Thel bridge planking was replaced in August 2020. The Parks and' Recreation Department will be double bolting the sides of the planks.toreduce warping with gaps of no more than a half-inch. A visual inspection ofthe bridge by TGS Engineers on August 17, 2021 determined that the-warping and splitting of the rough-cut timber boards is a normal reaction when subjècted to normal elements. Commissioner Atkinson asked about the continued unevenness of the boards on the bridge. The Town Manager stated that with the proposed additionofl larger lag bolts to connect the deck boards with the framework oft the truss should help in reducing the vibrations and audible slapping ofthe boards when crossing the bridge. Commissioner Atkinson asked about possible planing ofthe boards. The Town Manager stated the bridge is under a five (5) year warranty. The boards on the bridge were replaced in 2019 for a cost of $26,000.00. The Parks and Recreation Department will be reinforcing the ends of the. longer boards with heavy duty lag bolts with possible replacement of several boards. Boards will be adjusted to have no more than a half-inch gap. No action applications to be received for consideration. ii. Goat Island entrance (gth Avenue): ii. Staff is still working on some final items with Buzz Bizzell, but these bid documents are 85%+ complete and ready for BOC review, feedback, and consideration.
