June 14, 2022 SECOND TUESDAY WORK SESSION TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, June 14, 2022 in the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, and Autumn Rierson-Michael. Commissioner Ryan Fay was present via zoom. Commissioner Tracy Mattison-Brandon was absent. Town Manager Jamie. Justice, Assistant Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:02 p.m. ANNOUNCEMENTS/PROCLAMATIONS Communications Director. Amanda Preston announced the following: The Town of Davidson's Design Review Board & Historic Preservation Commission meeting scheduled for Wednesday, June 15 has been canceled. All other advisory board meetings are currently scheduled to proceed as planned this month, but should that change, we will communicate that out publicly. The community is invited to attend the 2nd Annual Juneteenth Celebration hosted by the Ada. Jenkins Center. The event willl be on Saturday, June 18, 2022 from 11:30 a.m. to 2:00 p.m. andi is free to attend. The celebration includes historical dialogues, a keynote address, music and dancing performances, food trucks, FIG Kids' Place with children's activities including face painting, games, bounce house, and more. Town of Davidson, et. al. from the agenda. Commissioner Rierson-Michael made a motion to adopt the agenda with the closed: session item (a) removed. The motion passed unanimously (4-0). PRESENTATION (a) Bruce. Jones, CATS Transportation Planner, and Brian Nadolny, CATS Project Manager presented an update on Envision My Ride: Bus Priority! Study and the North Corridor BRT (Bus Rapid Transit) Study. Throughout: 2021, CATS engaged riders to develop specific bus reliability aims, including providing faster commutes, direct routes, and enhanced connectivity throughout the region. This topic aligns directly with apriority strategy from the board's strategic plan: "Work with CATS to improve local transit services and transit stop amenities." BUSINESS ITEMS (a) Planning Director. Jason Burdette presented al Pre-Development Consultation for the proposed Clark Center Project. George House and Chuck Travis spoke on behalf of the project team. The Thomas F. Clark Trust proposes ai four-story addition to existing storefront buildings at 121-129 N Main Street. The proposed addition will maintain the entire width of the existing one-story storefront buildings facing Main Street for retail uses on the first floor with upper floors being a combination of retail, office, and residential uses. The board provided feedback about the proposed plan and associated conditions for the project team to consider before moving forward with a Conditional Map Amendment application. (b) Finance Director Piet Swart reviewed the proposed FY2022-2023 Budget Ordinance 2022-05, Capital Improvement Plan and Fee Schedule. The budget was presented to the board on May 10, 2022, anda a public hearing was held on May 24, 2022. Before the item was discussed, Town Attorney! Swan read the following statement: Session Law 21-191 Senate Bill 473 modifies North Carolina governing board member'srecusal procedures as it relates to deliberations and voting on the town's funding. for certain non-exempt non-profit organizations. The town didi its due diligence to determine if any of our elected officials were serving on non-exempt non-projits that were identified in our budget to receive funding tonight andi if so identified, we would instruct them to recuse from any participation for tonight's budget. Mayor Knox serves on the Charlotte Arts and Science Council, and he has signed the appropriate recusal document and filed it with the Town Clerk prior to tonight's meeting. Mayor Knox will not be participating in the budget discussion or vote tonight and Commissioner Campbell, as Mayor Pro Temp, will bej facilitating that agenda item. Finance Director Piet Swart requested a motion to approve the proposed FY2022-2023 Budget Ordinance 2022-05, Capital Improvement Plan and Fee Schedule. Commissioner Dellinger made a motion to approve Budget Ordinance 2022-05, the FY2023- FY2027 Capital Improvement Plan and FY2023 Fee Schedule as presented. The motion passed unanimously (4-0). (c) Town Manager. Justice presented the Draft American Rescue Plan Act (ARPA) Strategy. Staff proposes the following ARPA! Strategy Framework pillars including five topic areas and proposed dollar amounts: Infrastructure $1,150,000 Mental Health $250,000 Affordable Living & Equity-$2,300,000 Sustainability-S $300,000 Public Health-$195,000 Each pillar contains specific projects or programs with tentative dollar amounts. This covers the Town's full allotment of ARPA dollars. At the. June 28 meeting, the board will be asked to approve the proposed ARPAS Strategy Framework sO that staff can proceed with work on these proposed projects. (d) Town Manager. Justice reviewed the Town of Davidson and Town of Mooresville proposed boundary agreement to establish where both Mooresville and Davidson could plan for and grow to in the future and not encroach into one another's future growth areas. Annexation agreements are authorized for local governments by state law under General Statute 5160A-58.21-27.1 The statute outlines the contents of agreements and procedures for approval. Al public hearing is required by both local governments prior to entering an agreement which would be approved by ordinance by both governing boards. Commissioner Campbell made a motion to approve Resolution 2022-06 Fixing the Date of the Public Hearing for the Davidson-Mooresville Boundary. Agreement, for Tuesday, June. 28, 2022 at 6:00p.m. The motion passed unanimously (5-0). CLOSED SESSION Commissioner Rierson-Michgel. made a motion to move to closed session per NCGS 143-318.11.
