RE: Police Department Salaries in Gaston County UPDATE FROM: David Pugh, Town Manager DATE: October 21, 2021 Background Information Included in the fiscal year (FY) 2021-2022 budget was a request to increase the CPD salary and wages line item by $55,500 total. This request was approved and the starting salary will increase from $38,000 to $42,000 during the FY 2021-2022 budget year. OnJuly 1, 2021 the starting salary increased to $41,000. On January 1, 2022 the starting salary will increase to $42,000. For perspective, Cramerton has done a good job during the past several years of both being proactive during the budget process with increasing police officer base pay, and then reactive during the budget year with increases in response. to the surrounding municipalities Based on accumulating data from all Gaston County Police Officer base salaries after the FY 2021-2022 budget approvals, this is an instance for Cramerton to continue its success and continually changing police pay market conditions. with analysis and reaction by increasing Police Officer base salary. Gaston County Agency Gaston County Belmont Bessemer City Mount Holly Kings Mountain Dallas Ranlo City of Gastonia Cherryville Lowell Cramerton Stanley Starting Salary $50,250 $45,000 $45,000 $43,000 $42,000 $41,816 $41,715 $39,400 $43,500 ($45,657 after 6 months probation) $43,265 ($44,357 after 6 months probation) $41,300 ($43,300 after 6 months probation) $41,000 ($42,000 after 1/1/2022) Perspectivel Recommendations Itis recommended that the Cramerton BOC approve an additional $1,000 in Police Officer base pay that would occur on January 1, 2022. This is in addition to the $1,000 amount already encumbered in the FY: 2021-2022 budget. So, the new, proposed amount would 155 North Main St., Cramerton, North Carolina 28032 Phone: 704-824-4337 Fax: 704-824-8943 3 total $2,000. Per the comparison chart in this memo, the new Cramerton base amount would be $43,000, at the same level as Dallas and moving ahead of other small town agencies (Cherryville, Ranlo). This is significant in continuing to retain PD Officers, as the. current market remains volatile with constant shifts by Officers from agency to agency. After analysis by Cramerton's Finance officer, the current budget is adequate to cover this increase. This request allows for an increase for each currently sworn patrol officer in order toe ensure that officers that have shown a commitment to the department through their years of service are compensated. This increase for current officer's salary provides separation between newly hired officers and currently hired officers. 1551 North Main St., Cramerton, North Carolina 28032 Phone: 704-824-4337 Fax: 704-824-8943 4 CRANE TOWN OF CRAMERTON EST. 1915 Manager Memo RO TO: Town of Cramerton Board of Commissioners (BOC) FROM: David Pugh, Town Manager DATE: October 21, 2021 Withers Ravenel Background Information RE: Environmental Protection Agency (EPA) Brownfields Assessment Grant Contract with Included in the October 21, 2021 BOC agenda packet is a contract to renew services with Withers Ravenel for EPA Brownfields Assessment Grant administration and submission assistance.
