June 28, 2022 FOURTH TUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, June 28, 2022 int the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Ryan Fay, and Autumn Rierson Michael. Commissioner Tracy Mattison Brandon was present via zoom. Commissioner Matthew Dellinger was absent. Town Manager. Jamie. Justice, Assistant Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:01 p.m. ANNOUNCEMENTS Mayor Knox and the board of commissioners recognized the 2022 Civiçs 101 Class. Mayor Knox and Town Manager. Justice presented Finance Director Piet Swart with the Distinguished Budget Presentation Award from the Government Finance Officers Association oft the United States and Canada (GFOA). Communications Director Amanda Preston announced thei following: Join us on! Saturday, July 21 for another Concerts at the Circles on Jetton Street featuring Radio Revolver. This fun event will include an acoustic artist from 5:00 p.m. 6:30pm, and the headliner will play from 7:00 p.m. 9:00 p.m. The music continues July 9 at 6:00 p.m. with Second Saturdays at the Square. With Brooks Dixon Band performing. We'll also have another Concerts ati the Circles on. July 16 with REO Residents are invited to celebrate our nation's independence with al homespun, small-town stroll and a concert on the green on Sunday, July 3. The parade will include a color guard, fire engine, and lots of patriotic residents. To walk in the stroll, residents are asked to line upi ini front of the 251 South Street building at 5:15 p.m. Police will be closing off South Street (starting at Cathey Street) between 5:10 p.m. and 5:35 p.m. so that participants can line upi in the road and on the sidewalks. Festivities will begin at 5:30 p.m. Allp participants are encouraged to march in the parade dressed in Independence Daya attire and to decorate their wagons, bicycles, tricycles, and pets ini red, white, and blue. A color guard comprised of members of the police and fire departments willl lead the parade up South Street onto Main! Street and thet town green. Concert on the Green begins at 6:00 p.m. and features Rivermist, a Survivor. Classic Rock, R&B, variety band. Town of Davidson offices, including town hall at 216: South Main Street and the Parks and Recreation Department at 865 South Street, will close Monday, July 4, in observance oft the Independence Day holiday. We will re-open Tuesday, July 5, during regular 8:00a a.m. to 5:00 p.m. business hours. Waste Pro will be operating on a one-day delayf for both garbage and recycling pick-up the week of Monday, The Davidson Police Department invites residents to a Dog' Walker Watch training session on. July7, 2022 at 6:30 p.m. int the town hall board room. Dog Walker Watch encourages neighbors to assist local law enforcement by acting as extra eyes and ears while out walking their dogs. The program enhances the partnership between police and the community while providing resources for neighbors to be more aware of their surroundings and how to effectively observe and report suspicious activity. Justice reviewed the proposed annexation (boundary) agreement between the Town of Mooresville and the Town of Davidson to establish where both Mooresville and Davidson could plan for and grow to int thei future and not encroach into one another's future, growth areas. Amendment. Commissioner Fay made a motion to open the public hearing at 6:39 p.m. The motion passed Senior Planner Trey Akers reviewed the proposed Davidson Condos Conditional Map Amendment. The developer, Jake Palillo, proposes six residential units ina a single, three-story! building with parking beneath the building. The parcel liesi int the Lakeshore Planning Area, which requires a minimum 5% open space on-site and preservation oft the lake shoreline for public use. The proposal includes certain provisions that do not meet the Davidson Planning Ordinance (DPO), therefore the project will follow the Conditional Map Amendment process (i.e., rezoning) and require approval by the Davidson Board of unanimously! The motion, passed unanimously (4-0). BUSINESSI ITEMS (a) Parks & Recreation Operations Manager Gina Carmon discussed with the board the non-profit, grant process. The primary purpose of the non-profit grant process is to provide funding to local nonprofits who provide a program or service to Davidson community members that the town could not provide or have the capacity to provide otherwise. The board of commissioners has historically given the difficult task and responsibility to recommend funding to non-profits through an application process to Livability Board. The Livability Board has decided to remove the language from the application process that would have allowed newly formed non-profits (within the past year) to apply fori funding towards operational The Livability Board has also recommended that town staff provide thet following to non-profit grant cost. applicants during the application process: 1. Provide funding history (link to spreadsheet) on application page. 2. Reiterate that non-profits must serve Davidson residents, and thati there is only $50,0001 total 3. Provide link to Town Core Values and! Strategic Plan and let the non-profits know their programs and available. services should align with these. The FY2023 Non-Profit Grant process is planned to begin in August. including five topic areas and proposed dollar amounts: (b) Town Manager. Justice reviewed the draft American Rescue Plan (ARPA)Strategy Framework pillars Infrastructure $1,150,000 Mental Health- $250,000 Affordable Living & Equity-$2,300,000 Sustainability- $300,000 Public Health-$195,000 Each pillar contains specific projects or programs with tentative dollar amounts. This covers the Town's full allotment of ARPA dollars. There are thei four pillars based on feedback we heard from the Community Engagement Process and Public Health will cover the appropriation approved by the board related to the Covid-19 response. Commissioner Fay made a motion to approve the proposed ARPA. Strategy Framework. The motion passed unanimously(4-0). (c) Town Manager. Justice reviewed the Davidsor-Mooresvile Annexation (Boundary) Agreement. Boundary agreements, also known as annexation agreements, are common growth management and planning tools used by communities. Both Mooresville and Davidson completed comprehensive planning efforts fori future growth of thet two jurisdictions. During those processes, the staffs discusseda proposed boundary agreement concept and developed a proposed boundary line for the comprehensive planning efforts. This Agreement is executed pursuant to the authority of the Act, codified as G.S. Chapter 160A, Article 4A, Part 6. and shall be in effect for twenty (20) years after its effective date. This item was previously discussed at the May 24 board meeting. Commissioner Rierson Michael made a motion to approve the Dovidson-Mooresville Annexation. Agreement as attached to the agenda.
