Mayor Cauthen called the meeting to order and Members Present: Mayor Cauthen, Commissioner. Abernathy, Commissioner Atkinson, Commissioner Helms, and CommissionerNeeley were present. Mayor Pro Tempore Koutsoupias Staff Present: David Pugh, Town Manager; Attorney Karen Wolter; Brad Adams, Police Chief; Invocation and Pledge of Allegiance. Commissioner Neeley provided the invocation and the Adoption of Agenda for this meeting. Ar motion was made by Commissioner Helms to adopt the proposed agenda. The motion was seconded by Commissioner Neeley. The vote was 4 to 0 Public Comment: Mayor Cauthen reviewed the rules for public comment. He advised that each speaker will be allowed three minutes and he would signal when a person has reached the three minute mark where they then would be allowed long enough to finalize their thoughts. But technically he is a citizen ofCramerton as he and his family are building ai new. home on Armstrong Drive inl Lakewood. He apologized for having to tear down the old hut building as it was infested with termites. His understanding was that this property was part of the Burlington Mill campus and he has enjoyed learning the history about that piece ofproperty and the rest ofthe Town. Cramerton is a cool mill town and he stated he was excited about moving here and calling themselves full-blown citizens. We like the rest of the citizens are invested in its long-term development use and I have had the opportunity to review the proposal that is going tol be discussed tonight for the development oft the part that abuts up against Lakewood that is laid forth by the development consultants. At the risk of stealing the thunder from Mr. Hicks before he even has a chance to present it and make a proposal, Iwould urge the representatives ofthe people to consider the upcoming proposal as one ofmany options. Let me tell you as a newcomer to Cramerton what I think about Cramerton both now and its potential for the future. It think eco-tourism comes to mind, the Whitewater Center, Gaston Outdoors logo, the river and its surrounding buffers that have been left as valuable resources. Green space is where people want to spend time as it offers them the ability to go at 6:00 p.m., at the G.M. Cramerton already boasts a downtown area that offers dining, coffee, city parks, one with a 28-acrei island, paddling, tubing, swimming, grassy pavilion that we can host live music events, museum, and retail. He has brought friends and colleagues to Cramerton to kayak on the South Fork. They all say that this place is like a playground for adults. They had no idea this gem was here. What they appreciate is the small mill town feel. I'm not sure small mill town and high-density development go hand in hand. Alternate development strategies that have been discussed that could be considered include the possibility oft building ofa county park on this county owned property which would offer access to the Catawba Thread Trail and the river. Consider selling the land to the Catawba Land Conservancy as they are always interested inl buying land that abuts the South Fork toj protect our waterways. There is aj potential to formacollaborative purchase between the Catawba Land Conservancy and the Town. A low impact development option could be considered such as an area for a Catawba Riverkeepers headquarters or outdoor classrooms for Stuart W. Cramer High School. At the very least I would implore you to not consider rezoning the property to allow for multi-family housing such apartments on the land. It was my understanding prior to moving here that this proposal had been made in the past and Cramerton citizens, most notably Lakewood citizens, had been adamant against this. Surrounding towns have welcomed enough urban sprawl to this area with the addition of quite a few several very nice apartment complexes many ofwhich are already in the general vicinity. Mayor Cauthen stopped Mr. Barfield and stated he had allowed him to speak over four (4) minutes. He thanked Greg Ramsey, 137 Eighth Avenue, stated he did a Facebook post on September gth and had noi idea what was going tol happen with it. He said he is passionate about wildlife. The Facebook post has had over 38,000 people look at it, commented over a 1,000 times, and shared about 200 times. All these comments were before the idea of creation ofa wildlife refuge. Kind ofs surprised him and warmed his heart with how many people are SO passionate about wildlife. We have a neat thing going on here. He came up with a slogan "Let'snot change Cramerton, let's let Cramerton change us". The small mill town that Mr. Cramer created is exactly what he wanted us to have. A small town feel and still have the parks and recreation for all ofthe community to use. During that time, Iwas contacted by some young adults who are members of the historical society and they are passionate about this idea. They started a petition and have over 500 signatures showing that people do not want this land developed as commercial. They want to see it developed as a park/trail/wildlite refuge. It'sa great idea and didn't know it was going to turn into this. Traffic ise everywhere and is increasing. We need to look at what is most important, the Town, the river, Mick Jennings, 204 Front Street, he stated his topic is herbicide and public safety. Spoke about behavior by Town employees and Town contracted employees and their lack of training and management regarding the use of herbicides. His concern is the toxic threat to the people, the environment of Cramerton, citizens, visitors, pets, and the river. Grass is being killed around playground and shelter areas with herbicides. The grass around the pipe that feeds into the river has been sprayed. This is the grass that should be assisting with erosion that is being killed. Last Friday morning as he was sitting at home there was an ugly odor from the railroad banks where pesticides were being sprayed. A landscape employee was: spraying a liquid down the slope ofthe railroad and directly towards his home and he did: not stop. On August 26th he was walking behind the gym witha a friend on thej paved path and al landscape worker driving ai four-wheeler was directly him forl his comments. and the wildlife. Thanked Board for allowing him to speak. Towno ofCramerton- September 16, 2021-1 Page2 5 spraying aj pesticide and driving into this spray. This spray is labeled as dangerous. He does not feel any caution is being utilized or enforced in Cramerton's herbicide program. Jordan Abernathy, 401 Armstrong Drive, wanted to come here tonight and speak about the increasing problem with habitat destruction in Cramerton and Gaston County. This is going along with what Mr. Barfield and Mr. Ramsey have already said about the property located on the corner of Wilkinson Boulevard and Lakewood Road. In Cramerton and Gaston County alike, there isa growing concern about a rapid pace of residential and non-residential. developments. With this rapid pace comes habitat destruction for our local wildlife such as the white tail deer and the barn owl. These animals have nowhere else to go except into the urbanized areas of Cramerton such as neighborhoods and roads. These conditions are making for dangerous situations for both humans and animals with an increase of deer and other animals on the roads which can lead to the rise of animal related car damage and potential threats to humans. My peers and other concerned citizens ofCramerton that without regard to habitat lost that we will eventually drive out the wildlife that exists in Cramerton. We started a petition that now has over 500 signatures in the past three days and I know the Town of Cramerton does not own this land, but I am asking if can we rezone this land into public space by an extension ofthe greenway for the animals to always have a safe haven Proclamation: A proclamation to celebraté Arbor Day ini the Town of Cramerton 2021. Donny Hicks, Gaston County Economic Development Corp. (EDC) - Presentation regarding development of county property on Wilkinson Boulevard/Lakewood Road. Mayor Cauthen stated that Mr. Hicks was here to present information regarding this property. Mr. Hicks distributed information to the Board. Mr. Hicks stated he appreciated the opportunity to come to meet with the Board and staff to offer a brief history ofhow we got to where we are today on this site and the limitations on this land use. There are roughly 38 acres broken into a couple of parcels. He stated the property will not bes sold at al loss ast this property waso originally acquired through bondi financing for construction of a school and there are constraints on how we can sell it. The property was purchased by the school system for possible construction ofa school, but the school board chose to go to south Belmont to build the next school and this property returned to the county as surplus and this land is then returned back to the commissioners. Since this property was originally purchased with bond funds fora a school then there are limitations as to how we can convey it. Commissioner Helms asked ifthis was all oft the property. Mr. Hicks said yes, the 22 acres and the 14 acres. So, the commissioners have asked us to go back and take a look at doing something with the property. Obviously, we are not going to sell the property without making a profit as we are not in the business to lose money on a land sale that debt service is owed on. Mr. Hicks stated we are trying to do the best job we can. We have worked with the hospital and several other companies and were able to save a considerable number of trees and in some instances actually increased the number of trees on the properties. To develop this parcel correctly, our intent would be to try and work with the Town and create some type of site plan to allow us to deal with the sale of the Town of Cramerton- - September 16, 2021-Page 3 6 property to a developer for a profit. We have no interest in self-development. This would require an upset bid process. There have been several interesting proposals for this piece of property. We would like to work with the Town of Cramerton to figure out a plan for this piece of property that would allow it to sell for high volume use. Some ofthe beset proposals received have included retail, townhomes, and some type ofmulti-family units to be built in the middle. The primary access to the site would be offo ofa roundabout as NCDOT will not allow full access from Highway 74. The only way this would be considered isi ifit would be a super street. An example oft this type of street can be found off of Highway 16. The cost for this type of street would be about two million dollars and it will: not help traffic. Primary access will be offat traffic circle andi into the site. Preliminary discussions have been held with Mr. Rudisill as he will have the same issue with his property as he will not be given full access for his property. He owns twelve (12) acres and if he combined his parcel with the current property this would offer greater utilization and there would not be any need for additional curb cuts. We would allow accèss through our property and this might allow for a right in right out. If these properties could be combined this would be a fair property. There is a substantial amount of property loss that cannot be developed due to the gas line and public domain along with the cost to cross it. The area around the water and the Duke Energy transmission lines will not be feasible: for development. So, we are: not asking for a decision tonight but to set up aj process sO we can come back to you even ifit's a bubble diagram map: sO then we can say there is some perspective of what they could create. and build and would it be considered for approval by the Town. This] plan would give them at least a concept ofwhat they can build. We neverintended foritt tol be all apartments. Some sale ofresidential and mixed-usec development is going to happen most likely. Many people are interested in buying it and we have advised them they have to work with the Town ofCramerton. We need tol have some certainty about what will be allowed to be built. The options include to dispose of the property through the sale process or the county will build another school. Mr. Hicks stated he is willing to work with the Town Manager and staff about a bubble diagram map. Commissioner Abernathy thanked Mr. Hicks for being here tonight and asked for him to explain a bubble diagram. He: said this would offer some certainty to the bidders and avoid multiple rebiddings. Mr. Hicks stated it was bubbles shown in different sections for townhomes, multi-retail and buffers for the single-family residential, with some retail on! Lakewood and not on Wilkinson as you will not be able tol have fulli movement in and out of there. Most likely the front part of the property would probably remain undeveloped. The county has two options. The county will not sell at a loss due to the bond debt and they will need to get that money back toj pay the debt service. The other option will be for the county to build a school on the property. Commissioner Abernathy stated you are mainly here tonight to let us know what you are seeking as a process by which we can come closer to what you: all need in order to sell any way you want to. In fact, is that wel have already gone through a process and received feedback from the citizens and we have aj plan for what we as a town envision for this land. Mr. Hicks stated he thinks we have a difference in what we think the market opportunities aspires for this land. I think that is where we are going to have a difference. Commissioner Helms stated this is where you are suggesting wel have at team between our staff, the county, and your groupt to work together which would take the Small Area Town ofCramerton- September 16, 2021- Page 4 7 Plan which we designed and have feedback on. We can change it based on the current market conditions? Mr. Hicks stated you can change it based on current market conditions and also developability of site. The site has a lot of topography issues and ifwe buy that for a school that is not too bad as you are buying for the function ofa school. But if sold to a developer then they are buying 12 to 14 acres they can't develop. Would probably take a recommendation back to the commissioners that they would be losing money selling it since they have a 30-year debt service on it. They would be receiving less money than what they paid for it. We would like to go back with a site plan. Needs to be based on the limitations ofthe topography site as to what actually can be developed. There are a lot of possibilitiès but there are the areas that cannot be developed. Commissioner Atkinson stated the part that can't be developed is adjacent to the water. Mr. Hicks said also along Wilkinson. Mayor Cauthen said also the power lines and gas line. Commissioner Atkinson stated wouldn'tthese areas be natural for a park. Mr. Hicks said ifwel had one developer that would like to do that, but again our objective here is that we don'treally have the luxury to say that is what we: are going to do with this. Thisi is a unique project that the commissioners will need to get back a certain amount of money to pay back the school system for the bond. If ad developer, or ifyou choose toj partner with a developer, to do that, you can make that work. The county is not in a position to say they want a park and feed a couple of hundred thousand dollars into aj park. The Town can offer to buy back that area from the county. Commissioner Helms asked how long have developers been reaching out in regards to this property. Mr. Hicks stated interest has been shown ever since the sign went up. They have been watching the market and have probably generated as much interest as they can. Mayor Cauthen asked how are they marketing this product now. Donny Hicks stated they have a group of brokers they are working with land buyers from the Charlotte region who represent homebuilders and apartment builders in this area and they go out into the outlying areas to see what is available. Mayor Cauthen stated that he had réached out via email to Mr. Hicks about a month ago because he had visited the EDC website and this property was not on their website. Mr. Hicks stated it is not listed on the website but will be listed once it has been determined what will be allowed on the property. Mayor Cauthen asked what would the property need to sell for in order for the county to settle their debt. Mr. Hicks said they are working on an appraisal now. The county purchased the property for about $60,000.00 plus per acre. Commissioner Abernathy stated you mentioned that at least in your vision you stated the only scenario you see includes some apartments being built. Being totally honest with you Ic don't understand how myselfas an elected official for the citizens of Cramerton would betray what I feel ist their vision for our town or making any changes to a plan we already have. I understand your perspective and I hope you completely understand mine. The second thing I would ask you) Donny is youl keep referencing the bond debt but perhaps I am not remembering it exactly. Iwas working for the school system at that time it was one bond that was taken out for the Stuart Cramer property as well as this property, correct? Mr. Hicks said yes and the debt is still being paid on it. Commissioner Abernathy stated we are not just talking about one unique piece of land the bond was taken out on but we are discussing the part is left over you just referenced as surplus. But that bond was taken out for a bunch of land. Mr. Hicks said yes and we are still paying the debt service to the bank on this no matter how you slice Town of Cramerton- September 16, 2021-1 Page 5 8 it. Commissioner Abernathy said she understood that. But she wanted to be totally accurate about that. Youl heard from some speakers about different ideas and Ithought our first speaker made a great point about some other options out there and some different scenarios where there might be some natural park land. Do you see any pathway by which the town or the town working with the county could find utilization fort this land for these types ofpurposes that you heard from our public comments made tonight? Mr. Hicks said we need to talk to a developer. We went to the investment market and the Local Government Commission saying we are taking the debt for the purpose to acquire land tol build as school. It doesn'tgive us flexibility and this land has to be made surplus by the school system and it has to be declared surplus and returned back to the county. The county is obligated to sell the property and the loan proceeds will be given to the school system and used to retire the debt. We are very constrained with what we can do as the Local Government Commission regulates this. But this doesn'ti mean we can'twork with a developer and offer density credits to build higher density to make up for what they can'tdevelop. We can work with you to put this out to the market and it will eventually come back to Cramerton. Commissioner Abernathy asked about the comment made earlier about a figure ofa couple ofl hundred thousand dollars, what were you referencing. Mr. Hicks said ifa developer buys these 38 acres and can only use part ofit then they have paid an amount for each acre which includes the acreage they cannot develop which affects the cost oft the developable acreage. We could possibly offer a developer some. density credits to offset the acreage they cannot develop. Commissioner Abernathy asked about how this land in our plan was part of the discussion of the Aquatics Center and she was curious what his knowledge or understanding was oft this. Mr. Hicks stated he was not involved with that or had been apart of that discussion. Commissioner Atkinson asked ifhe was fair for him to ask Mr. Hicks his opinion about the Aquatics Center. Donny Hicks said in general, and not speaking on behalf of the county, I think the center would generate visits there. You would want to have some amenities and complexes for these sports SO you are going to want to have retail around it SO that you can capture some activity. Commissioner Atkinson said talking about the 38 acres and the 12 acres not developable, does the county not acquire land for parks. Donny Hicks said we could but we would have to buy it back from ourselves. Our interest would be to sell the parcel to a developer and then whatever you can work out with a developer inj your site plan would bet thel best way. Mayor Cauthen stated the county has put aside $1.9million to preserve 557 acres down by Stowe Botanical Garden. Mr. Hicks said this was for land conservation and this is where it needs to take place. Commissioner Helms asked about the 12 undevelopable acres. Mr. Hicks said they are working on a final survey. Areas that cannot be developed include floodplain, gas line, and power transmission lines easement. Donny Hicks said unless the power line easement area is very limited unless Duke Energy gives it back. Commissioner Helms asked ifthat easement might be considered for being returned. Donny Hicks said Duke Energy doesn't give their easements back. Could possibly have some parking in that area but this will still be very limited as to what you can do. Commissioner Atkinson asked the Planning Director ifthe Land Use Plan and the Small Area Plan been addressed. The Planning Director stated the Small Area Plan will drive the Land Use Plan and they are not looking at this as something that they are going to revisit, SO the Small Area Plan will Town ofCramerton- September 16, 2021- Page 6 9 stay. Mayor Pro Tempore Koutsoupias said we are still in the early stages of the Aquatics Center and how much do you think that would help. You mentioned that this could drive it al little bit but we are thinking could this one little piece be the trigger to get where we want to be. Donny Hicks stated it is an additive as there's not much as much traffic on 74 as you would think. When youl look at the retail there's not a loto of potential for large scale retail but there is potential for neighborhood retail. Building retail in this area would keep dollars in your community and not forced to go somewhere else. Mayor Pro Tempore Koutsoupias said we talk a lot about the even broader picture and how the pieces are coming together. Have you, or the county been inc conversations with the City of Charlotte about mass transit or light rail and how could that potentially affect this area if the rail line does come all the way through to Gastonia. Mr. Hicks said he has been in conversations and: meetings and there has been an ask for support of the preliminary technical study with CATS for preliminary engineering work to get the rail to Belmont. We think the best case is 15 years out. One ofthei issues with light rail is that ifyou can only go: SO far with it then it becomes atwo-hour trip. The trip from Belmont to Indian Trail is over two hours and wheny you begin to extend it out then you begin to lose some ofits function to try to get people to Charlotte. The Cramerton piece is still within the length that makes sense into west Gastonia. Mayor Pro Tempore Koutsoupias asked what would the county as first steps or baby steps get us to where we need to be. What can we as elected officials, staff, or working with the county to get a project with development, park, or whatever it might be, sO that is not sitting there for years and years? Donny Hicks encouraged we would work with you toj put in what you want to see there and the options such as landscaping and signage per the Town's requirements. Look at our business parks and you will see we typically put in plant material beyond any of the municipal requirements. So,I think whateveryou would like to: see since thisi is thei frontj part ofCramerton, especially with design standards, landscaping is more stringent than what would happen in the rest oft the city sincé this is a high value piece of property. As the first step we will continue to meet with the Town Manager and see what the market would support and makes sense and work on what design standards you would like to see and phasing of the expectations of the public infrastructure would be. This will most likely will kick ina TIA oft the site and we will try to come up with some degree of certainty ofa a site plan at least you could take to a development staff and tell them they could have atl least 40,000 square feet of retail space along Lakewood and how many units and type of multi-family that could include senior active, not that we are just not good with any type ofe either for sale townhome product adjacent to the single-family. Buffers can be put in to match surface areas such as a larger buffer along the river. Mayor Pro Tempore Koutsoupias stated that some of the stuffi is in the Small Area Plan but also something we should have available on hand should a developer those would be conditions we would put in. Is that correct? Potentially? Commissioner Abernathy said if she understands correctly you are asking us to basically work outside of the Small Area Plan we already have. You come to the table and keep referencing people on staffworking with you. This sounds like you are not really giving any credence to the plan we already have inj place. Correct mei ifI am wrong, but that's how it sounds. Mr. Hicks said we are trying to combine that effort with refinement SO we can do something we can market nicely using the Small Area Plan as a guide. You are going Town ofCramerton- September 16, 2021- Page 7 10 have to go back and take into account that the Small Area Plan as you only have one place you can connect a road to and that is going to set the elevation for the rest oft the property. There are site plan considerations and development considerations that the Small Area Plan does not list and take into account. This is your refinement. You always havet the chance to quantify and direct what you think should occur in that area. Under no circumstances are you giving up your chance to always review the site plan and set forth what you think the functions should be in there and where they are at, buffers, what green areas you would like to protect, you can trade density for open area, youd could do that also. This is going to give you more flexibility with what you want from a developer and you can make it more stringent than what you have. Commissioner Abernathy stated I have a problem with an answer you gave to me earlier to a question. It was my impression that someone from Gaston County Economic Development very much wished the Town to change up our Small Area Plan sortofasar maneuver: for us to be ablet to get the Aquatics Center. I think what It thought Iheard you say earlier when I asked was that adding more apartments had nothing to do with that. Commissioner Neeley asked once you: find a developer then you go back tot the county commissioners and then they give theira approval to selli it. Mr. Hicks said the school board is out and it'snow the commissioners. Normally you do an upset bid process. We like toj put in a potential floor which you have tol bid this much, and ifwe can't get any bids at that price then we set a minimum bid and go to the next highest bidder. If someone wants to buy this property under these circumstances, more certainty is better the shorter the timeframe will be and the better quality the product, otherwise you are just asking someone to take a chance. Mayor Cauthen stated we have had a lot more interest about active adult projects lately. Has there been any interest in assisted living where there is as continuum where some of the properties may be more like patio homes but then as people continue to advance and need al higher level of care they can: stay on the property and transition in care level? Mr. Hicks stated there has been interest in some other parts of the county that may be developed in that way. Iwon't say it can'tb be done here but it would be difficult to stepi in on this smaller sçale and make it work. It think there is an interest in senior active apartments. Mayor Pro" Tempore Koutsoupias mèntioned the county has received feedback on thej property because it has been marketed. You said a couple oft them have been very good but they didn'tquite fit what Cramerton wanted. Has any of that, or can it be shared with our staff, who you have heard feedback from. Mr. Hicks said at least one oft the people we think who has one of the better programs I think ifwe wanted to do this, we meet and talk about what options exist, then this would bring developers to Cramerton to see what they are thinking and to how it is going to fit in. We are going have to put this property out to bid. We can't pick and choose. Mayor Pro Tempore Koutsoupias said there could be a pre-development meeting and if the Board has zero appetite for this, we can just say no. The Town Manager stated this item has been listed on the Big Board for the last couple of years and he has listed Mr. Hick's updates. Developers have reached out to Donny Hicks, the Planning Director, and himself and this information has been discussed under economic development confidentiality. Some of the developers who a have higher end product have been asked toj present information at aj pre-development meeting with the Board but they have chosen to keep their plans confidential especially since there is an upset bid process involved. Is there a way to Town ofCramerton- September 16, 2021-) Page 8 11 protect their ideas per Mayor Pro Tempore Koutsoupias? Attorney Wolter said yes some of this could be discussed in closed session. Commissioner Helms said maybe we could meet in small groups or form a committee to meet with developers. Commissioner Neeley asked Mr. Hicks after this you are looking at the county commissioners about the money and who has the biggest bid gets it. Mr. Hicks said that is what they have to do. Commissioner Neeley said then they have to come to us, orr no, they already have their own in mind and then they come and just tell us. Mr. Hicks said before we get to the highest bid we want don'tjust have someone show up to bid on it because it is a large piece of property. Wel have people call us all the time wanting tol build apartments and Itell them thanks for their interest but that is not going to work. We would like to work with them before they go tot the bid process sO that we don't waste everybody's time with unreal expectations and by refining what youl have and what they think they want we can get closer in the bid process. We don't have to say no to everything and have to start over and we can have a number we can feel comfortable with. Commissioner Atkinson stated I want to say one thing about apartments. I come from an industry that was involved with apartments and commercial and what I have seen over the last 40 years is always phases. In Raleigh once they cleared land they would build apartments and then in six years there wereno apartments being built. It went through a dry cycle and then it booms again. Happens everywhere and all the time. Now there is a big time for apartments. Then in ten) years you probably can'tgive that land away for apartments. That'sjust the way itis. Mayor Cauthen asked ift there were any other questions for Mr. Hicks. The Town Manager asked for clarification about ai more specific site plan for the Board SO Mr. Hicks can take specifics back tol his board. Is the Board comfortable with our staff working with Mr. Hicks to have more specifics and bring back to the Board to see ift they like it? Is that okay? Mayor Cauthen said he felt like the Town Manager was working with Mr. Hicks in some capacity to vet out these things. The Town Manager stated since this is the first time Mr. Hicks has been here he thinks there will be a lot more coming back and he will be showing more plans that are more specific. Commissioner Atkinson said he doesn't think there is any appetite for apartments in the Town. Mayor Cauthen stated staffi isj just looking at having additional conversation with the EDC. Let's frame up what is being asked of this Board at this point. Mr. Hicks we have had a lot of interaction with the Town Manager over the last couple ofy years and we would like to havea a deeper interaction with the people who are interested in this property. There are probably four or five that stand above others. We would like to come back and have us join the meeting with them and talk about the Small Area Plan and how close can we get this to match and where you may need some accommodation. This is where you could trade density for more open space and specify what type of buffers you want. Donny Hicks asked this Board about keeping this process moving forward and eventually come back later tol keep this goal moving forward with possible Small Area Plan modifications and some accommodation as to how to make this development work. We have had good interaction but because of the way we. are going to have to sell it we need more certainty. We can't just go the developer and give them a ninety- day option and let them do their own site plan. We don't have that luxury because of the way we are going to have to sell it. We need more clarity in the bid process. Commissioner Neeley said if we don't, then you can always build another school. Mr. Towno of Cramerton- September 16, 2021- Pages 9 12 Hicks said yes. Commissioner Atkinson said the school would have to be predicated on the Town's approval. Mayor Cauthen not sure it would have to be. The Planning Director said he would havet tol look at that. Mayor Cauthen said wej pushed back about the middle school and it was relocated to Belmont. Mayor Cauthen asked ifthe Board would be okay to allow staff to have further detailed conversation with the EDC and developers. Mayor Cauthen asked if the Board was okay with that. Commissioner Neeley and Helms said yes. Commissioner Abernathy said she had a suggestion and a question and what she was saying no to tonight is that wel heard from our guest speaker and interest from our actual citizens of our Town tonight and some other ideas for this land even asking our guest speaker tonight and he even said yes there were some other pathways by which things can happen, they won't be easy. Iwould suggest that our next step would be to invite back a group of our Town citizens, Mr. Barfield and Mr. Ramsey, to come back and stand behind the podium and tell us more details about what that might look like for our Town. Perhaps there is a way that option can be worked out with the county. So that is a suggestion I would make. Mayor Cauthen said we are looking for specific directions for the question being asked. Commissioner Atkinson said is the specific question is to explore options. One option is apartments. I don't have any problems listening to options but I certainly don'twant to approve something that the residents don't want. Mayor Cauthen stated we are not approving anything. This is for staff to have further detailed conversations with the EDC and potential developers tol look at plans. Commissioner Helms said I respect Mr. Barfield and Mr. Ramsey and people's response to Mr. Ramsey's] posts. Idon'tthink we should sit back and not doing anything is smart. We need to look at their input in that consideration and look at options we have. He wants the Planning Director tol look at a school being built there. The Planning Director said a school would be allowed in the overlay and the underlying zoning district. Mayor Pro Tempore Koutsoupias said he is open to options and continued conversations, but as a Board he would like to get an update occasionally and not have Mr. Hicks come in every few years. Mayor Cauthen said accelerating these conversations may be part of the goal. Mr. Hicks said there are two developers that he thinks would be worth following up with. He said there needs to be an initial meeting with the Town Manager and the Planning Director on how this even fits before we get too far. The Town Manager said the next item that will be brought to the Board in the next couple ofmonths would be a site plan to review and this would offer Mr. Hicks something concrete to work with. Commissioner. Abernathy said since we are on this topic are we also agreeing to put on a future agenda to allow a time to hear from the other individuals. Mayor Cauthen asked in a workshop format or public comment? Commissioner Abernathy said we could allow this in a presentation format SO these individuals could lay out a more detailed vision of what they came and shared with ust tonight. Ithink Mr. Hicks would appreciate hearing that. Mayor Cauthen asked ifit was the will oft the Board tol have a future workshop tol hear from the public to flush out ideas for this property. Commissioner Atkinson said why don't we use the same process with the developers as we do with the interest groups. They share with the Planning Director and he can show them the parameters on the physical map of what their goals and desires are and they go through that process the same way a developer would be. This would not bei in detail. You would show them the flood plain, gas line right-of-way, and power lines right-of-way and this identifies twelve acres that can't Towno ofCramerton- September 16, 2021-E Page 10 13 be built on. Most people talking tonight probably don't know that that looks like on a map. Let the Planning Director meet with them also and evaluate just like you would with a developer with a bubble diagram. Different bubbles get different labels. Let them figure it out to see what the reality is of what they are thinking based on the physical property site. Same thing to do with prospective developers. The Town Manager said part oft the spirit ofthe first traditional Land Use Plan was working with Mr. Rudisill about developing his property. With our Small Area Plan we have had citizen education and feedback sessions. Something we can with a more detailed site plan we can invite folks in for a work session and receive information from Mr. Hicks, the Planning Director, himself, and the Commissioners. Commissioner Abernathy stated she appreciated the brainstorming but this is not in alignment with what she was thinking. Iunderstand what Commissioner Atkinson is saying, but for instance one of our speakers tonight, who went over a few minutes and was cut off, which is fine. Mayor Cauthen said he gave him four minutes. Commissioner Abernathy said it could have been seven minutes as I would like to have heard what he had to say. That was not the forum for it. Itis for comments. And again, I think just being conscientious and considerate of the fact that these are people actually living in town and this is an idea that has gained some momentum. Iv would very much like to see it on the agenda, if not at the next meeting, perhaps within the next few weeks and individuals could meet with the Planning Director to get some better ideas for parameters. Ic certainly don't see the harm as an elected Board in representing a small town when various citizens come to speak to us for tèn minutes at the podium flushing out for us the vision they have for a piece of property that we all have a great interest in by the county. We had an expert here tonight telling us his thoughts and perspectives and I would very much like to have that opportunity for them to do SO as well. That is what I am asking. Mayor Cauthen stated thanks for clarifying that. When it comes to comments, iti is my job as Mayor, one of my jobs as many oft them, is to hold to our public meeting. And our public meeting has rules for a reason. It was not that I did not want to hear further comment. There is also as an elected official at any time It think that most of us engage with our citizens at all times and get feedback. That is part of our job. I got multiple emails and phone calls today from citizens. Iam asking ist that ifv what we are going to ask stafff for an agenda item for then, what our clear expectations ofthat are. Just saying the three people who came and spoke to us tonight SO get twenty minutes discussioni is not really fully the Town. We need to think about what is the ultimate output. We have gotten previous feedback which resulted in our Small Area Plan. We are being asked to have some latitude with this plan to have further discussion with staff. Ifwe want tos get further public feedback we: should in a way that would engage with as many of our citizens as possible. If we are going to do that instead of a public hearing workshopi it may be a charette at the gymnasium where we could have larger area maps. We could have area experts such as the Catawba Riverkeepers or Catawba Land Conservancy talk about things in a more effective manner as opposed to handpicking two or three people. Commissioner Atkinson asked that the August 19, 2021 draft meeting minutes be removed from the consent agenda. He stated that Commissioner Helms made comments during that meeting regarding this was the cost of doing business. He asked that this information be added. No motion was needed per Attorney Wolter. The current driveway will be converted to a commercial entrance and will require permission for a curb cut from NCDOT. Commissioner Atkinson asked about possible paving of the parking lot. The Planning Director stated he could remove the word gravel from the condition listed as "use ofthe lot for auto sales in 'as is' condition with minor improvements to the gravel parking lot" and this would allow for paving to occur. ii. Commissioner Atkinson asked what type of financial distributions is the ABC Board allowed to provide. Mr. Roche stated monies can only be given to alcohol-related control issues such as educational materials to be used by the police department in the local schools. 2. The Town Manager stated that an answer from the engineer should be available at the October 7th Board meeting. Commissioner Helms thanked the Public Works crew for taking down the chains and sign and Mr. Bryson for agreeing to opening the parking lot back up for public parking. Commissioner Helms asked about the status of the Helix /R sculpture. Surveying and geotechnical studies are currently being completed. An update should be available at the next Board meeting. Feedback from the wayfinding sign committee has been received which included a few text changes. Commissioner Helms asked about the benches and fountains that Town ofCramerton- September 16, 2021-1 Page 13 16 were donated by the Cramer's. Commissioner Atkinson stated he will follow up on those. The Town Manager reminded everyone that the sanitation bid will be coming up in early 2022. General Staff Reports: Update from Two Rivers Utilities: A copy of the report will be placed in the minutes Police Department: Chief Adams announced that Captain T.N. Jones has been promoted Fire Department: Chief Foulk advised that the new aerial apparatus has been ordered. The ladder truck should arrive in September 2022. He stated the Fire Department was recently awarded a lower ISO rating from a3 toa2. The Cramerton Fire Department is only one of forty-eight in the state that has achieved this rating and only one of fifteen towns under the population of 10,000 with this rating. The new rating takes effect on Parks and Recreation: The Town Manager stated Eric Smallwood is on vacation. The Arbor Day Celebration willl be on Saturday from 10:00a.m. to 1:00 p.m. Goat Island Park will be closed on Friday in order for the staff to prepare for the celebration. There have been some issues with the pouring of concrete for the valley curbing on South Fork Lane and Timberlane. The paving should be completed by the middle of October. Once the paving has been completed in the Timberlake neighborhood the paving crew will begin staging their equipment to begin paving on Standpipe Hill Road. Notification ofthe paving project will be provided to the Standpipe Hill Road neighborhood. Mayor Pro Tempore Koutsoupias asked ift the fee in lieu of sidewalks amount had been collected from Jeremy Wilcox, The Town Manager said no monies had been received from the developer. At this time the Town is holding the developer's last certificate of occupancy. The Town Manager stated that the Town's landscaping contractor has been notified to stop spraying Planning and Zoning: The Planning Director presented information on the Land Use Plan. Discussion was held regarding the vision for the downtown area and ways toi improve downtown for citizens and visitors and second small area study for the Town's southern gateway which includes the Catawba Crossings Bridge. Connections to include greenspaces and linkages with planned greenways. Commissioner Atkinson said he would like to see the slides updated with changes from the consultant tot the downtown plaza area. The Planning Director stated that aj public input meeting is scheduled for Tuesday, October 26th, at the Community Center to gather additional information. Mayor Pro Tempore Koutsoupias thanked the Planning Director for the update and how nice iti is for the Board to see how all oft these pieces are coming together. At the last meeting a discussion was held about the downtown parking lot and the tie in to Goat Island and the valley curb cut. The preliminary draft plan shows the raised stamped concrete crossing connecting the downtown area to Goat Island and in the future to the River Link Greenway into McAdenville. We need to keep this in mind where we are not just cutting something in book. tothe position of Deputy Chief. December 1st. herbicides and Mr. Smallwood will follow up with this item. Iti is nice to have that even flow for pedestrians, bikes, and golf carts but as a Board we need to keep our minds open to the whole picture. The Planning Director stated interviews would be held tomorrow for the Code Enforcement Officer position. He advised the Board that Tannin Wine House is opening downtown. Commissioner Helms asked about the advertising signs for businesses on the corner of Riverside and Cramerton Road. Thel Planning Director stated he would follow up with that. Commissioner Atkinson asked about any development on the property on the other side of the railroad tracks fora future park. Attorney Wolter stated there had not been any interest by the owner in selling at this time. Town Attorney: Attorney Wolter had nothing to report. Town Clerk: The clerk reminded everyone that the Shred-It truck will be in the bottom parking lot at Town Hall on Saturday as part oft the Arbor Day Celebration. Topics ofDiscussion for Each Commissioner: Commissioner Atkinson stated he met with Randi Gates and followed up with was the bike lanes on Cramer Mountain Road. There are going to be sharrows. The delay for these lanes is due to COVID. He stated he attended the Montcross Emerge event. There were four breakout sessions as part of the Montcross Emerge and he was able to attend two oft these. We need to capitalize on this investment. He asked Marc Jordan how is this going to work in Cramerton. Mr. Jordan said they will rely on us to participate and identify small businesses and suggest how they may work with us. Excited about the opportunities. Small businesses do not have to be members of the Mayor Pro Tempore Koutsoupias congratulated the Fire Department and staff for their hard work Commissioner Abernathy stated it was great to have a packed house and all the speakers at tonight's meeting. She asked about the work that has already been approved for the extension of the River Link Greenway. The Planning Director said this will be based on the timeline for the NCDOT widening and replacement oft the 29/74 Bridge. The Planning Director said we could do a temporary crossing over the pipeline at a cost of $9,000.00. She asked about the benches on the Goat Island and were these donated. The Town Manager said yes. She congratulated Chief Foulk. She said that on 9-11 she saw the lowered flag on the fire truck and Commissioner Helms thanked the Fire Department for the phenomenal job they have done over the last ten years. Engineering Notes of Consideration 1.L LaBella will obtain geotech samples to determine onsite filtration values and if the water table will be an issue. Labella will develop a scope of services for the geotech needed for the pervious paver design. Note: Timing will be dependent upon Geotech's. scheduling of field testing. 2. Final Shade sails decision is to be made by Cramerton Board. However, Labella will pursue 11/29/21 internal completion deadline without waiting for this decision. Worst case scenario would be project is bid and built with the concrete sidewalk but without shade sails. Future construction of the foundation for the poles would require removal and replacement of the sidewalk panels in conflict with the poles. This decision to bid without the shade sails will not affect the proposed curb /paver limits. Note: Pursuing the specifications and design needed to incorporate into the project would take an additional 2 to 3 weeks after a Board Decision to include these items. 3. Decking and building exterior plans (by building owner's architect) - Engineers will pursue a design deadline and move ahead based upon the architect's comments on lowering the side building door 8 % inches and proceed with ramp design to the other entrance door.
