Amanda Preston announced the following: The Town of Davidson recently established a new Davidson Tree Canopy Enhancement Program. The purpose of the program is to provide funding for eligible non-profits to enhance and promote thei town's tree canopy. All qualified non-profits are encouraged to apply for thei funds to conduct tree canopy- related activitiesi in the community on an annual basis, beginning this year. BUSINESSI ITEMS (a) Finance Director Piet Swart presented an update American Rescue Plan Act (ARPA) Ordinances. At the. June 28 meeting, the Board approved the American Rescue Plan (ARPA) Strategy Framework pillars including five topic areas and proposed dollar amounts: Infrastructure $1,150,000 Affordable Living & Equity $2,300,000 Public Health $195,000 Mental Health- - $250,000 Sustainability- $300,000 Ordinance 2022-06 to provide the required authorization to spend the ARPA funds under the Federal regulations and Ordinance 2022-07 to allocate the funds to a capital project ordinance to ensure the intent of ARPA funding is retained and will allow for transparency as the Town expends the funds. Commissioner Campbell made a motion to adopt Ordinance 2022-06 and Ordinance 2022-07. The motion passed unanimously/S-0). (b) Economic Development Director Kim Fleming provided an update on the Downtown Small Area Plan, The plan seeks to find solutions to identified problems in the study area through publici input 5o together we can make sure Davidson remains an ideal place to live, work, and play. Additional public input sessions will be held in August and September. The board of commissioners' will provide input on (c) Assistant Town Manager Austin Nantz discussed with the board a proposed affordable housing buy- back and sale program. There are currently 78 homes with deed restrictions associated with the affordable housing program. One of the primary tools used to regulate/administer affordable homes in the program are deed restrictions. Keyi items like maximum income requirements (AMI), length of affordability, and details regarding the process for the sale of the home are included in these documents. The proposed program will provide an opportunity for the Town to enhance and update deed restrictions and to make minor repairs prior to listingi it for sale. The board provided feedback to policy issues and a final report will be presented this Fall. staff and will continue to discuss the program at ai future meeting.
