II. ROLLCALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner, J. C. Allen, Commissioner Allen Mosby, Commissioner Don Pleasant and Commissioner Jerry Beasley were in attendance. Attorney Al Bain was present. III. CALL TO ORDER: A quorum being present, Mayor Weeks called the meeting to order. Commissioner Jerry Beasley delivered the invocation and Mayor Weeks lead those in Change made to Agenda, included under IV. Confirmed Work Session March 3, 2012 at 8 a.m. at Campbell University, Room 204, Kivett Hall. Harnett Local Government Meeting changed to March 5, 2012 at 6:30 p.m. at Heath's Steak House. Mr. Cole presented the Board with Annual year end Animal Control Statistics and monthly Library Statistics. Recreation Director Mike Collins updated the Board of the present Basketball season being a great season and that registration for Softball/Baseball sign up extended due to strong participation. Mr. Collins shared improvements to the park entrance and new fencing being completed. Mr. Collins gave report of the February safety meeting with Librarian Rebecca DallaMura informed the Board of activities scheduled for the Library. Public Works Director Gary Denton updated the Board on Harnett County changing the water treatment and the completion of collecting leaves in the Town. Town Manager Kenny Cole informed the Board that the USDA had received all information and the underwriters are processing the Town's application. the Town staff. VI. OLD BUSINESS: A. Update on the Town ofCoats Polling Location Town Manager Kenny Cole updated the Board on ai request to contact the Board of Elections concerning the polling location at Coats Elementary School. He informed the Board that no changes can be made prior to the 2012 elections. B.A Appointments to Boards and Committees Pleasant volunteer to serve on this committee. Town Manager Kenny Cole informed the Board that a second position was needed to fill the open vacancy ofTerry Abney on the Board of Adjustment. Commissioner Don Resolution No. CR53-360 RESOLVED, to approve appointment of Don Pleasant to serve on Board of Adjustment. MOTION BY PRO-TEM DR. World Trade Center Mayor Pro-Tem requested an update on Coats obtaining a piece oft the World Trade Center to be displayed in Town. Discussion ofwho would request this and if we could have a partner to cover the expense that would be incurred. Mayor asked that this be included in our work session. Commissioner Allen Mosby agreed to contact D.H. Griffin Demolition Company to inquire about the availability and process ofobtaining a piece of the World Trade Center. D. Clear Cut Property Town Manager Kenny Cole informed the Board that the property on. Hwy 27 was on the Planning Board Agenda for March. Mayor Weeks asked that the Board receive ai report on the actions from the Planning Board. E. Ordinance Corrections and Availability on Line The Board requested that the Town Manager contact the publisher concerning spelling errors and what they are willing to do to correct the mistakes. Town Manager Kenny Cole confirmed that the Town Ordinances are available on line but the Zoning Ordinances are not. Mr. Cole stated that as soon as he could get with Harnett County IT Mayor Weeks asked the Commissioners to e-mail a picture of them to update the Town web site. Consider Amending the Town Ordinances toi include a Library Committee Board agreed to continue with the Friends oft the Library until June, which at that time we B. Consider Amending the Town Ordinances to include Cross Connection Control for Public Works director Gary Denton shared the responsibility of the water utility to implement, administer, and maintain ongoing backflow prevention and cross connection program to protect public water. The Town of Coats does not have an Ordinance and now the State has started charging penalties to water systems without this program. The Cross Connection Control is implemented by the North Carolina Administrative Code, Title 15A, Department of Environment and Natural Resources, Subchapter 18C Water can address the need to form a Library Committee. the Water System Supplies, Section.0400 subsection 406 (b). Adopting a Records Retention and Disposition Schedule Town Manager Kenny Cole presented the Board with a Records Retention and Disposition Schedule from N.C. Department ofCultural Resources. Without approving this schedule the Town is obligated to obtain DCR permission to destroy any record, no COMMISSIONER JERRY BEASLEY. NOES (0) matter how insignificant.
