II. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, CommissionerJ.C. Allen, Commissioner Don Pleasant and Commissioner Jerry Beasley were in attendance. Commissioner Allen Mosby was absent. Attorney AI Bain was present. II. CALL TO ORDER: A quorum being present, Mayor Weeks called the meeting to order. Librarian Rebecca DallaMura gave update on activities at the Library and Recreation Director Mike Collins updated the Board on 13 Ball Teams for spring sign up, 5 nights a week activity scheduled and the excitement with Coats hosting the District games. Mr. Collins also informed the Board that background checks are being processed on all volunteers that are pleased with the participation. involved with the children. Town Manager Kenny Cole reported on the Harnett Local Government meeting and informed the Board that Coats will be hosting the quarterly meeting. Mr. Cole also reminded the Board to turn in their forms from the Budget work session. VII. OLD BUSINESS; A. Appointments to Committees Barefoot, 3606 Hwy. E., Coats, Resolution No. CR53-374 on the Recreation Committee. Town Manager Kenny Cole presented the Board with two (2) applicants for the Recreation Committee. Jay Smith, 1215 Carson Gregory Road, Angier and William RESOLVED, to appoint Jay Smith and William Barefoot to serve a one year appointment MOTION BY PRO-TEM DR. LINDA ROBINSON: SECOND BY APPROVED, AYES (4) MAYOR PRO-TEM DR. LINDA ROBINSON, COMMISSIONERS ALLEN, BEASLEY AND PLEASANT COMMISSIONER JERRY BEASLEY. NOES (0) Mayor weeks asked for clarification from Attorney Al Bain concerning Commissioners serving on other committees and Mr. Bain stated that there is a State Statute that the Board can appointment one of the Board members to serve on committees as part of their Commissioner. J.C. Allen volunteered last month to serve on the Recreation Committee duties. and reconfirmed his willing to serve. Resolution No. CR53-375 Recreation Committee. Discussion of Cemetery Committee Town Manager Kenny Cole requested the Board to allow the staff to research previous minutes pertinent to the Cemetery Commission and appoint the Manager and Department Heads to açt on the behalf ofthe Cemetery Commission until the matter to dissolve the Commission has been resolved. Resolution No. CR53-376 RESOLVED, to authorize the Town Manager and Department Heads to serve on the Cemetery Commission until the Resolution to dissolve has been resolved. MOTION BY PRO-TEM DR. LINDA ROBINSON: SECOND BY COMMISSIONER JERRY BEASLEY. Commissioner Beasley questioned about the people that are presently serving on this Commission and if we are taking them off the Commission. Consider Naming the Town Library Mayor Pro-Tem Dr. Linda Robinson shared her recommendation to consider renaming Commissioner Jerry Beasley agreed with Mayor Pro-Tem however would like to wait until after budget process to know more on the future oft the Library. Commissioner Don Pleasant agreed with waiting until after the budget process. Mayor Weeks wanted to make clear that we were not saying that we were closing the the Coats Library to Mark Parrish Memorial Library. Library. Resolution No. CR53-378 RESOLVED, to table naming of the Library until after the completion of the 2012-2013 budget. MOTION BY COMMISSIONER JERRY BEASLEY: SECOND BY COMMISSIONER DON PLEASANT. Town Manager Kenny Cole confirmed that it takes a couple of months to go through the Mayor Weeks asked that the process oft taking names be put into motion which would allow the Board to act on after the budget process has been completed. NOES (0) C.Request for NCDOT to conduct a traffic study along Hwy 27W Town Manager Kenny Cole presented the Board with a letter to NCDOT requesting a study for a caution light for NC Hwy 27 W. Due to the visual impairments in relation to the various intersections, Mr. Cole asked for the approval to contact NCDOT. Resolution No. CR53-379 RESOLVED. to approve letter to be sent to NCDOT in reference to the study ofNC Hwy 27W. MOTION BY PRO-TEM DR. LINDA ROBINSON: SECOND BY APPROVED, AYES (4) MAYOR PRO-TEM DR. Orange Street, Coats, NC addressed the Board concerning cutting the trees in Town. Mr. Trogdon suggested having a plaque placed in the Library to help raise funs to help with the expense of the Library. Mayor Weeks closed the Public Forum.
