Thisvoluntary group of stakeholders, now known as the South Fork River Health Committee (SFRHC), has been meeting monthly since January 2021to achieve the following objectives: Convene and engage stakeholders about the critical issues facing Collaborate to create an action plan that will address challenges Advocate for the resources and implementation of the action plan the health and resilience oft the South Fork and achieve a specific vision of the river The Action Plan The SFRHC's action plan is the result of a COllaborative engagement process involving stakeholders throughout the South Fork basin. This planning document defines a preferred future for the South Fork and outlines a set of recommended strategies and actions to realize it. CENTRALINA REGIONAL COUNCIL 13 9 THE CURRENT STATE As part ofi its ongoing work to ensure the protection of the Catawba River basin, the Catawba Riverkeeper has completed an in-depth assessment oft the Catawba River system, including the South Fork's existing health conditions. In an analysis of water quality metrics, the South Fork basin rated the lowest among the Catawba River's four sub- watersheds. Although the basin received high scores in the point source pollution and water quantity categories, the river received low scoresi in the monitoring, nonpoint source pollution and recreation categories. A summary of the Catawba Riverkeeper's scores and findings is shown below. Each of the recommended strategies in the action plan is associated with one of these vision pairs. A suggested next step is to form a subcommittee of the SFRHC to take the lead on several action items associated with. the connected-Active strategies. As an additional next step, the SFRHC will secure commitments from stakeholders to support action planimplementation. Mayor Cauthen called the meeting to order. Jefferson Avenue, stated he spoke with ai representative with the Catawba Lands Conservancy about the surplus property behind Lakewood that was discussed at the last Board meeting. The Catawba Lands Conservancy already owns property which adjoins to the surplus property, Mr. Barfield stated the Catawba Lands Conservancy was not aware there was any potential surplus property along the river. The surplus property is not listed on the website as part of the database and it was confirmed this has to be sold as part of the upset bid process. Per the discussion with Donny Hicks at the last Board of Commissioners meeting he stâted this property was not listed as part of an online data base as mostly industrial developers and entities would be interested in those type ofproperties and they were the only ones that would be checking the database. He said Mr. Hicks stated the county was having a hard time selling this property as mostly commercial to developers due to the zoning restrictions. Mr. Barfield said he found it strange they had not even listed this property on the database. Ithink they arei trying to get as much money as they can for the property. Ithink they are trying toj pressure you guys to be flexible to change the things they want and that may not be in the best interest of what the Towns' people want and to move an asset, and I'm not sure that is a good enough reason. Police Department Cramerton Land Use Plan (LUP)Update: 1. Police salaries in Gaston County 1. Action Item: Review information and consider staff recommendation for police salaries increase. The Town Manager stated the market for officers is volatile and is a nationwide issue. The Board discussed regarding retention and staying competitive in the current market. The past budget increased the base salary from $41,000.00 to $42,000.00 at. January 1,2022. The request tonight is to increase the base amount to $43,000.00:3 There was discussion regarding officer pay increases upon completion, of-various areas oft training and years of training. The proposed bases salary amount wôuld apply toj police officerssworn and certified directly out of Basic Law" Enforcement Training (BLET). Commissioner Neeley asked about population comparisons. ChiefAdams said some ofthel larger municipalities are ablei to offer otherb benefits. Commissioner Abernathy recommended the rate increase be $2,000.00. Commissionerlelms asked about this increase being in this year's police budget Chief Adams said itw would bei int this.year's! budget. The Town Manager stated this increase would be effective January 1,. 2022 from $41,000.00 to $44,000.00. This salary increase would require a budget amendment. Mayorl Pro Tempore Koutsoupias asked ift the police department was currently fully staffed. Chief Adams said yes. Mayor Pro Tempore Koutsoupias asked how does this base pay amount affect current staff. Chief Adams stated there is no longevity pay program as part of the current salaries. This base pay increased amount does apply to all current staff except for himself. Mayor Pro Tempore Koutsoupias asked why ist this being discussed nowinstead ofat budget time. Chief Adams said because hei is losing officers now. Commissioner Abernathy made ai motion to approve an àdditional $2,000.00 police department salary base pay increase for a base pay" of $44,000,00 effective January 1, 2022. The motion was seconded by Commissioner Helms. Commissioner Abernathy asked if the proposed salary increase would infringe on the forty percent General Fund. The Town Manager said no. The vote was 5t to 0i in favor. i. Planning and Zoning: P&Z Board Appointment 1. Action Item: Per Cramerton BOC Rules of Procedure.consider. members for the appointment committee (Mayor and two Commissioners). The Planning Director stated several Planning and Zoning members may be stepping off of the Planning and Zoning Board. Commissioner Neeley asked about the absentee policy and asked that it be enforced. The ETJ position continues to remain open. The Planning Director stated he needs to contact one of our representatives in Raleigh about a special bill to exempt the Town from this requirement. A motion was made by Commissioner Abernathy to appoint Commissioner Helms and Commissioner Neeley to serve with Mayor Cauthen Town of Cramerton- October 21, 2021- Page 2 29 on the Planning and Zoning ad hoc committee. Cramerton Board ofCommissioners Helix/ RI Update - Presentation by Gary Fankhauser: The geotechnical report has been completed along with drawings toj provide a template for the structural engineer. The structural engineer has started the design for the footings. This area is fill dirt as this is the old road bed. The survey has been completed and Cramer Mountain Road is a NCDOT roadway. Consideration needs to be given in order to avoid encroachment. Mr. Fankhauser stated al large portion ofthe current asphalt trail will need to bei replaced and accent lighting willl be added. The engineer is looking for al location for placement ofthe footing as there an old sanitary sewer that runs down the middle oft the road bed. The footing for the sculpture will: need tol be lifted up and we may be able to use pilings on this site. There are also some possible oldi waterl linés on this site. The surveyor has not been able to locate the deed for. the right of way for this parcel. The Planning Director has reached out to NCDOT Mayor Cauthen stated a tree was planted years ago for former Mayor Murphy's wife in this location. Mr. Smallwood stated this was acherry tree and it is not in very good shape. Commissioner Helms asked about how the trees that will be behind, the sculpture affect the view from Cramer Mountain Road. Mayor Pro Tempore. Koutsoupias asked about the landscaping, Mr. Fankhauser stated he will follow up the enginéer tos get an estimate on the cost for placement of the sculpture. The Town Manager stated an estimate will be brought back to the! Board in the next thirty days for consideration. Mr, Fankhauser, said it would bet thirty days from the time information is received from NCDOTregarding: the right ofway. Mayor Pro Tempore Koutsoupias stated that maybe the same crane company that installed the l.Action Item: Consider approval of the contract with Withers Ravenel to assist with the grant administration: process' and submittal. The Town Manager stated the Town worked with Representative Fox's office last year. He recommended that the Town staffand Board members contact Senator Tillis'soffice and ask for them to get involvéd. Commissioner Abernathy asked if the Town should do this or the grant writer. The Town Manager said the Town would need do this communication. Commissioner Abernathy stated the Town has already paid Withers Ravenel $3,000.00 to resubmit this grant for us and they didn't get us the grant the last time. The Town Manager stated the narrative can change due to federal level changes. Commissioner Abernathy asked why did we choose Withers Ravenel and what was it based on. The Town Manager stated they were chosen based on continuity and the cost has been reduced from $5,000.00 the first year to $3,000.00 this year because we have a base application. They also have staff that has experience with the Brownfields Grant application process. This will be the third year and if do not receive positive information then we may want to consider changing firms. The Town Manager said we definitely want toi reach out to Senator Tillis's office about our grant submittal to the EPA. Attorney Wolter said this is a hard grant to get awarded and the Town has received high scores. The grant amount to be awarded can be from millions to tens of millions of dollars. Mayor Pro Stuart W. Cramer art piece could be contacted. ii. Environmental ProtectionAgency (EPA)Brownfield Grant Town ofCramerton- - October 21, 2021- Page 3 30 Tempore Koutsoupias asked whichn municipalities have been awarded this grant and how much funding did they receive. The Planning Director stated this grant is based on the federal government's annual budget. The motion was made by Commissioner. Atkinson to approve the contract with Withers Ravenel to assist with the grant administration process and submittal. The motion was seconded by Mayor Pro Tempore Koutsoupias. The vote was 5 to 0 in favor. BIG BOARD: The Town Manager stated Mr. Bryson, owner oft the Masonic Lodge, advised him that one of their key members has been ill. The Town Manager has asked Danny Watson and Bonnie Fisher with Labella to provide a timeline about the different phases from engineering to construction for the Masonic. Lodge Parking lot. The pre-bid and construction information will be presented at the November 4th meeting. Mayor Pro Tempore Koutsoupias asked ifit would be possible to do a temporary paving process until the construction begins on the parking lot. Commissioner Atkinson stated there is aj process where thé potholes can be repaired by heating up the asphalt and then placing it into the damaged areas that could be considered. The wayfinding sign bids are out and information" will be presented at the Noyember 18th meeting. Mayor Pro Tempore Koutsoupias asked for clarification of the, sign for the downtown area was going to read "Centennial Center" or "Centennial Park Mayor Cauthen said it was "Centennial Center". Mr. Smallwood said he sent this information to Mr. Bizzell confirming "Centennial Manager's Report: The City of Gastonia allowed, the Town the use of their arborist regarding the options for plantings on Mayflower Avenue. The yaupon holly was recommended. The plantings will grow to be about twenty feet tall and can be easily maintained. This tree is on the list of plantings approved by Duke Energy. Commissioner Abernathy asked if this plant would grow into the back yards ofthe residents who live in Mayflower Meadows. The Town Manager The Town Manager asked about a policy change to waive insurance regarding special event permits' for neighborhoods: wishing" to hold block parties. Attorney Wolter stated this would be under the Town's general liability insurançe. General Staff Reports: Update from Two Riyers Utilities: A copy of the report will be placed in the minutes Police Department: Chief Adams thanked the Board for the salary increase. Parks and Recreation: Mr. Smallwood stated the work on the Goat Island Bridge will continue at least another week. The bridge will be open during the weekends. Art work has been installed at Central Park. This is part oft three pieces ofa art work that was donated by an anonymous donor. The Christmas parade will be the first Thursday of December and he needs to know who might need a vehicle. Mr. Smallwood said he would try to get book. Planning and Zoning: The Planning Director stated a meeting regarding the Land Use Plan will be held next Tuesday, October 26th, from 4:00 to 7:00 p.m. The meeting will be held at the Community Center. The Planning Director introduced Aaron Parks as the new Code Enforcement Officer. The Planning Director stated there have been several inquiries regarding the: zoning signs on New Hope Road. Topics ofl Discussion for Each Commissioner: Commissioner Atkinson stated the legacy of golflecture will be held next Thursday beginning at 7:00 p.m. at the Community Center. There will be a maximum attendance limit of70 people. Mayor Pro Tempore Koutsoupias welcomed Aaron Parks as the Town's Code Enforcement Officer. He asked. ift there had, been any updates on the Aquatics Center. The Town Manager said he is working with the county, Mayor Pro Tempore Koutsoupias asked for an update on the Timberlake paving project. The Town Manager said this project should be finished next week. Mayor Pro Tempore Koutsoupias asked about the status of the Finance Director's position. The Town Manager stated resumes would be accepted until November 1St. Several resumes have been Commissioner Abernathy asked' about the status of the Goat Island valley curb cut. The Town Manager stâted the curb cut should be completed by the end of October. Mr. Smallwood said the curb cut process began today: Mayor Pro Tempore Koutsoupias asked about what measures would be taken to slow down pedestrians and bikers from entering the road. The Town Manager stated some analysis will be done to detérmine the flow of bikes and golf carts. Bollards will also be installed. Commissioner Abernathy stated she got a phone call from the lady who made the presentation for the Aquatics Center. She had a great conversation and advised her that she was not against the principle, she was just not in favor of the location that the Board endorsed that night. Commissioner Abernathy congratulated the Cramerton Historical Society on the fish fry fundraiser. She welcomed the Code Enforcement Officer and said she noted one oft the items on the monthly report was regarding chickens running loose. Mr. Watkins stated he and the Code Enforcement Officer have spoken to the complainant and no information has been offered as to Commissioner Helms stated he was looking forward to working with the Code Enforcement Officer. He stated he would like staff to look at the drainage area on Cramerton Mills Parkway as the valley curb area is catching a lot ofrainwater. He asked that this area be corrected before the received and a new] person should be installed at the first of December. who owns the chickens. The Planning Director stated no permits have been pulled as this seems to be only demolition. VCM: Bowman is looking at possible purchase oft this property. The area is zoned for higher level commercial B2, not B1. Commissioner Helms asked about school traffic. Chief Adams said Life Church is not allowing use of their parking lot. A meeting is scheduled for Tuesday to discuss this issue with school staff. Proposed future road improvements will assist in traffic flow. His comment reads "last time I saw anything like this, a high school band was having a car wash as a fundraiser, real classy'. Would be real classy in all capital letters indicating a heavy tone of sarcasm. I would like to point out to the Board how incredibly disappointing and disheartening it is as a member of our Town to see one of our elected officials maligning and mocking constituents for participating in the democratic process of campaigning, as well as degrading the validity of music in our schools by using that as a reference point for the mockery. This comment was unnecessary, rude, and incredibly unkind. Behavior in choosing to make such a comment is unbefitting for someone in the role ofCommissioner, and frankly should be ashamed ofhimself. Iknow that Iam embarrassed tol have someone in our Town on our Board that can sO easily utilize social media to belittle the very people whose interests they are supposed to bei in the service of. Town Commissioners do not get to choose which oft their constituents they deem worthy of service, something that I think in this moment needs to be pointed out and remembered. Update - Draft Timeline: The Town Manager stated that geotechnical testing isb being performed at the Masonic Lodge parking lot. Phillip Bryson, Masonic Lodge owner, has had several members of his team who have been ill. Mayor Townof Cramerton November 4, 2021- Page2 2 35 Pro Tempore Koutsoupias asked if there is a possibility of doing some type of temporary repair to the parking lot until the official construction begins. The Town Manager stated that Rodney Baker, Public Works Director, is getting quotes about a temporary fix. Commissioner Atkinson asked ifthe cost ofthe permeable pavers will be allowed under the ARPA federal funds as part oft the stormwater program. The Town Manager stated it looks like the pavers will be allowed under the ARPA funding. The schedule for grading plans and paver design plans/bid documents will be in November through December. The bid documents will bej presented to the Board on. January 6,2022; February 1,2022 pre-bid meeting; February 15, 2022 bid opening; March 3, 2022 bid award to recommend lowest responsible bidder at Cramerton Board meeting; March 23, 2022 final contract execution with contractor; March 28, 2022 notice to proceed to the contractor; and March 28 to June 30, 2022 construction period (approximately 100 +/- days). Commissioner Helms asked about conversation with Mr. Bryson about construction staging. Discussion was held about any damage to any section of the pavers during the restaurant construction will be the responsibility ofthe property owner. TheTownl Manager said he will follow up with Mr. Bryson about ai timeline. Manager's Report: A letter will be sent to the Timberlake residents about the recent paving project fori input regarding any concerns. MayorPro' Tempore Koutsoupias asked ifthere had been any concerns or questions about the paving project. The Town Manager stated work had to be done with the contractor about traffic safety. There had been a problem early in the project about the curb and gutter. The contractor fixed this issue at no cost to the Town. Mayor Pro Tempore Koutsoupias asked ift there had been any concerns about the driveways. The Town Manager said the gaps at the driveways are 1 to 1-1/2 inches and this was part of the project plan. The roads in this neighborhood were] put inj place in 1996. Rodney Baker has been checking the driveway gaps per citizen requests. General Staff Reports: Update from Two Rivers Utilities: A copy of the report will be placed in the minutes book. Mayor Cauthen asked about the low-pressure concerns in the Lakewood neighborhood. Mr. Butler stated additional pressure information has been collected and at this time they have not arrived at a conclusion. He stated he would provide an update to Police Department: Chief Adams stated he and the Town Manager met with Dr. Houchard with Gaston County Schools to discuss the traffic flow at Cramerton Middle School. Discussion included an increase of paved areas to allow for additional cars to be placed in que on the school's property. Vehicles are currently lining up: along the roadway at the school up to an hour prior to the end of the school day. School bus rider numbers are down due to more parents providing transportation. ChiefAdams stated he spoke with Pastor Kennedy about parking at Life Church being discontinued. The church feels this option creates a liability as children are being left outside their facility until parents arrive toj pickt them up. Mayor Cauthen stated there are some planned changes to that intersection the Board at the next meeting. Town of Cramerton- November 4, 2021- Page3 36 as progress continues with the VCM Phase F development. Chief Adams advised that Dr. Houchard will be looking into the cost of additional paving toi improve the flow oft traffic. Commissioner Helms asked if having a police officer at the school would help. Chief Adams stated that one officer alone would not be able to direct traffic and the intersection is better served with the traffic light. The Cramerton Police Department has multiple school sites that they cover. The principal at Stuart W. Cramer High School has made a change in their pickup to assist in their traffic flow.
