Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Town Manager. Jamie. CALLTO ORDER Mayor Knox called the meeting to order at 6:00 p.m. ANNOUNCEMENIS Town Clerk Betsy Shores announced the following: The Town of Davidson was recently honored by the American Planning Association--North Carolina Chapter as a "Great Place for Public Art" for the Davidson Banner Project. The town was recognized at the state planning conference held in Winston-Salem in September. The Banner Project came tot fruition int the summer of 2020 ins solidarity with recent national and local events, both tragic and inspiring. The Davidson Public Art Commission launched the effort to line main street corridors in town with a variety of banners illustrating key ingredients of strong communities and our best selves: respect, empathy, justice, equality, equity, love, belonging, inclusion, unity, peace, and understanding. Congratulations to Davidson Public Art Commission, Economic Development Director Kim Fleming, and all featured artists Thank you to the nearly 200 community members who attended last week's Community Dinner at Beaver Dam. BUSINESSI ITEMS (a) Parks and Recreation Operations Manager Gina Carmon presented the Livability Board recommendation for Funding of Tree Canopy Enhancement Grants. The Tree Enhancement Program is an opportunity for eligible nonprofits to enhance and promote Davidson's tree canopy through at town grant. Qualified non-profits were invited to apply for funds to conduct tree canopy related activities in the community. Qualified non-profits are defined as any! 501(c)(3) non-profit that can complete work The Livability Board's Trees and Natural Assets Subcommittee met to consider applications on August 30, 2022. The Livability Board reviewed and approved the subcommittee's recommendations at their directly related to the town's tree canopy. September meeting. Commissioner Mattison-Brandon made a motion to approve the Livability Board recommendations, for Funding of Tree Canopy Enhancement Grants. The motion passed unanimously! (5-0). (b) Economic Development Director Kim Fleming presented Resolution 2022-14 Endorsing the Veterans Monument Initiative. The Town of Davidson seeks to establish at temporary task force (Veterans' Committee) to facilitate the construction of a Veterans' Monument Project. Town staff will convene. a meeting of engaged veterans and any other interested community members on Tuesday, October 25, 2022, at 12:00 p.m. in the Board Room at Davidson' Town Hall tot talk about the work to date and decide ona path forward. The path forward will include a steering committee comprised of volunteers from The steering committee will recommend ai monument rendering, site selection, and budget. Utilizing a starting budget of $25,000 from the Davidson.Public Art Commission, any additional funds will need to ber raised through private fundraising efforts by the committee. Town staff will support the work of the committee, facilitate processes for accepting funds, and coordinate any required approvals. Commissioner Campbell made a motion to approve Resolution 2022-14 Endorsing the Veterans Monument nitiative. The motion passed unanimously (5-0). (c) Town Manager. Justice presented a Voluntary Contiguous Annexation Petition Along a Portion of Catawba Avenue. The Hoke Master Plan was approved on April 13, 2021. As part of the approval, ordinance-required streetscape improvements along a portion of Catawba Avenue must be implemented byt the developer. Because this portion of Catawba Avenue is currently located in the Extra-Territorial Jurisdiction (ETJ), the board of commissioners must annex the road into the Town of Davidson corporate limits to allow the developer to make the streetscape improvements. Commissioner Fay made a motion to approve Resolution. 2022-15 Direct the Clerk to Investigate a Voluntary Contiguous Annexation Petition Along a Portion of Catawba Avenue.
