TOWN OF COATS Board of Commissioners November 8, 2012 7:00 p.m. OFFICIAL MINUTES LA ABSTRACT: A regular meeting oft the Board of Commissioners was held on November 8, 2012 in the Board of Commissioners' Meeting Room at Coats Town Hall. II. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner Jerry Beasley, Commissioner Don Pleasant, CommissionerJC. Allen and Commissioner Allen Mosby were in attendance. Attorney Alton Bain was present. III. CALL7 TO ORDER: Ad quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Commissioner Don Pleasant delivered the invocation and Mayor Weeks lead those in attendance in the Pledge of Allegiance. NOES (0) V.MANAGER & COMMITTEE REPORTS: Department Updates: Public Works Director Gary Denton informed the Board of the trees being cut down at Mayor Weeks shared with the Board that Cory Penny donated a fence at the Park. Police ChiefJeremy Hall gave monthly stats from the Police Department for September Librarian Rebecca DallaMura stated that the Library was doing well and asked that any Town Manager Kenny Cole informed the Board about the Coats Soccer Team in the championship game, Annual Appreciation Dinner at the Fire Department on November 15,2012 at 6:30 pm. Mr. Cole requested that any Board member wanting to ride ini the Christmas Parade to contact him by the middle ofr next week. Mr. Cole informed the Board that Campbell University will have their first basketball game this Friday, the glh and that the Board and a guest had been invited to the President's box. He requested them to let him know if they were going to be attending and ifa anyone would be attending with them. Mr. Cole also updated the Board oft the bid opening that was held on November 8, 2012 and that only 21 bidders were present, which means it has to be advertised again and a second bid opening will be held on Thursday, November 15, 2012 Mayor Weeks suggested setting a tentative date and time for a special called meeting to Mayor Weeks asked that the Board be updated concerning any actions with Wal-Mart. the Cemetery and the progress of the fence at the Park. 12,2012-November: 8, 2012. (Reference #1) donations for craft books would be appreciated. at 10a.m. address the bid opening. VI. OLD BUSINESS: A. Consider Zoning Amendment to include Video Gaming, (Reference #2) Max Matthews, Jr., Planning Board Vice Chairman presented the Board a proposed amendment to the Town of Coats Zoning Ordinances to include Video Gaming for their consideration. Mr. Matthews informed the Board that the Planning Board has reviewed surrounding towns to try and be consistent within the area. 2 The Board asked Mr. Matthews to take back to the Planning Board with the following ItemA. Correction oft time being 9:00 am until 11:00 pm and to define Primary and issues. Accessory use. Item F. To clarify Primary and Accessory Use. Add Item I. Include statement concerning violations and loss ofl Privilege License. Grandfather Statement. Review statement if needed to be included in amendment. Discussion concerning if the Board could enforce present operating businesses to reduce their present number of gaming machines. Attorney Al Bain stated that the Town could possibly have to pay any business for lost ofi income ift this action was taken. Discussion among the Board concerning present operating businesses adding additional machines prior to the adoption of the amended ordinance. NOES (0) Mayor Weeks asked Mr. Matthews to give the Boards appreciation of the hard work that the Planning Board has done on this Ordinance. VII. NEW BUSINESS: A. Consider Street Closures for the Annual 2012 Christmas Parade. and that this will be a parade the Town will be proud of. Chamber Director Pat Godwin shared that the parade is going well with several entries ChiefJeremy Hall presented the Board with street closures for the 2012 Christmas RESOLVED, to approve street closings for the 2012 Christmas Parade as presented. VIII. PUBLIC FORUM: Mayor Weeks opened Public Forum. Chamber Director Pat Godwin informed the Board of the Penny Santa Claus contest. Mayor Weeks closed Public Forum. IX.
