The board of commissioners held a public hearing for An Ordinance to Amend the Davidson Planning Ordinance to Clarify the Required Time to Hold al Board of Adjustment Hearing; Amend Board of Adjustment Rules of Procedure to Reflect Davidson Planning Ordinance Changes. The listed changes are being undertaken to create a set calendar date in which the Board of Adjustment (BOA) will meet regularly and hear cases, as well as clarify language around evidentiary materials and expedited hearings. The proposed text amendment will require the creation of a calendar of BOA meeting dates, similar to what many other municipalities utilize. The Rules of Procedure include deadlines for evidentiary materials and expedited hearings of appeals pursuant to NCGS 160D-405(f). These changes are being added to keep the Rules of Procedure and the Davidson Planning Ordinance consistent and up to date with the latest NC General Statutes amendments. Per Davidson Planning Ordinance (DPO) Section 14, a public! hearing is required for any amendments to the DPO. The public hearing was advertised according to DPO and NCGS 160D requirements. The Planning Board is also required to make at formal recommendation prior to action by the board of commissioners: and plan to do 50 at their October 24 meeting. BUSINESSITEMS (a) Senior Planner Trey Akers provided an update on the Utility Service and Criteria growth management strategy. Int the fall of 2020, the board of commissioners asked the Planning Board Ordinance Committee (PBOC) to continue work on exploring growth management strategies begun by commissioners earlier that year. This work comes from direction provided by the 2020 Comprehensive Plan. The plan's first goal states that "Davidson will grow thoughtfully andi intentionally within its borders and at its edges. New growth will enhance the town's livability and occur using a tiered and incremental approach to meet the Under this goal the plan recommends the creation ofa a framework to guide development decision-making in Davidson. Main Street. Voters approved General Obligation (GO) bonds in support of public facilities for public safety, town staff, and community use. The project includes two phases: Adaptive reuse and rehabilitation of the historic 251 South Street for a new town hall and community center; and reconfiguring the current town hall to better accommodate the needs of the Davidson Police and Fire (e) Project Manager Doug Wright presented an overview of the 2022 Resurfacing Contract. This proposal is in keeping with the strategy from the Town's 2022-23 Strategic Plan: "Support current local businesses and encourage diversity and inclusion in future commercial development (to include certified Minority, Women and Small Business Enterprises)". Resolution 2202-09 to exempt the Davidson Lands Conservancy event, Run for Green on Saturday October 01, 2022 from Section 54-1 of the Davidson Municipal Code was approved by the Town of Davidson Board of Commissioners on.
