TOWN OF COATS Board of Commissioners February 14, 2013 7:00 pm OFFICIAL MINUTES I.A ABSTRACT: A regular scheduled meeting of the Board of Commissioners was held on February 14, 2013 in the Board of Commissioners' Meeting Room at Coats Town Hall. II.E ROLLCALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner Jerry Beasley and Commissioner Allen Mosby were in attendance. Attorney Alton Bain was present. II. CALL TO ORDER: Ac quorum being present, Mayor Weeks called the meeting to order at 7:00 pm. Mayor Walter Weeks delivered the invocation and led those in attendance in the Pledge of Allegiance. MANAGERS UPDATE: Department Updates: Town Manager Kenny Cole confirmed the budget retreat date for March 2, 2013 at 8am and asked Mayor Weeks to check with the hospital for the availability ofthe board room. Mr. Cole informed the Board oft the RFP for the water system is due February 27,2013 and stated that he will give Commissioner Allen Mosby copies. RFP'sa are also going out for auditing services and will be presented to the Board during the. April 11,2013 Police ChiefJeremy Hall presented the Board with the stats from January 10, 2013 - February 14, 2013 (Reference #1). ChiefHall also shared with the Board a letter pursuant to N.C.G.S. 14-306.4 concerning cease and desist demand pertaining to internet sweepstakes, video gaming, or any other gambling operations that may bei in violation (Reference #2). ChiefHall also updated the Board ofa 4 month drug and narcotics undercover operation which resulted in several arrest with the assistance ofHarnett Public Works Director Gary Denton stated the department is continuing to pick up leaves Librarian Rebecca DallaMura updated the Board of the response of volunteer meeting. County's Narcotics Division. due to the rain getting them behind. applications that had been received. VII. PUBLICHEARING: A. Consider Taxi Cab Operation. Mayor Weeks opened the floor for public comments concerning Taxi Cab Operation in the Town ofCoats. Hearing none Mayor Weeks closed Public Hearing. Mayor Weeks confirmed with Town Manager Kenny Cole that he and the Police Chief have authority toj process the application given by Crossway Transportation Inc. 2 VIII. OLD BUSINESS: A. Consider Amending Letter of Conditions to Increase Grant Extended by USDA. Garland Burnett with USDA presented the Board with an Amendment to the Letter of Conditions which grants the Town an additional $15,200 in grant funds. With these additional funds the deleted items from the original contract may be added back into the project. Total Grant to the Town of Coats is $45,200. NOES (0) Town Manager Kenny Cole presented an application for Margaret House to be considered for an appointment as an alternate on the Planning Board RESOLVED, to approve Margaret House as alternate on the Planning Board.. NEW BUSINESS: A.C Coats Chamber of Commerce Update. Coats Chamber CT Clayton updated the Board with the. Awards Banquet being a success and thanked the Board for all the support received during all functions ofthe Chamber especially Coats Farmers Day. Mr. Clayton informed the Board about the Brick Program with the proceeds going to a Grant Program for the citizens oft the Town. Mr. Clayton shared his appreciation ofa all the organizations coming together to form a committee for the project. Mr. Clayton shared that the Chamber has worked with the contractor that is responsible for the demolition of the old Coats School Building and taking charge oft the sale oft the bricks. Mr. Clayton shared that one application for the Grant funding has already been received from the Town Manager to plan for a community park for singings and other activities.
