Introduction ofi new police officers officers by other agencies. b. Pe-developmentmectings Chief. Adams introduced Officer Kulish and Officer Robinson to the Mayor and Board. He stated both, officers have military training and have been previously employed as Hunter Dawkins with Johnson Development regarding ar rezoning request for mini storage at the corner of Wilkinson Boulevard and Peach Orchard. Information was presented to the Board for possible construction of a climate-controlled storage unit at the intersection of Wilkinson Boulevard and Peach Orchard Road. There will be a right-in and right-out with access off of Peach Orchard Road. This proposed building will be constructed to look like an office building. The proposed concept would be a three-story building with a footprint of approximately 33,000 square feet. Mixed use concept toj provide 5,000s square feet Towno ofCramerton- - January 20, 2022 Pagel 1 4 of first floor space for "maker space". This would create opportunities for small businesses. This project would yield a much lower traffic volume than office or retail. Climate-controlled storage would present a complimentary use to nearby residential and be a multi-family product. Conditional zoning would provide certainty on the use, architecture, and overall building quality. Commissioner Atkinson ift this project was taking consideration of the proposed reconfiguration tot that intersection. Mr. Dawkins stated the site plan does take into consideration the: future right-of-way dedication. Commissioner Atkinson asked about the exits. Bridgette Grant stated there are access points on Wilkinson Boulevard and another on Peach Orchard. Commissioner Atkinson asked if the site was suitable for a hotel or motel. The Planning Director said al hotel/motel would require quite al bit ofp parking and this would be difficult to do. Brigette Grant stated the size oft the site would be prohibitive for construction of a hotel due to parking requirements and parking underneath the structure would be costprohibitive. She advised that the size ofa CVS type store would be about 120,000.s square feet and this site would bet too small for the amount of parking they wouldr require. Commissioner Kincaid said he liked the idea of the "maker space". His concern is that this is a prime corner and this parcel is part ofthe Town's gatèway and he isj not sure ifthis is the best use for this parçel. Mayor Pro Tempore Neeley asked about the set up for small businesses for office space. Mr. Dawkins said they are open to various concepts. The average size ofunits would be-10' X 10. He said most of the units are leased by businesses'f for various storage needs. Bridgette Grant stated a possible consideration would be to plaçe the "maker spaces" to be placed at the back çornèr and-not on the parking lot side for a better street presence. Mr. Dawkins stated 5,000 feet ofthe 33,000 footage would be used for "maker space". Commissioner Helms stated he was interested in the concept but asked how would the "maker space", be/the type ofsmall business you would want. Bridgette Grant said, there would a condition ini the zoning that the 5,000: square footage would be broken-into three to five uses or. tenants. As part of the conditional zoning then the type of businesses could' be considered. Commissioner Helms asked about who would be enforcing this. Bridgette Grant stated it would be a zoning enforcement mâtter. Commissioner Helms asked operationally how would that be enforced by the. retailer or developer and are the businesses interviewed. Mr. Dawkins saidi interyiews would be held and the manager ofthe property would be involved in this process. Commissioner Helms asked is there a market for this type ofbusiness. and will the spaces bei immediately filled up. Mr. Dawkins said the need is immediate and would meet the current metric. This would be a fifteen- million-dollar investment. Commissioner Helms said this was an interesting concept but this parcel is at the Town's gateway. Commissioner Helms asked for the addresses of local projects as he would to visit the Huntersville project. Commissioner Atkinson asked if the building has windows or panels. Mr. Dawkins said they are windows. Commissioner Atkinson asked about the corridor. Brigette Grant said the corridor was interior. The Planning Director stated the current zoning does not permit storage units. Commissioner Atkinson stated he liked the concept and asked if any other properties had been looked at for this type of project. Mr. Dawkins stated they liked the traffic flow on Town ofCramerton- January 20, 2022- Page 2 5 Wilkinson and the location being on a corner parcel. Bridgette Grant said the building would like a business office if the signage was removed. Mayor Wills said he thought citizens would frown upon this usage. He liked the concept but this parcel is located in one ofthe Town'sg gateways. Commissioner Ramsey asked ifthis would be a 24/7 accessible building. Mr. Dawkins stated no. The building would be open from 8:00 a.m. to 6:00 p.m. with restricted access. Commissioner Helms did not recommend this proposed project be presented to the Planning and Cramer Mountain Road Pedestrian Trail (VCM). The Planning Director stated the Town received a CMAQ federal grant several years ago for $440,000.00 to construct a sidewalk along Cramer Mountain Road. The sidewalk was not constructed due to the cost along a major amount of grading, installation of retaining walls, and loss of vegetation. This funding has been moved over to the Riverlink Extension Greenway connection to the TownofMcAdenville. Thel Planning Directors stated he and the Parks and Recreation Director discussed a natural surface trail similar to the Rocky Branch Park Trail. The proposed trail would start at the Baltimore fishing pier. Access would be via Baltimore Drive to the sidewalk connection in front of the Doctor's house. Evergreen trees are being considered for placement in the buffer zone. The natural surfaçe trail would run parallel to Cramer Mountain Road and cross near the Old Course golf cart path. Flashing high visibility lights would be installed for any areas where the trail would cross Cramer, Mountain Road. The natural trail path could be connected to a walking trail'already in place at Life Church providing açcess to Cramerton Middle School, Commissionèr, Kincaid stated this trail would help in keeping that arèa clèan. The Plânning Director, stated the trail would be a positive influence and' provide çonnectivity to. thé Baltimore neighborhood including the historic school along with the VCM devélopment. As part oft the funding from VCM as part of the townhome development the developer of that parcel was asked to çonstruct a smaller-version oft this trail, An estimate was completed and the smaller trail would be about $35,000.00., There was a change in the developers and they asked àbout possible) paymenti inj lieu ofthist trail and allow the' Town tol bei in charge C ofhaving the trail constructed. As part of the VCM traffic mitigation involving road improvements to Hàmrick Road intersection per NCDOT the current developer will stillberequired to doi improvèmènts. The developeri is going to provide a check to the Towns for $250,000.00 and the agreement is being reviewed by the attorney for amendments, The Towh Manager stated a design contract along with the exception to the Mini-Brooks Act at the February 3, 2022 Board meeting. The Planning Director stated the construction oft the trail could start soon. The Town Manager stated lighting Zoning Board until the Huntersville project is visited. for this area will be discussed at a later date. Consent Agenda: a. Minutes . Action Item: Direct staff to release necessary bid documents to comply with American Rescue Plan (ARP)Act funds for the project. The Town Manager stated this project is ready to go to bid with the bid advertisement going out on January 28th with the project bid opening at the end ofFebruary 2022. Anticipated project construction start date should be at the end ofMarch 2022. Vendor quotes for the shade sails will be obtained in April 2022. Completion of the parking lot construction should be in August 2022. The shade sails will be installed in September 2022. Commissioner Atkinson asked about pricing for paving of a standard parking lot as an alternate bid. to the permeable pavers. The Town Manager stated that the bid process is generic enough sO that any contractor should be able to bid with a possible slightly. different paver product and still meet specifications. Danny Watson, engineer with Labellà, advised that if the Town chooses asphalt paving, then this project would not be considered for ARPA funds. No specifications have been designed for standard asphalt paying for this project by LaBella at this time. The Town Manager. stated that the permeable pavers are qualified under the APRA: funding for stormwater) improvements: Standard asphalt paving would not be covered under ARPA funding. The Town Manager stated the bid package would include specifications for the pavers but would not tie back to one particular manufacturér, Threè bids will need to be received, otherwise thel bid will need to be reissued. Danny Watkins stated that.NCDOT updated their manual toi inclydé permeable pavers. and qualified bidders will follow NCDOT guidelines. A motion was made by Mayor, Pro Tempore Neeley to direct staff to release necessary bid documènts to comply with the American Rescue Plan (ARP) Act funds for-the.p project. The motion was seconded by Commissioner Ramsey. The . Cramerton CodeofOrdinances Junk IA Abandoned Car and Nuisances 1. Action Item: Consider adopting the updated language to the Town Code. The proposed chânges would include the addition of a definition for nuisance yehicles for vehicles that do not quality as abandoned orjunked; clearly identify abandoned, junked, and nuisance vehicles as unlawful; expand on the requirements of grass and yard maintenance to include planting strips in the street rights-of-way; and revise the 15-day warning period/15-day correction period after citation. The proposed changes would allow for a 10-day warning period/5-day correction period after citation. This would reduce the time between initial warning to abatement from 30 days to 15 days, allowing the Town to be more responsive to complaints such as high grass and reduce the warning and citation time from 45 days. Commissioner Ramsey asked about homes on Eighth Avenue that are currently vacant. Attorney Wolter stated that issue would be under minimum housing and the Town is limited about notices of violation before it actually becomes a legal issue. Mayor Wills stated this would be a possible opportunity for Neighbors Helping Neighbors to get involved. A motion was made by Commissioner Helms to adopt the updated vote. was 5to Oin favor. a. Fire Department I Update and Review of Cramerton FD Coverage Model. Chief Foulk discussed the additional cost to stafft the fire department with two part time personnel 24 hours a day seven days a week. Thè fire department, is currently staffed Monday through Wednesday with 24-hour çoverage. Thursday through Saturday personnel work from 0800 to 1800 hours daily. Each additional day would require 28 additional hours (14 hoursx 2 personnel) to move. to 24-hour coverage. The current hourly rate is $13.00 with daily total hours' of 1,456 hours for a total cost of $18,928.00. ChiefFoulk stated the Wednesday 24/7 shift was added just this month. With the current schedule, the fire department will have 24/7 coverage in January of2024. Currently othèrfire departments respond difneeded. Commissioner Atkinson asked about possibly accelerating the proposéd 24/7 schedule. The Town Manager stated a 24-hour day is being added eyery six months per the budget. Additional discussion cân be held at the upcoming Goals and Objectives meeting. b. Parks and Recreâtion CRAMR Center a. Action Item: Consider approval of a Facilities Grant Agreement to the Câtawba Riverkeeper Foundation for the CRAMR Center, located on Center Streetin Cramerton. Commissioner Helms asked about the draft facilities grant and the date of2023. Attorney Wolter stated this date was used as a specific date has not been determined and this was used as aj placeholder. A motion was made by Mayor Pro Tempore Neeley to approve thel Facilities Grant Agreement and to authorize the Town Manager and Town Attorney to make any necessary changes to the facilities grant agreement. The motion was seconded by Commissioner Ramsey. The vote was: 51 to0ini favor. BIG BOARD: Senator Harrington's office has reported that NCDOT will release the $750,000.00 in discretionary funding in 2023 for the Wilkinson Boulevard Street/Market Street improvements. The Board discussed directing staff to release a sanitation bid in order to receive pricing from other vendors. The current Waste Management contract expires July 1, 2022. Town ofCramerton- January 20, 2022 Pages 5 8 Attorney Wolter stated the four major waste operators arel Republic, Waste Pro, Waste Connection, and Waste Management. The Board agreed to soliciting bids. Commissioner Atkinson asked if the Town might need to reconsider the recycling process and ifthis remains feasible. The Town Manager stated this item could be discussed at the Goals and Objectives meeting. Mayor Pro Tempore Neeley asked about the easement documents for the historic Baltimore School. Attorney Wolter said there had not been any updates from the property owner. The Town Manager said Red Hawk pre-development meeting went well. The damaged guardrail has been repaired at the Eighth Avenue underpass. The bid for the downtown stormwater/parking project bid is expected tol ber released in late. January 2022 upon approval by the Board. Mayor Pro Tempore Neeley asked ifthere had been a meeting regarding the Brownfields Grant. The Town Manager stated there will not be another meeting unless the Town does not reçeive the grant. A meeting is scheduled for tomorrow morning with McAdenville to discuss the Trué Homes pocket park. Commissioner Neeley asked about the Masonic Lodge. Interior demolition' has started and there is a possibility ofsubdividing the building. The Town will continue. the proposed: paving project. Manager's Report: The Goals and Objectives meeting is scheduled for. Saturday, January 22nd. The meeting will begin at 8:30 a.m. Commissioner Helms asked about status of the finance director position. The Town Manager stated the ad' is currently, being advertised with the NCLM and on the Town's website. Bill Bradley is currently, serving as the Town's interim finance director. Commissioner Helms asked that, staff look at, other avenues for publication of this ad. The Town Manager stated he is going to be looking at other advertising avenues in the next few weeks. The Town Manager stated that Rodney Baker, Public Works Commissioner Kincaid: stated he listened to a presentation on the Catawba Crossings presentation and how important this project is a crucial gateway to Mecklenburg County and Cramerton. He also listened toi information about the economic impact of Piedmont Lithium. He stated the Town needs to follow up on this item even though it does not affect. Cramerton directly. The lithium plant will bring in 750 billion dollars to the county for twenty years. He stated he is looking forward to the Goals and Objectives meeting on Saturday, He thanked Gaston Business Associates Commissioner Ramsey stated a Tenth Street resident reached out toher regarding speeding and possible placement of speed bumps. Chief Adams stated he would follow up on this. Commissioner Helms thanked the Planning Director, Code Enforcement Officer, and Attorney Wolter for the ordinance updates. He asked how this would affect enforcement oft the current and new cases. The Town Manager said the philosophy of çode enforcement that anyone coming into violation there will be outreach and, new offenders will be, advised of the ordinance changes. Commissioner Helms asked about the stâtus oft the fee in lieu of sidewalks from Wilcox Homes. The Planning Director stated he worked with finance and legàl and an invoice was issued. Mr. Wilcox has requested a chance to meet with'the Board to discuss relief for this requirement. Mr. Wilcox has been asked to.j provide this request in writing but to date no written correspondence has been received. Commissioner Helms stated he is looking forward to the Goals and Objectives Mayor Pro Tempore Neeley thânked stafffor.s setting up the Shred Itl Event for next Saturday. She stated Mayor" Wills attended the reçent Community Committee meeting. Sherry Larkins is the chairperson. The "Before IDie" wall, has been moved to the Public Works facility. There is one full time position and two, part time positions available on the Community Committee. The Community Committee discussèd a possible community yard sale this year, a dog show, and also gift wrapping at different events. The committee wants to look at more projects instead of events. Mayor Wills thanked Mr. and Mrs Newman for being in attendance. He stated the lithium plant will be a big hole in the ground by/2050 and there could be some environmental impact on us. He asked ChiefAdams about the speeding onl Eighth Avenue. Traffic calmingi information! has already been completed and this information will be presented at the next meeting. Mayor Wills asked about traffic cutting through on Center Street and onto to the street near the railroad tracks to avoid downtown. Chief Adams stated there is nothing illegal about this unless it involves trucks. Mayor Wills thanked Duke Energy in advance for the future completion of plantings on Mayflower Avenue. He stated he was looking forward to the Goals and Objectives meeting on Saturday. Amendment #13: This amendment is of a "housekeeping" nature to reflect payments for the Rocky Branch Trail Project being expended in FY2021-2022. Cramerton BOC appropriated funds in FY 2020-2021 and the work was completed in that fiscal year, This budget amendment also accounts for the Carolina Thread Trail grant of $86,700 accepted by the Cramerton BOC at the January 6, 2022 meeting. The grant is to go towards an additional phase of trail improvements at Stuart W. Cramer High School. Proposed Amendment: #14: This budget amendment is also of a housekeeping" nature to shift funding of the Wayfinding Signs Phases 2&3 into the same budget line item under "Public Works Capital". Over that time, the Town has received greenway grants from the Thread Trail as well as a CMAQ grant from NCDOT to help design and construct the connection. As we look more closely at the trail connector, al bridge overt the South Fork River may be at feasible design alternative; the original route along the South Fork River and then alongside Riverside Drive in McAdenville has several challenges which could be avoided witha a bridge connection adjacent to the South Fork' Village apartments.
