December 13, 2022 SECOND TUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners. held its regularly scheduled meeting on Tuesday, December 13, 2022 in the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Autumn Rierson Michael, and Tracy Mattison Brandon. Commissioner Ryan Fay was present via zoom. Town Manager Jamie. Justice, Assistant' Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. and noted that Commissioner Fay was participating remotely viaz zoom. ANNOUNCEMENTS Communications Director Amanda Sloan announced the following: The Town of Davidson has received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for our FY2021 Annual Comprehensive Financial Report (ACFR). The FY2023 Budget has also received the GFOA Distinguished Budget Presentation Award. Congratulations to our Finance Department for their superb work in making this happen for Town of Davidson offices, including Davidson' Town Hall at 216 South Main! Street and the Parks and Recreation Department at 865 South Street, will close Friday, December 23, Monday, December 26, and Tuesday, December 27, re-opening on Wednesday, December 28. The offices will close again on Waste Pro will operate on a normal schedule for trash collection for both holidays, and recycling pick-up Davidson. PRESENTATIONS The board of commissioners allocated $15,500 in this year's budget to fund the 2022 Davidson Main Street Business Grant to further their strategic goals of historic preservation and economic development. The goals oft the program are to provide direct financial benefit to small businesses; retain and create jobs in association with small businesses; and spur private investment in association with Economic Development Director Kim Fleming presented the 2022 Davidson Main Street Grants to the smail businesses located in our local historic district. following businesses: Knotty & Board! $5,500 Famous Toastery $4,500 Table & Board $2,500 The Village Store $1,000 The Rumor Mill $1,000 The. Jewel Box $1,000 Mayor Rusty Knox and the board of commissioners recognized and thanked thet following outgoing advisory board chairs - Brian Bumann, Design Review Board/Historic Preservation Commission, Jennifer Fear, Affordable Housing and Equity Board, and Deborah Keenan, Livability Board. Brad Fowler, Deputy County Assessor with the Mecklenburg County Assessor's Office provided an update on the property revaluation process. CONSENT AGENDA Approval of Draft November Meeting Minutes Approval of Tax Levy Adjustment Approval of Urban Area Security Initiative Grant Commissioner Dellinger made a motion to approve the consent agenda. The motion passed unanimously (5-0). BUSINESS ITEMS (a) Finance Director Piet Swart and Lead Auditor and Partner Ann Craven presented the FY2022 Audited (b) Town Manager. Justice presented Budget Amendments 2023-08 and 2023-09 related to a $500,000 grant from the NC Legislature to be used for capital equipment and projects. $120,000 will be combined with $90,000 allocated in the CIP to complete capital projects at Fire! Station #2 and $380,000 will be used to cover FY2023 General Fund Capital Expenditures and Unassigned Fund Balance needs. The funds will bei transferred to the Community Investment Fund and allocated through the FY2024 budget Financial Statements for the Town of Davidson. process. Commissioner Campbell made a motion to approve Budget Amendments 2023-08 and. 2023- 09.The motion passed unanimously (5-0). (c) Fire Chief Ryan Monteith presented an overview of the Fire Department Strategic Plan and the identified performance objectives The Davidson Fire Department recently completed the Department Strategic Plan which was facilitated by AP Triton. The strategic plani identifies goals and objectives to improve department operations and performance that were identified in the published Standards of Cover. Commissioner Rierson-Michael made a motion to approve Resolution 2022-20 to adopt Davidson Fire Department, performance objectives. The motion passed unanimously (5-0). (d) Parks and Recreation Director Leslie Willis reviewed a plan to request a conservation easement at Abersham Park which is owned by Mecklenburg County. The 345 acre park was originally approved for residential development until the purchase by Mecklenburg County in 2010. In 2015, Mecklenburg County leased the park toi the Town of Davidson for 85 years. The land is currently not protected from future development by a conservation easement. The 200 acre Fisher Farm Park is owned by the town and is adjacent to Abersham Park. This park is protected by a permanent conservation easement held by Mecklenburg County and monitored and stewarded by Davidson Lands Conservancy. Commissioner Mattison-Brondon made a motion to approve Resolution 2022- 21 to request Mecklenburg County to place a permanent conservation easement on Abersham Park and for Davidson Lands Conservancy to hold, manage, and steward the easement. The motion passed unanimously (5-0). (e) Town Manager. Justice presented Resolution 2022-22 Adopting the 2023-2024 County, State, and Federal Advocacy Agenda. The Town of Davidson has historically created an advocacy agenda to further the town's goals and advocate for what's in the best interest of Davidson. The agenda includes advocacy items for Mecklenburg County, the State of North Carolina, and the Federal Government. This item was previously discussed at the November 15 meeting Commissioner Campbell made a motion to approve Resolution 2022-22. Adopting the 2023- 2024 County, State, and Federal Advocacy Agenda with the edits and additions as discussed. The motion passed unanimously (5-0). (f) Assistant Town Manager Austin Nantz provided an overview oft the 2022 accomplishments from the Strategic Plan ADJOURN (5-0). Commissioner Fay made a motion to adjourn the meeting.
