January 24, 2023 FOURTH TUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularlys scheduled meeting on Tuesday, January 24, 2023 in the Town Hall Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Town Manager. Jamie Justice, Assistant Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALL TO ORDER Mayor Knox called the meeting to order at 6:00 p.m. ANNOUNCEMENTS Communications Director Amanda Preston! Sloan announced the following: The Town of Davidson invites the community to a reception honoring Police Chief Penny Dunn on Monday, January 30, from 3:00 p.m.-5:00 p.m. at Davidson College Presbyterian Church Congregation House (208 Concord Road). Special remarks willl be made at 4:00 p.m. Chief Dunn has served the town for over five years and has been in thei field of law enforcement for over 37 years. The reception will be an opportunity to thank her for her service and to wish her well as she retires on. January 31, 2023. The North/West Advisory Council oft the Arts & Science Council invites all area creatives to a meet & greet on' Wednesday, February 8, from 4:00 p.m. - 5:30 p.m. at' WDAV Classical Public Radio (423 N. Main! St). Learn more about how ASC: supports individuals and organizations in the region through programming and grants like Culture Blocks, Cultural Vision Grants, and Artist Support Grants. The Mecklenburg County Board of Commissioners approved funding for 751 local projects with money allocated from the American Rescue Plan Act. Among these projects are two from the Town of Davidson, including $1 million to support our Comprehensive Housing Affordability Program and $2 million to support the renovation of the Baccalaureate School Gymnasium behind the new Town Hall and Community Center at 251 South Street. The Comprehensive Housing Affordability Program brings together the forces of the Town of Davidson, Habitat for Humanity, and the Community Foundation of Davidson to support critical home repair and rental subsidies in Davidson. The funding will enable the CHAP program to cover the costs of repairs to keep families safe and comfortable in their homes. The ARPAI funding in support of the Baccalaureate School Gymnasium, a historic landmark originally built in 1937, will repair the failing structure and renovate thei inside of the building to be used as a multi- purpose facility for the whole community. The facility willl be able to fill the need oft the town's first public indoor active space that can also be used for youth/senior activities and special events. PRESENTATIONS Mayor Knox, the board of commissioners, Town Manager Justice and members oft the Davidson Police Department recognized retiring Police Chief Penny Dunn for her over! 5 years of service to the Town of Mecklenburg EMS Agency (Medic) has proposed a new response configuration to begin in 2023. The proposed configuration will bring changes to how county first responders are utilized. Medic Executive Director. John Peterson, Deputy Director Dr.. John Studnek, and Medical Director Dr. Doug Swanson Davidson. provided an overview of the proposed changes. PUBLIC COMMENT public comment period. The public comment period opened at 7:41 p.m. and closed at 7:50 p.m. Three people spoke during the Steve Sonnenberg spoke the Affordable Housing Buyback/Sale program and the definition of Restorative Justice. Ed McLean asked the board to vote no on the micro mobility ordinance. Larry Cunningham spoke about community relations and a recent incident with Davidson Police Officer during ai traffic stop. The motion passed unanimously (5-0). BUSINESS ITEMS (a) Economic Development Director Kim Fleming presented an update on the Downtown Small Area Plan. The Downtown Small Area Plan seeks to find solutions to identified problems int the study area through public input. The plan is an item for implementation identified int the 2020 Comprehensive Plan andi is a Strategic Plan item. The board will consider adoption oft the Downtown Small Area Plan at the (b) Principal PlannerTrey Akers and Davidson Lands Conservancy Executive Director Dave Cable discussed with the board an Open Space Easement Conservation Management Proposal between the Town of Davidson and Davidson Lands Conservancy. In 2017 the Davidson Lands Conservancy (DLC) assisted staff in drafting and reviewing the Davidson Planning Ordinance (DPO). standards for open space. The effort focused on improving the criteria for conservation and management, adding third- party standards and best practices to ensure the open space requirements implemented through the With a few development projects now completed under the DPO requirements inaugurated by the Rural Area Plan, the administration needs of properly managing open space have become clearer. These include, among other things, the drafting of conservation easements, review of land management plans, evaluation of financial statements needed to fundI long-term management efforts, and annual monitoring. The board provided feedback and will continue to discuss the proposal at ai future meeting. (c) Planning Director. Jason Burdette and Principal Planner Trey Akers discussed with the board proposed Development Process Revisions, Utility Services and Annexation Criteria (USAC), and' Water/Sewer Extension Policy Revisions. In the Fall of 2020, the board of commissioners directed the Planning Board to form a committee Planning Board Ordinance Committee (PBOC) to explore other growth management tools. The committee includes members from the Planning Board. In December 2020, the PBOC presented high-level recommendations to explore further. The primary strategy included codifying the Growth Management Framework and Utility Service and Annexation Criteria (USAC) from the Comprehensive Plan. Other supporting strategies included improving the development process. Over the past 18 months, the PBOC presented various recommendations and options as to how these strategic approaches could be implemented. Based upon feedback received, the PBOC: and staff worked to develop options specific to improving the development processes (with earlier public engagement and specific checkpoints), codifying the Growth Management Framework, and developing an incentive The presentation highlighted proposed changes to the development process and USAC integration, as well as delineating how amending both the Water/Sewer and Annexation Policies complement both endeavors. The board willl hold a public hearing on the Proposed Text Amendments/USAC at the February 141 meeting and the Planning Board will review the proposal and consider a recommendation at their February 27 meeting. The board of commissioners may consider approval in March. (d) Senior Planner Lindsay Laird provided an overview of the proposed Historic Preservation Plan. The historic preservation plan process began in Spring 2021 to fulfill action 2.4.1 of the Davidson Comprehensive Plan. At the time the preservation planning process began, the Davidson Board of Commissioners adopted the 2020-2021 Strategic Plan that included historic preservation as a guiding tenet. The Historic Preservation Plan will provide a roadmap for historic preservation in town for the February 28 meeting.
