TOWN OF COATS Board of Commissioners July 11,2 2013 7:00 p.m. OFFICIAL MINUTES .A ABSTRACT: Ar regular meeting oft the Board of Commissioners was held on Thursday, July11,2013 in the Board of Commissioners' Meeting Room at Coats Town Hall. II. ROLLCALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner Don Pleasant, Commissioner. J.C. Allen, Commissioner Allen Mosby, and Commissioner Jerry Beasley were in attendance. Attorney David McRae was present. II. CALLTOORDER: A quorum being present, Mayor Weeks called the meeting to order at' 7:00 p.m. Commissioner Don Pleasant delivered the invocation. LINDA ROBINSON, COMMISSIONERS PLEASANT, MOSBY, ALLEN, AND BEASLEY NOES (0) V.M MANAGER & COMMITTEE REPORTS DEPARTMENT UPDATES: Town Manager Kenny Cole started off by thanking the staff for all oft their hard work and effort in getting the new town hall building ready for the Open House. He also wanted to Police Department: ChiefJeremy Hall started off by reviewing the stats for the month. He then explained the town now has two new police cars. It ended up working in favor of the town to buy two new police cars instead of purchasing one used car. thank them for working hard on ai regular basis. Commissioner Allen Mosby simply stated, "Good!" Public Works: Gary Denton told the board he had been conducting interviews for two positions and he hoped to be fully staffed soon. Gary was planning to make his decision within the week. Dr. Linda Robinson asked Gary. just how far behind his department was onv work. Gary explained he was a day behind on picking stuff up around the town and about 2-3 weeks behind on actually getting the stuffh he picked up put away. He also explained to the board he did not think the town was as in big of need for the electronic Parks and Recreation Department: Mike Collins stated that baseball and softball season isi now over. The 8 and under baseball team received the sportsmanship award. Hei told Library: Rebecca DallaMura explained all her new AC unit was working great. Commissioner Don Pleasant asked ift the public was able to use the library's wireless after library operating hours and Rebecca said this was not allowed. Town Manager Kenny Cole presented the summer 2013 newsletter and went through the sections of the newsletter. He also explained that the consumer confidence report went recycling program. the board he was getting ready for the fall soccer season to begin. out to the public. 2 VIII. OLD BUSINESS A. Town of Coats Water Study: LKC Engineering completed the hydraulic study ofthe Town's water system. Tim Carpenter, ai representative from LKC, was present to discuss the report and suggest recommendations to the Town of Coats Water System. Overall, the town's water lines were in working condition with the exception of two spots. The mayor said they would discuss possible improvements. Please reference the water study attached. IX. NEW BUSINESS A. Amendment to the Animal Control Ordinance: There was a request to review the issues related to chickens within the corporate limits ofl Harnett County. Mr. Phelps started off by correcting a section in the ordinance. He explained the: maximum number ofc cats and dogs was 3: not 4. He also explained that six laying hens were allowed but only in a minimum 10x10, maximum 16x16 enclosed pin in the rear of the residence. No free range chickens were allowed within the town limits. A land permit must be approved by a police officer. Ifviolated, ai townsman will get 3 warnings, and after that will bej presented with a citation and have the chickens removed. Commissioner Don Pleasant also voiced his concern about the amount of dogs running lose without leashes and pit bulls within the town. He asked ift this amendment affected changes to the dogs in the town. Only the section pertaining hens would change. Mayor Walter Weeks asked for aj public hearing Thursday, August 8 for this amendment. Resolved to accept the Amendment to the. Animal Control Ordinance. Budget Amendment: Request to approve al budget amendment toi replace the damaged patrol car. In. June, the Police department was involved in an accident in which the vehicle was considered a total loss. The Town negotiated ai replacement cost: from Discovery Insurance for our patrol car ini the amount of $16,305.65. Inl lieu ofp purchasing aused vehicle, the Town is able toj purchase ai new car on state contract for $22, 854.00. The Budget Amendment reflects an increase in our Miscellaneous Revenues in the amount of $16,305.65 and an additional $6,548.35 from Reserve Account to cover the cost oft the new car. The Town should not have toj purchase a new vehicle next year as Resolved to accept the Budget Amendment replacing a damaged patrol car. Currently the Town's Zoning Ordinance makes no mention to the type of surface material in business parking areas. Mr. Cole recommends amending the ordinance to include all parking areas to be paved with asphalt or concrete. This applies to new developments only, not existing ones.
