TOWN OF COATS Board ofCommissioners August 8, 2013 7:00 p.m. OFFICIAL MINUTES LA ABSTRACT: A regular meeting of the Board of Commissioners was. held on Thursday, August 8, 2013 in the Board ofCommissioners' Meeting Room at Coats Town Hall. II. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner Don Pleasant, Commissioner J.C C. Allen, Commissioner Allen Mosby, and Commissioner Jerry Beasley were in attendance. Attorney Al Bain was present. III. CALLTO ORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Commissioner Don Pleasant delivered the invocation. Mayor Weeks lead those in Town Manager, Kenny Cole, wanted to add an item to the agenda under New Business, attendance in the Pledge of Allegiance. Item B pertaining to the next meeting location. MANAGER & COMMITTEE REPORTS DEPARTMENT UPDATES: Town Manager Kenny Cole started off by allowing the board time to read the monthly reports by the department heads, as some were not present. He then invited attendees of the meeting to join him at Smith Farms on Tuesday, August 20 at 7:00 p.m. Smith Farms will be having a drawing for a TV. VI. PUBLIC HEARING A. Text Amendment - Section 5.11.1 oft the Zoning Ordinance: Currently the Town's Zoning Ordinance makes no mention to the type ofsurface material in parking areas. Mr. Cole recommends amending the ordinance to include all parking areas to be paved with asphalt or concrete. The Planning Board approved the amendment at their June 6, 2013 Planning Board meeting. This item was then present at the Regular July 11, 2013 meeting oft the board. Tonight, August 8, 2013, a public hearing was held where Mr. Walter Weeks, Mayor, read the amendment. After no word from the public, Mayor B. Amendment - Chapter 90 Animals, to the Code of Ordinances: The original Animal Control Ordinance was drafted in 2008 and isi in effect for all the municipalities in Harnett County. Area Town Managers recently met with Harnett County Animal Control to address issues related to chicken within the corporate limits of Harnett County. This item was presented at the July 11,2 2013 Board Meeting. Tonight Mr. Barry Belvins, Director of Animal Services at Harnett County stepped forward to explain all other towns have accepted this ordinance and hel hoped we accepted as well to make it easier on his Animal Control Officer. Tonight, August 8, 2013, a public hearing was held where Mr. Walter Weeks, Mayor, read the amendment. After no word from the public, Mayor Weeks closes the public hearing. Consider Sale of Town Property: At the April 11, 2013 Meeting oft the Board, the Board approved a resolution for the sale oft the old Town Hall at 237N. McKinley Street by the Sealed Bid procedure. Bids were open and the Board awarded to the highest bidder on May 20, 2013, in the amount of $100,000. After contacting the highest bidder about a closing date for the purchase, the Town was informed the bidder could not secure the loan for the building purchase. The highest bidder submitted a mid bond in the amount of$5,000. The Town Attorney and Mr. Cole recommends we do an RFQ for auction by the next scheduled meeting on September 12,2013. Al Bain explains that the Town may receive an offer on the property and advertise for an upset bid. Consider Appointment to the Harnett County Library Board of Trustees: The Town ofCoats currently has a vacancy on the Harnett County Library Board of Trustees. Mr. Cole recommends that the Town advertises the vacancy. Mayor Weeks agrees and says he thinks this is a perfect opportunity for anyone interested in local government.
