II. ROLLCALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner J. C. Allen, Commissioner Allen Mosby, and Commissioner Jerry Beasley were in attendance. Commissioner Don Pleasant was not in attendance. Attorney Stacy Weaver was present. II. He apologizes for Recreation Director Mike Collins opens by welcoming new Commissioner John Raynor. They started field renovations at the park. Lower field renovations are complete. They started bathroom renovations and managed to save the town the expense. They should be done with the bathrooms by the end ofJ January and they will be handicap accessible. Recreation Department goti involved ini the Operation Christmas and delivered boxes of toys to Charlotte. Basketball has started and they have 3-4 teams in every age group except 13 under girls. They are ready to get the season going with practices and games in DEPARTMENT UPDATES: Complex. missing the Christmas Parade. January and February. Streets Director Gary Denton said he would speak later in the meeting. Mayor Walter Weeks wanted to recognize Don Pleasant's commitment to the town and his time. He enjoyed his independent voice and a voice of reason. Hartman: Atour November 14, 2013, Regular Meeting of the Board of Commissioners, the Board accepted a bid of$90,000 from James and Martha Hartman for the purchase of the Old Town Hall Building. It was voted to sell the property by upset bid procedure. The proper notice to sale was advertized on November 29,2013. No upset bid was received with the specified time. Manager Kenny Cole is asking for approval oft the attached resolution authorizing Sale of Personal Property at 237 North McKinley Street by Upset Bid Process, Advertisement-Notice of Offer to Purchase Property and Invitation for Upset Bid, Resolution Authorizing Sale ofl Personal Property at 237 North McKinley Street by Upset Bid Process to James D. and Martha R. Discussion of Committee/Board Appointments for 2014: Town Ordinance 32.02 states that all appointments to boards and commissions will be at the first regular meeting of the Board in January each year. The Town currently has the following openings: 4in town. members and 1 commissioner for the Parks and Recreation Committee, 3 in town members for the Planning Board, 7 in town members for the Cemetery Committee, 3 Planning Board members for the Board of Adjustment. Normal advertising will be done and please distribute the applications. Mayor Weeks asks the board to please come in January ready to make the appointments. VIII. NEW BUSINESS A. Consider Agreement-Mutual Aid and Assistance Agreement for Water and Wastewater Utilities: Attached in the agenda, a Mutual Aid and Assistance Agreement for Water and Wastewater Utilities. This agreement is authorized under section 260A- 318 of the North Carolina General Statues which provides that public and private Water and Wastewater Utilities may contract with each other in the event of natural disasters.
