TOWN OF COATS Board of Commissioners April 10,2014 7:00 p.m. OFFICIAL MINUTES LABSTRACT: Ar regular meeting of the Board ofCommissioners was held Thursday, April 10, 2014 at Town Hall Board Room. II. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Dr. Linda Robinson, Commissioner J. C. Allen, Commissioner John Raynor, Commissioner Allen Mosby, and Commissioner Jerry Beasley were in attendance. Attorney Al Bain was present. II. CALLTO ORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Walter Weeks delivered the invocation as well as lead those in attendance in the Mayor Walter Weeks asked if we could add item H. Consider Proclamation Declaring April 25"h, 2014 as "Parental Alienation Awareness Day" in Coats, to VI. New Business. Mayor Walter Weeks asked for a motion to approve the agenda with this changes. Town Manager Kenny Cole reminds the Board about the Budget Work Session scheduled Officer Ken Storicks read the stats for the Police Department, Public Works Director Gary Denton thanked the Board for all their thoughts and concerns while he was out sick. Mayor Pro-Tem Dr. Linda Robinson asked him about cleaning the property on Highway 27 and he informed her his guys would be getting to Rebecca Dallamura from the Coats Library explained that Campbell students came back tot talk about heart disease and it was very informative. Mayor Walter Weeks said that was an excellent use ofthe Library to have Campbell students come in and talk. Parks and Recreation director Mike Collins was absent due to baseball. that soon. VI.P PUBLIC HEARINGS A. Rezoning Application ofa 7.51 Acre Parcel on. Johnson Street: The Planning Board at a special called meeting on February 6, 2014, approved a request to rezone property located along Johnson Street. The proposed property is being requested from an RA (Residential Agricultural) and C-3 to R20. zoning. After much discussion, the request was approved due to the fact that the rezoning request did follow our current Land Use Plan (Dated September 1979.) The Board of Commissioners set the public hearing for April 10, 2014. When adopting or rejecting any zoning amendment, the governing board shall also approve a statement describing whether its action is consistent with an adopted comprehensive plan and any other officially adopted plan that is applicable, and briefly 2 explaining why the board considers the action taken to be reasonable and in the public interest. Mayor Walter Weeks opened the Public Hearing to the Public. Mayor Pro-Tem Dr. Linda Robinson makes a correction to the direction on the application asking the applicant to change "Southeast" to' "Northwest." No one else being present to speak on the subject matter, Mayor Walter Weeks closed the Public Hearing. VII. OLD BUSINESS A. Consider Rezoning Application ofa 7.51 Acre Parcel on Johnson Street. Mayor Walter Weeks asked for a motion to approve the application. Mayor Pro-Tem Dr. Linda Robinson excuses herself from the voting process because she owns property attached to the parcel. Consider Conditional Use Permit Application Submitted by SCI Towers: The Planning Board at their regular scheduled meeting on April 3, 2014, recommended approval of the attached CU Permit Application submitted by SCI Towers. The application is to a 195 foot construct a cellular tower on Town property located on Lemon Street. The Board of Commissioners approved a lease agreement with SCI Towers at the March 13, 2014 regular meeting oft the Board. Ifapproved, a Public Hearing willl be set at the next regular meeting on May 8, 2014. Mayor Walter Weeks asked for a motion to approve the application and set the public hearing for May 8, 2014. Discussion on the Impact ofHealth Care Reform on the Town's] Health Insurance: Health care cost will be an important issue as our 2014-15 budget approaches. Allison Tolksdorf: from Jones Insurance came to address the board and answer any questions the 3 board may have about the impact of the new health care. law and how it is affecting groups differently. Ms. Tolksdorf explains that cost will no longer be based on the health conditions oft the employees, but by age instead. She will keep Town Manger Kenny Cole and Karen Wooten updated as much as possible on the possible changes that may C. Consider Proclamation Declaring April 6-12", 2014 as "The Week oft the Young Child" in Coats: Aubrey Stevens from The Harnett County Partnership for Children (HCPC) was present to talk about the proposed Proclamation. HSPC isa 501 O(3) non- profit, public/private organization designed to provide programs and services for young children ages birth to five and their families in Harnett County. HCPC and other local organizations, in conjunction with the National Association for the Education of Young Children (NAEYC), are celebrating the Week oft the Young Child. The Week of the Young Child is an annual celebration sponsored by the National Association for the Education of Young Children (NAEYC). Thej purpose oft the Week ofthe Young Childis to focus public attention on the needs of young children and their families and to recognize the early childhood programs and services that meet those needs. Consider Proclamation for "Animal Awareness Day" in Coats: Corinne Manes, the event coordinator was present to speak on the event. She explained what animal abuse was and how it can be prevented. She explained vendors would be present and vaccinations would be available for pets in the town. She asked the board to approvea proclamation to consider June 7", 2014 as "Animal Awareness Day" in Coats. Mayor Weeks asked for motion to approve the proclamation as presented. Discussion on Community Transformation Grant Program: Wes MacLeod from Holland Consulting Planners was present to explain the Community Transformation Grant Program. During the joint meeting on March 1,2014 with the Planning Board and the Board of Commissioners, the Board requested Mr. Cole to pursue updating our 1979 Land Use Plan. An RFQ has been prepared and forwarded tol Planning Consultants to begin the updating process. In 2011, the NC Division of Public Health was awarded $7.4 4 million as part oft the US Department ofHealth and Human Services' Community Transformation Grants. The grant will help support public health efforts in local communities to reduce chronic diseases, promote healthier lifestyles, reduce health disparities, and control health care spending. On March 13,2014, Mr. Cole requested funding to add the public health component to the Land Use Plan. The Town of Coats was awarded $10,000 grant assistance with Holland Consulting Planners to assist with the public health component. Whether the town decides to use Holland Consulting Planners to update the Land Use Plan or not, they will assist with this portion. F. Consider a Resolution for Speed Limit Reduction on North Orange Street: Mayor Walter Weeks and Town Manager Kenny Cole met with representatives from the NCDOT about the requested speed limit reductions in Coats. NCDOT requesteda resolution by the Board on North Orange Street since that portion lies within the corporate limits. This will change the speed limit from 45 mph to 35 mph. Consider Appointments to the Beautification Committee: At the March meeting, the Board voted to establish a short term beautification committee. The main purpose of the committee is to raise funds for the Towns Christmas Decorations. The following names have been submitted: Gary Denton, Amy Johnson, Eric Fann, Pat Godwin, Margaret Pope, Gwen Smith, Marilyn Ennis, and Jean Hudson. All other town within Harnett County has passed the proclamation and she asked that Coats do the same.
