The Town Manager stated a pre-development presentation by Tri Pointe Homes has been requested for tonight's meeting. Resolution 2022-06 has been prepared for discussion supporting the Aquatics Center. A closed session has been requested to discuss potential property acquisition. The current information is concept only and not construction. The plans show a sidewalk which would be in the TownofCramerton- March 17,2022-P Page 1 5 vicinity of the Veterans Memorial and parallel to the Centennial Center lawn area. An ADA compliant ramp would be installed. Sitting walls would be constructed. Commissioner Atkinson stated the plaza area would be leveled out. Commissioner Kincaid asked about possible use of permeable pavers and ift they could be paid for with ARPA funds. Mr. Fankhauser stated the concept plan is for concrete and permeable pavers would need to be tied into the stormwater system. Danny Watson with LaBella Engineering stated stamped concrete is being proposed. If permeable pavers are requested this will require a separate bid as this area will need a separate outfall. Commissioner Atkinson stated there may be some type of beautification grant the Town Mr. Fankhauser presented two design options for the proposed pocket park in the Timberlake neighborhood. At the entrance to Timberlake there is a road stub out which connects to the Courtyard at Cramerton neighborhood. Option 1 includes a walkway along with sitting space as part oft the park. There would be a ten-foot walkway which would be ai multi-use path. Option 2 includes similar amenities with a different style for the walkway. There would be retractable bollards to allow for maintenance. Mr. Fankhauser stated no other vehicular traffic would be allowed through the park. The Town Manager stated the Board allocated $15,000.00 to $20,000.00 forj pocket parks and to date there is over $10,000.00 remaining. Commissioner Helms asked if these designs are compatible with the Parks and Recreation Master Plan. Mr. Smallwood said yes. Commissioner Atkinson stated neighborhood feedback indicated preference for Option 1with the larger open areas with a reduction ofthe pathway from 10 foot to 81 foot. They asked that six feet be left open at the retractable bollards to allow: for golf cart traffic and wheelchairs. Benches are preferred over tables. Commissioner Kincaid asked about lighting. Dan Wallace, Timberlake resident, advised there is a light pole near this area. Mr. Smallwood stated an ADA parking space will be available. Dan Wallace stated a driyeway is located close to the stub out and an 8 foot pathway would make this entry lookl less likead driveway. Mr. Smallwood stated parking is not required as part ofp pocket parks. Commissioner Helms recommended that the Timberlake residents be informed about parking at the pocket parks. A motion was made by Commissioner Atkinson to approve Option 1 as the design concept with proposed changes for the' Timberlake pocket park. The motion was seconded by Commissioner Kincaid. The vote was 51 to Oini favor. Mayor Wills asked about the bids for the streetscape project. The Town Manager stated the streetscape bid would include the shade sails. Mr. Fankhauser stated no bid documents have been received for the shade sail area at this time. Commissioner Helms asked about the cost. Mr. Fankhauser: stated the cost for nine shade sails was $160,000.00 but the cost is higher at this time. Mayor Pro Tempore Neeley asked about the life span ofthe sails and durability. Mr. Smallwood stated the sails will be taken down and stored int the winter. The life span should be about 10 years. A motion was made by made by Commissioner Helms to proceed with approval oft the certified lowest responsive bidder and direct Cramerton legal counsel, Town Manager, and engineers to finalize the contract. The motion was seconded by Mayor Pro Tempore Neeley. Attorney Wolter stated there is a condition regarding the stub out for a guardrail to block this area at the proposed Timberlake pocket park. Action Item: Consider approval for) Eighth Avenue railroad underpass aesthetics improvement design by Viz. A proposal for $2,900.00 for Viz Design to create an aesthetics improvement rendering for the Eighth Avenue railroad underpass. Mr. Fankhauser stated he has worked with other municipalities about concept designs and beautification. Mayor Wills asked Mr. Fankhauser if he had reviewed the railroad's concepts. Commissioner Helms stated functional use is different from beautification. Commissioner Atkinson spoke about the lack of guardrails along the raised sidewalk. He said a request needs to be made to the railroad about this issue as iti is a safety concern. Commissioner Helms stated he was not in favor of moving forward tonight with this request. Commissioner Atkinson stated he was in favor of moving forward. Commissioner Kincaid stated this is $2,900.00 for underpass enhancements but the Board chose not to spend $2,500.00 for a safety issue with speeding on. Eighth Avenue. No. action was taken by the Board. ii. Pre-development meeting: Bridget Grant presented information to the Board regarding a proposed development off Wilkinson Boulevard by Tri Pointe Homes. The developer is seeking conditional zoning for 28 acres off of Wilkinson Boulevard that is divided by Cramerton Village. The current zoning is B-3. They are proposing 83 single-family units ranging in price from the high 300's to low 400's. Homes would be possibly brick or: stone. Commissioner Atkinson asked if this project would mirror the Town's Land Use Plan. Mr. Watkins said yes. Commissioner Kincaid said he would like to see some typeofmillhouse: style used. A: In2016 the' Town adopted the Wilkinson South Small Area Plan which was a study of the Wilkinson Boulevard/Lakewood Road area. The need for this plan was identified in the Build Al Better Boulevard Plan from 2015. The Small Area Plan identified a mix of uses in this area. The intent oft the district was to allow development that was consistent with the Small Area Plan to occur by right, meaning that no additional zonings or Commissioner approvals would be needed to iii. Public Works ( Cramerton Downtown Siormwater/Parainglrent Space Capital Project Action Item: Consider approval of the certified lowest responsive bidder and direct Cramerton legal counsel, Town Manager, and engineers to finalize the contract. Three bids were received. The Town Manager stated Draw Enterprises was the apparent lowest bidder. Danny Watson with Labella Engineering advise the Board that Draw Enterprises was nota a qualified bidder. The next lowest bidder was Site Services ofthe Carolinas, LLC for $785,968.05. The preliminary budget for the project was $800,000.00. Danny Watson stated there is a5 percent contingency included. Due diligence will; be completed by Labella Engineering on this bidder and the Board can vote at a future meeting. The Town Manager recommended a special called meeting be scheduled for Wednesday, March 23rd, at 5:30 p.m. The Board agreed to meet on Wednesday. A newspaper notice will be published. b. Planning and Zoning i. Traffic Calming 1. Action Item: Consider Eighth Avenue traffic calming review proposal from Kimley-Horn and Associates. Staff has reached out to NCDOT regarding the possibility of Division 12 participating in a traffic calming study/review of the intersection and traffic light at Eighth Avenue and Tenth Street. Upon an official request from the Town, NCDOT Division 12 said they would be able to do a study/review oft this intersection and provide options beyond the existing standard traffic signal. The Town would then need to request any changes based on the outcome of the study. The study time period and report back to the Town would take approximately 2 to 4 months. There would be no costs incurred. A motion was made by Commissioner Helms to approve a traffic calming/review, study of the intersection of Eighth Avenue and Tenth Street by NCDOT Division 12. Update regarding Helix R sculpture project price projections, BOC review and potential direction to staff. The Town Manager stated he spoke with Jerry Roche, ABC Board chairperson, about a possible donation. Mr. Roche stated he would 1. Action Item: Consider approval of youth ambassador to the Community Committee. A motion made by Mayor Pro Tempore Neeley to appoint Noah Andrews as the youth ambassador to the Community Committee. The Board stated they liked this concept as it works similar to the Big Board. Commissioner Helms asked if the Board agreed on the proposed goals and the answer was yes. Commissioner Atkinson stated the goals should align with each of the Board member's interests. Mayor Wills stated further discussioncould be held next week. The Town Manager stated this concept would offer availability to form ad hoc committees such as a streetscape committee. Any expenditures would have to be approved by the Board. The Town Manager stated he recently approved aj purchase requisition for several items for the Parks and Recreation Department. Mr. Smallwood said air hand dryers have been installed in the bathrooms. Mayor Wills stated he would like to be involved with communication. He stated he had recently sent out his take this request to the ABC Board. ii. Community Committee iii. Goals and Objectives first letter as Mayor. Resolution #2022-06: A motion was made by Mayor Pro Tempore Neeley in support of Resolution #2022-06 supporting the Gaston Aquatics' acquisition in the Town of Cramerton for the purpose of constructing an Aquatics Center. The motion was seconded by Commissioner BIG BOARD: Staff is reaching out to NCDOT regarding project coordination of Wilkinson Boulevard/Market Street improvements. Staff is also working with Sign Connections about wayfinding signage to implement Phases 2 and 3 for monument and park signs. Senator Tillis's office has the documentation in order to send al letter to the EPA: regarding the application for the Brownfields Grant. Commissioner Kincaid asked about the status oft the conveyance easement for thel historic Baltimore School. This conveyance easement will be placed on the March 24th special Ramsey. Parks and Recreation: Mr. Smallwood stated due to the construction zone in the downtown area during the timeframe oft the Independence Day Celebration, there will not be any activities scheduled in that area. Ared balloon will bej placed on Goat Island as the indicator for the location oft the fireworks site. A celebration is being planned for when the final construction work has been completed at the Centennial Center. An Arbor Day Planning and Zoning: The Planning Director stated the Land Use Plan will be brought tot the Board in April, Thel Land Use Plan was approved by the Planning and Zoning Board at their last meeting. The Codel Enforcement Officer has been working with Gaston County and cases have been started on two houses located off of South New Hope Road. Mr. Watkins stated he will print off copies of the Land Use Plan for anyone who would like a copy. She stated she was excited for the appointment of Noah Andrews Commissioner Helms stated he visited twenty businesses on Market Street and Wilkinson Boulevard to deliver a letter inviting them to the Montcross Emerge event on the 24th. He stated the owner oft the new mattress store was very friendly. Commissioner. Helms encouraged everyone on the Board to take time to meet the owner. A QR code was placed on the letter to encourage Commissioner Kincaid offered kudos to the Planning Director for his work on the Lakewood Overlay and working with the developers to match the Town's Small Area Plan. He stated that the Villages at South Fork would be holding their homeowner'si meeting at the Belmont City Hall Commissioner Atkinson stated there was an article in today's Gaston Gazette about the county's spring cleaning they offer twice a year. He stated this might be an idea the Town might want to consider. The Code Enforcement Officer advised that the Town works with Waste Management to deliver dumpsters for citizens to use for bulk items outside of the weekly service that Public Works already offers. Commissioner Atkinson stated he was going to reach out to NCDOT about signage to advise drivers of what the "Share the Road" on Cramer Mountain Road indicates. Mayor Wills encouraged everyone tol bei involved with the upcoming Montcross Emerge event. Agenda Items Not Requiring a Public Hearing: a. Public Works Cramerton Downtown Stormwater/P Parking /Event Space Capital Project. 1. Action Item: Consider approval of the certified lowest responsive bidder and direct Cramerton legal counsel, Town Manager, and engineers to finalize the contract. A memo was provided listing the three responsive bidders along with the bid tabulations. The bids were Draw Enterprises, Inc. at $598,615.50; Site Services of the Carolinas, LLC at $785,968.05; and Showalter Construction Company, Inc. at $975,791.25. Danny Watkins, engineer with Labella, stated that Draw Enterprises was the lowest bidder but could not be certified for this project. He stated Site Services of the Carolinas, LLC received high recommendations. Commissioner Ramsey asked about the timeline. Mr. Watkins said construction should begin at the first of April with completion ini mid tol late August. The shade sail area should be completed in September. Commissioner Atkinson asked about the curb cut on Eighth Avenue and the construction entrance. Mr. Watkins stated at temporary entrance off of Eighth Avenue is being recommended to avoid construction traffic on Center Street. The current entrance off of Eighth Avenue could be utilized. Ninth Street will need to be closed at some point during the construction and detour traffic. The Town Manager stated citizens and businesses will be advised in advance of any construction detours and delays. The Town Manager stated the Public Works Department recently striped the parking lot and added bumpers at Town Hall near the railroad tracks. Action Item: Baltimore School Easement Agreement. Attorney Wolter stated this easement agreement is to ensure that the Baltimore School structure will be kepti in adequate condition and: retain its historic landmark status. Commissioner Atkinson asked if the Town was responsible for maintenance. Attorney Wolter stated the Town is not responsible for maintenance but this easement agreement would allow the Town onto the property ifiti is not being properly maintained. The Town would be able to place a lien on the property and bill the property owner for any repair work. The Board asked that Fred Glenn, current property owner, be asked that the Town be offered the first right of refusal should thej property be considered for sell orifa a breach happens with the upkeep of the property. While for years we did not realize its full potential and mistreated the river, we must remember its natural beauty and protect the river for all to enjoy. Next, Iwould like to applaud the Land Planners for their thorough process and public involvement for this project that will carry us forward to the next Projected road congestion is expected to increase dramatically given the growth of Gaston and Cleveland County along the 1-85 corridor & Hwy. 74 Itis also important to note that the Belmont-Mt. Holly Loop is not included in the 2050 MTP fiscally constrained project list. Iti is only included as an "unmet needs" project. This project has not been fully vetted by the citizens of Gaston County and the residents of the Town of Cramerton. This new loop is only for the benefit of Belmont, past 30 years of building and their next ten years of growth projected to be 5,300+. The Current Road plans have this "Loop" ending at the Upper Armstrong Ford Rd. ten years. (East/West) traffic. The best we can do with this Loop is to remove it from the STIP and gather Ninety-eight percent of Cramerton Residents live in and commute out. Approximately 40% commute to Charlotte and that does not count the traffic from South Carolina, Union/New Hope Rd and SE Gastonia. Traffic has increased since COVID and the increase it greater than the pre- COVID levels. Traffic volumes on I-85, pre-COVID were increasing every year after the Great Recession and peaked at 151,000. All the roads around Cramerton have increased in traffic and we have not added any new connection roads since I moved to the South Point Township in 1988. Walking and biking is a great goal and Cramerton has and will continue to improve this form of transportation. At this time the roads where I once road all our support for the Catawba Crossing. 1 26 my bike are now too heavily traveled, too narrow for the increase in traffic and downright dangerous of any age biker, walker or skate boarder. While Cramerton and the GCLMPO have been working on improving the roads listed under, "Planned Improvements" the funding has been stopped for three years, restarted and recently stopped again due to lack of revenue to NCDOT. They have reached the floor and are required by the legislature tos stop all project not currently underway and cut expenses right away. Our "new" roads are always tomorrow. The last Town of Cramerton Land Plan was completed and presented in 2011. The word was density, apartments, townhouses, condominiums and small lots. Given that our roads have remained static since before 1988 and we have experienced two housing booms.
