TOWN OF COATS Board of Commissioners October 9, 2014 7:00 p.m. OFFICIAL MINUTES L.A ABSTRACT: A regular meeting of the Board of Commissioners was held Thursday, October 9, 2014 at Town Hall Board Room. II. ROLLCALL: Mayor Walter Weeks, Commissioner Allen Mosby, Commissioner J. C. Allen, Commissioner John Raynor, and Commissioner Jerry Beasley were in attendance. Mayor Pro-Tem Dr. Linda Robinson was not present. Attorney Al Bain was present. III. CALLTOORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Walter Weeks delivered the invocation as well as lead those in attendance in the Pledge of Allegiance. Mayor Weeks then asked for a motion for approval of the agenda. ChiefofPolice Jeremy Hall was. helping the Chamber of Commerce set up for Rebecca Dallamura from the Coats Library explained that people were very excited about the Library relocating to Town Hall. Town Manager Kenny Cole updated the Board on the status of construction stating there had been some sheet rock issues, but that should be Town Manager Kenny Cole informed the Board that he provided them with Ebola Education that followed Harnett County protocol. Commissioner John Raynor said to keep a close eye on information from the CDC because information changes. Mr. Cole stated that Attorney Al Bain contacted the county GIS about the lady who owned 109 Orange St. This property has been passed on from estate to estate and is very difficult to trace. Mayor Weeks assumed there are back taxes on the property. Mr. Cole was asked Commissioner Allen Mosby asked how the water department was doing since we stopped tagging doors. Town Clerk Cortney Zwirn explained that they tagged people who had never been late as a courtesy to remind them that their water was going to be shut off. They had received some phone calls from people asking why they didn'treceive tags, but Mayor Walter Weeks asked about the trees being cut down by Progress Energy, and he was informed this would be started in the following weeks after Farmer's Day. Farmer's Day. finished by the following Tuesday. to update on this item and add it to the next agenda. other than that it seemed to be going well. VI. OLD BUSINESS A. Demolition of Structure Located on 25 North Ida Street: At the September 11, 2014 meeting, the Board awarded a demolition company the bid to remove the house located 2 on 25 North Ida Street. The property owner removed the home on October 3, 2014. The B. Farmer's Day Event: Town Manager Kenny Cole referenced back to the September meeting when Pat from the Chamber of Commerce was here explaining the events of Farmer's Day. He reminded the Board oft the Parade at 1pm on Saturday and asked ifany Commissioners wanted to: ride in the parade, and ifso to please let him know. He also informed the Board that there were: no yard sales approved during Farmer's Day weekend Town had no expense in the demolition. and this was stated in the ordinances. VII. NEW BUSINESS A. Consider Zoning Amendment Recommendation from the Planning Board to allow the operation of Solar Farms within the Town of Coats Jurisdiction: Town Manager Kenny Cole attached aj proposed amendment to the Zoning Ordinances addressing Solar Farms. The Planning Board approved this at their October 2, 2014 meeting. A Solar Farm would be considered an Essential Service (class III). Mr. Cole also attached some. history on Solar Farms. Beth Trayhose came to speak to the Board about the Solar Farm she was interested in located in Coats, She is interested in about 30-50 acres. She explained it was a great source ofe electricity because it is clean, quiet, and renewable; it only operates when the sun is shining, it does not create dust, and it can add income for families that allow the farms to be located on their land. It also adds to the tax bass. It has less risk than regular farming. The Mayor expressed concern about being sO close to the wetlands and keeping the grass cut at the solar farm. She explained the wetlands are not an issue and the grass can be easily maintained.
