TOWN OF COATS Board of Commissioners February 12, 2015 OFFICIAL MINUTES I.A ABSTRACT: Ar regular scheduled meeting oft the Board of Commissioners was held on February 12, 2015 in the Board of Commissioners Meeting Room at Coats Town Hall. II.R ROLLCALL: Mayor Walter Weeks, Commissioner Allen Mosby, Commisioner)CAlen, Commissioner. John Raynor, Commissioner Jerry Beasley were in attendance. Mayor Pro-Tem Dr. Linda Robinson was absent. III. CALLTO ORDER: Ad quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Weeks delivered the invocation and led those in attendance in the Pledge of Allegiance. Attorney Alton Bain was present. Mayor Weeks requested to make a change on the agenda, adding Souper Bowl 5K Fun Run RESOLVED, to accept agenda change adding Souper Bowl 5K Fun Run update to Item III MOTION BY: COMMISSIONER RAYNOR: SECOND BY: COMMISSIONER MOSBY APPROVED, AYES (4), COMMISSIONERS MOSBY, ALLEN, BEASLEY AND RAYNOR update to Item III-A NOES(0) IV. MANAGER & COMMITTEE REPORT: A. Souper Bowl 5K Fun Run Update. Bob Hedrick gave an update on the 2nd Souper Bowl 5K Fun Run which was held on. January 31, 2015. Mr. Hedrick stated that there were 236 participants and raise $9,000 for the "His Daily Bread Community. Soup Kitchen". Mr. Hedrick thanked the police department and the Board for the support and his appreciation for a successful event. B. Department Updates: Town Manager Kenny Cole informed the Board of upcoming dates. Coats Elementary School - Readers Day - March 27, 2015 Mr. Cole updated the board concerning the Land Use Plan meeting on January 22, 2015. He shared the importance of advertising and getting the community involved for the remaining meetings. VI. NEW BUSINESS: A. Swearingi in of New Town Clerk. Mayor Weeks presented the Oath of Office to ther new appointed Town Clerk, Karen Wooten. B. Harnett County Animal Control Report. Director of General Services Barry Blevins presented a 2014 Year End Animal Control Report which is provided by Harnett County. Mr. Blevins shared new animal services that are provided by the County. C.Review of 2015-2016 Budget Calendar. Town Manager Kenny Cole presented the Board with at tentative Budget Calendar. Mr. Cole suggested for the budget retreat to be held at the Town Hall on March 14, 2015 at 8:00 am. (Reference #1) Ordinance. Mayor Weeks stated that this would bet the time to discuss the Clerk/Treasurer Town RESOLVED, to adopt 2015-2016 Budget Calendar. MOTION BY: COMMISSIONER RAYNOR: SECOND BY COMMISSIONER MOSBY. APPROVED, AYES (4) COMMISSIONERS MOSBY, ALLEN, BEASLEY AND RAYNOR NOES (0) D. Discussion of Coats January Financial Dashboard. Town Clerk/Treasurer Karen Wooten presented a financial comparison of revenue and expenses of January 2014 and January 2015. Information given to the Board also included the Town's CD balances and an update on USDA loan balance, which as of January 12, 2015i is $242,900. The Board discussed the importance of the dashboard information and requested that this report be given to the Board on quarterly bases. (Reference #2) VII: OLD BUSINESS A. Board and Committee Vacancies. Town Manager Kenny Cole requested that the following be appointed to serve on Planning Board. Vickie Abate and Magdalene Pleasant Town Manager Kenny Cole requested that the following be appointed to serve on the Cemetery Board. Amy. Johnson. Mr. Cole informed the Board that there was still one opening for the Planning Board. RESOLVED, to appointed to the Planning and Cemetery Board as presented. Town Manager Kenny Cole informed the Board that the Library will be closed the week of January 23 due to the relocation. Mr. Cole stated his thanks to the County for all their assistance in making the move possible. Mr. Cole also shared with the Board that the open house for the Library willl be on March 12*h at 6 pm prior to the regular schedule Board meeting. It was discussed that the Town Hall would be opened for anyone to tour also. VII!: PUBLICFORUM. Mayor' Weeks opened the Public Forum, hearing none the Public Forum was closed.
