Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn RiersonMichael. Assistant Town Manager. Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALL1 TO ORDER Mayor Knox called the meeting to order at 6:00p p.m. Town Manager. Justice was absent from the meeting. ANNOUNCEMENTS Town Clerk Betsy Shores announced the following: All property owners in Davidson should have received a Notice of 2023 Real Estate Assessed Value representing the reassessed value of their property. If property owners do not agree with the new All Town of Davidson offices, including the Town Hall and Community Center at 251 South Street, will close April 7 in observance of Good Friday. The Davidson Public Safety building at 216! South Main Street remains closed to the public during its renovation. We will re-open Monday, April 10 for our regular 8:00 a.m. to! 5:00 p.m. business hours. The motion passed unanimously (5-0). Approval of February Draft Meeting Minutes Approval of Tax Levy Adjustment South! Street Public Art Project- Public Plaza Approval of Budget Amendment 2023-16 for Anonymous donation to the Arts Project Fund for a251 Commissioner Mattison-Brandon made a motion to approve consent agenda items (a), (b), and (c). The motion passed unanimously (5-0). BUSINESSITEMS (a) Economic Development Director Kim Fleming discussed with the board the proposed Davidson Social Districts. State law has enabled towns to create social districts under prescribed conditions. A social district is a defined outdoor area where alcoholic beverages, sold by an establishment licensed for the sale of alcoholic beverages for on-premises consumption, may be consumed. The creation ofa a social district(s) is an implementation item from the approved Downtown Small Area Plan. The Town of Davidson would like to create 2 social districts: Davidson Social District/Main Street and Davidson Social District/Circles. The board provided additional feedback and will continue to discuss the proposed (b) Assistant Town Manager Austin Nantz reviewed with the board the Davidson Town Hall and Community Center Usage Policy. Davidson Town Hall and Community Center was made possible byt the issuance of voter approved General Obligation Bonds in 2019. Thel building, originally constructed in 1948 consists of three stories and includes 32,245 total square feet. Town offices with the exception of Police, Fire and Public' Works, are all now under one roof at 251 South Street. Multiple spaces available for community use includes four community rooms, including the preserved classroom, al large open space on the lower level, and an auditorium. The Town Hall and Community Center Facility Usage Policy districts at the April 25 meeting. includes terms and conditions for the usage oft the space and rental rates. The Davidson Parks and Recreation Department will manage the facility rentals. Commissioner Campbell made a motion to approve the Town Hall and Community Center Facility Usage Policy with the additional modification to amend #2 regarding damages and/or terms and amend the FY2023 Fee Schedule. The motion passed unanimously (5-0). (c) Assistant Town Manager Austin Nantz reviewed with the board a request from the 251 South Street Steering Committee to amend Resolution 2023-11 to allow for an extension ont thei timeframe to solicit adequate community engagement and for use oft the gymnasium north and south open spaces int the scope to determine the best use oft the site. Commissioner Dellinger made a motion to amend Resolution 2023-11 251 South. Street Steering Committee Charge to extend the timeframe until September 30. The motion passed unanimously (5-0). The open spaces near the gymnasium will not bei included in the scope in order to retain those areas for (d). Approval of Budget Amendment 2023-17 Climate Action Plan was moved from the consent agenda to business items fori further discussion. Assistant Town Manager Austin Nantz discussed with the board ap primary strategy under Goal E. Sustainability and Natural Assets oft the Board's. 2022-23 Strategic Plan is the creation of a Climate Action Plan. The Town issued an RFQ on January 27,2023 and Blue Strike Environmental was selected to complete this work. For this project, Blue Strike will build on the Town's existing efforts to create a Climate Action Plan which will include a set of Green House Gas mitigation goals, policies and objectives. This agenda item requests Board approval ofa a budget amendment to reallocate the $50,000 that was originally included in the FY23 budget ordinance for the Parks and the repair and restoration of the gymnasium. Recreation Master Plan. Commissioner Dellinger made a motion to approve Budget Amendment. 2023-17 Climate Action Plan. The motion passed unanimously (5-0). SUMMARIZE MEETING.
