351 CONCORD CITY COUNCIL SPECIAL 2nd WORK SESSION MEETING AUGUST 23, 2022 The City Council for the City of Concord, North Carolina, held a special City Council 2nd Work Session in the 3rd floor City Hall Council Chambers located at 35 Cabarrus Ave, W, on August 23, 2022, at 11:00 a.m. with Mayor William C. Dusch presiding. Council members were present as follows: Members Present: Council Member Andy Langford Council Member Betty M. Stocks Council Member JCI McKenzie Council Member Jennifer Parsley-Hubbard Council Member John A. Sweat, Jr. Mayor Pro-Tem Terry L. Crawford Council Member W. Brian King Others Present: Members Absent: City Manager, Lloyd Wm. Payne, Jr. Assistant City Manager, LeDerick Blackburn Assistant City Manager, Pam Hinson City Attorney, Valerie Kolczynski City Clerk, Kim J. Deason Mayor Dusch called the meeting to order. Audiovisual Training 1. The Public Relations and Projects Manager, Lindsay Manson, and Technologies Edge Director, Charlie Bridges, conducted training fori the! Mayor and Council regarding the new AV system. 2. CDDC and Streetscape update Itwas the consensus of the Council to move this discussion to the October 25th 2nd Works Session. 3. Solid Waste and WastePro update The Solid Waste Director, Robin Barham, provided an update on the last and final agreement between the City of Concord and WastePro. 4. Discussion regarding the discontinuation off funding General Fund monies to The City Manager stated staff has drafted al letter based on feedback from the Council. Council Member Stocks stated, in her opinion, the City continue to support agencies that provide services that the City also provides. She stated shet feels the process to apply for local non-profits Mayor Dusch provided history of how the Arts Council was formed. funding should be revised. 352 Council Member Langford stated his concerns are the amount of money given each year Discussion was held as to how to determine how a non-profit would align to the mission of Itwas the consensus of the Council to continue this discussion at the September 6, 2022 City Council Work Session in order for all the Council to be a part of the discussion. Ar motion was made by Council Member McKenzie and seconded by Council Member Parsley-Hubbard to conduct a closed session in accordance with N.C. General Statute 143-318.11(a)3) to consult with an attorney and to protect the attorney-client privilege- and the Council should understand the primary mission of the City. the City. the vote: all aye.
