April 25, 2023 FOURTH TUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, April 25, 2023 in the Town Hall and Community Center Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Town Manager. Jamie. Justice, Assistant Town Manager. Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy! Shores were also present. CALLTO ORDER Mayor Knox called the meeting to order at 6:00 p.m. ANNOUNCEMENTS Town Clerk Betsy Shores announced the following: Great job to everyone that completed the 6 week Mayors' Fitness Challenge! Huntersville was awarded the "Fittest Town" for 2023. We are proud of Team Davidson who went from an average of4 418 minutes/week to week 6 being 600 minutes/week. No other team increased their minutes each week. This week, thet town began activating the new HAWK: Signals at the Circles@30 to provide residents and visitors with safer crossing options at particularly busy intersections near the roundabouts and I-77.The signals on Griffith Street nearest to Davidson Day School and Milkbread, as well the Harris Teeter Gas Station and Two Harbour Place were activated on Monday, April 24. The signals on Griffith Street near the Homewood Suites and Han-Dee Hugo's BP are tentatively slated to be activated in early May. HAWKS work the same as other button-activated traffic signals, either by pushing al button ora an automatic: sensor, which directs the person walking or biking to wait for1 the signal to change and traffic to stop allowing them to cross safely. For a driver, the HAWK: signal appears differently than other traffic lights. At rest, HAWKS remain dark. Once triggered, it will then go through a series of yellow and red sequences requiring motorists to slow down and stop. After the people walking and biking cross, the HAWK will go dark again, allowing motorists to continue through the intersection. The Town's Earth Day Celebration was rescheduled from this past Saturday, April 221 to this Saturday, April 29 from 10:00 am - 1:00pm on the corner of Concord Road and Lorimer Road, near the Town Green. The Earth Day Festival willi include a series of family-friendly, hands-on learning zones! Also this weekend, celebrate. April is for Arts in the Town of Davidson. BUSINESSITEMS (a) Economic Development Director Kim Fleming continued discussing with the board the proposed Davidson Social Districts. The creation of a social district(s) is an implementation item from the approved Downtown Small Area Plan. State law has enabled towns to create social districts under prescribed conditions. A social district is a defined outdoor area where alcoholic beverages, sold by an establishment licensed for the sale of alcoholic beverages for on-premises consumption, may be consumed. The Town of Davidson would like to create 2 social districts: Davidson. Social District/Main Street and Davidson Social District/Circles. This item was previously discussed at the March 28 meeting. The board will consider approval oft the Davidson Social Districts at the May 9 meeting. (b) Housing and Equity Director Eugene Bradley discussed with the board an update on the Affordable Housing Needs Assessment Implementation Strategy. Int the fall of 2022, as strategic working group of stakeholders held a planning session to begin developing an Implementation Strategy for the Needs Assessment. Staff has continued to refine and develop thei framework behind the implementation strategy. The Needs Assessment identified at total need of 878 units. This was reduced to 7901 total units by the strategic working group as al Big Audacious Goal. Staffi is recommending a 10-year goal of5 592 units. The greatest need exists withi individuals earning less than 80% of AMI, specifically with rentals. This is the most difficult group to serve because of rising housing costs. Rental units can be provided ina a variety of waysi including developing town owned land, providing developer incentives, establishing The goal oft the implementation strategy is to educate, create, preserve, and support the affordable housing program. The program's focus shifts to more rental units at less than 80% AMI from homeownership units in1 the 80-120%. AMI range. It also outlines the proposed funding approach necessary to support the implementation strategy. Leveraging other funds and working with our partners is critical. The board will consider approval oft the Affordable Housing Implementation Strategy (c)7 The Town purchased five houses in 2019 using payment in lieu (PIL) funds from the Affordable Housing Fund. This funding came from developers and not from tax dollars. In August of 2019, four single-family houses, including 144 Mock Circle, were purchased together fora at total of $820,000. The Town's initial plan was to purchase these homes, make renovations, and sell them with deed restrictions tor maintain affordability. The desired outcome of this approach would be to return a sizeable portion of the Town's initial investment back to the Affordable Housing Fund. Of the five houses purchased, three oft them have been continuously rented for the past three years. Tenants have recently made the property partnerships, and creating a rental subsidy program. at the May 23 meeting. decision to vacate 144 Mock Circle. Housing and Equity Director Eugene Bradley recommended continuing to rent the unit to a qualified household for an initial one-year term with a month-to-month option beyond that, ifa applicable. Lake Norman Realty, the current rental management company, will continue to administer the rental selection process and subsequent management oft the property. Commissioner Dellinger made a motion to continue to rent 144 Mock Circle until aj final decision is made by the Board of Commissioners after the Town owned properties are evaluated and a recommendation has been made. The motion passed (4-1)with Commissioners Dellinger, Fay, Mattison-Brandon, and Rierson Michael voting yes and Commissioner Campbell voting no. SUMMARIZE MEETING. ACTION ITEMS Town Manager.
