TOWN OF COATS Board of Commissioners July 9, 2015 OFFICIAL MINUTES . ABSTRACT: Ar regular scheduled meeting of the Board of Commissioners was held on July 9, 2015 in the Board of Commissioners' Meeting Room at Coats Town Hall. II. ROLLCALL: Mayor Walter Weeks, Commissioner. JCAllen, Commissioner John Raynor, Commissioner Jerry Beasley and Commissioner Allen Mosby were in attendance. Mayor Pro-tem Dr. Linda Robinson was absent. III. CALL TOORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00, p.m. Mayor Weeks delivered the invocation and led those in attendance in the Pledge of Allegiance. Attorney Stacy' Weaver was present. Amend Agenda to eliminate under New Business item A. Approval of Town Purchasing Policy. RESOLVED, to accept Agenda as amended. APPROVAL OF CONSENT AGENDA: RESOLVED, to accept Consent Agenda. Disposal of Town Property - 243 McKinely Street. Town Manager Kenny Cole updated the Board that Bids will be opened on. July 14, 2015. Mr. Cole informed the Board that this has been posted at the Library property, local newspaper, facebook and on the Town's website. The Board instructed Mr. Cole upon evaluation of the Bids, to have a special called meeting sO the Board could be informed which would allow them to make any actions that may be needed. VI. NEW BUSINESS: A. Closing of Streets Requested by Coats Chapel Free Will Church. Town Manager Kenny Cole informed the Board that the Coats Chapel Free Will Church has requested street closures for their church anniversary on. July 25, 2015 from 12 until 61 p.m. The streets requested are East Lemon and North Mason Streets. RESOLVED, to close East Lemon and North Mason Streets on July 25, 2015 from 12 until 6 p.m. MOTION BY: COMMISSIONER RAYNOR: SECOND BY: COMMISSIONER MOSBY APPROVED, AYES (4), COMMISSIONERS ALLEN, BEASLEY, MOSBY AND RAYNOR NOES(0) B.C Contract Extension with Waste Industries for Recyclables. Town Manager Kenny Cole presented the contract extension with Waste Industries. Mr. Cole confirmed with the Board that this is a one (1) year contract to collect the Town's recyclables. Mr. Cole informed the Board of a meeting scheduled with Waste Industries on. July 17,2015to discuss concerns with their service. (Reference #1) RESOLVED, to approve contract with Waste Industries pending issues of services being address. Town Clerk Karen Wooten presented the Board with updated cash and CD balances as. June 30, 2015. (Reference #2) VII. MANAGER & COMMITTEE REPORT: Town Manager Kenny Cole reminded the Board of the Bid date for the town property -July 14, 2015 and also the upcoming Land Use Plan meeting on. July 13, 2015. Mr. Cole informed the Board that Parks and Recreation Director Mike Collins was out of town with Coats 10U softball team completing in the Dixie Youth tournament. Librarian Director Rebecca DallaMura shared with the Board of the increase of participants using the Library and feels this is due to the extended hours. Assistant Public Works Director Rodney Pleasant thanked the Board for the opportunity as the Assistant Public Works Director and stated that he will work hard for the Town. He assured the Board that the public works department continues working hard to keeping the Town looking and operating well. VIII. PUBLICFORUM: Mayor Weeks opened the Public Forum. Keith Gregory, 410 Dauphine Street, Fuquay Varina shared with the Board his concerns of renting property in Coats. Mr. Gregory stated that it is difficult to rent due to the Towns Zoning Mayor Weeks suggested to Mr. Gregory to attend Monday night's Land Use Plan Meeting. Ordinance concerning Churches.
