May 23, 2023 FOURTH TUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, May 23, 2023 int the Town Hall and Community Center Board Room. Present were Mayor Rusty Knox and Commissioners Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Assistant Town Manager Austin Nantz, Town Attorney Mary Ann Swan, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. Commissioner Mattison Brandon was present via zoom. ANNOUNCEMENTS Town Clerk Betsy Shores announced the following: All Town of Davidson offices, including the Town Hall and Community Center at 251 South Street, will close Monday, May 29 in observance of Memorial Day. The Davidson Public! Safety building at 216 South Main! Street remains closed to the public duringi its renovation. We will reopen Tuesday, May 30 for our regular 8:00 a.m. to 5:00 p.m. business hours. In observance of the holiday, Waste Pro will be on a one The 251 South Street Steering Committee invites all citizens to participate in four public input sessions held at locations throughout the town. The committee has been charged by the Board of Commissioners tos seek public input to assist in developing a master plan for the property located at 251 South Street, specificallyt the 2+ acres located behind the Town Hall and the historic gymnasium. This group would like as much of the community feedback as possible to make sure their recommendation reflects the whole day delay. community. Jessica's first dayy with the town was on May 15. Mayor Knox read proclamations for National Gun' Violence Awareness Month, Tourette! Syndrome Awareness Day, and Memorial Day. CHANGES/ADOPTION OF1 THE AGENDA No changes to the agenda. Commissioner Campbell made a motion to adopt the agenda. The motion passed unanimously (5-0). PRESENTATIONS (a) Davidson Veterans' Monument Committee Members Tom Leonhart and Chris Sheehan presented an update to the board ofcommissioners including the committee'srecommendation of the Post Office The Town Board established the Davidson Veterans' Committee and provided the following direction at Plaza as the site for the Davidson Veterans' Monument. their September 22, 2022 meeting: The path forward will include a steering committee comprised of volunteers from this meeting. The steering committee will recommend a monument rendering, site selection, and budget. Utilizing a starting budget of $25,000 from the Davidson Public Art Commission, any additional funds will need to be raised through private fundraising efforts by the committee. Town staff will support the work of the committee, facilitate processes for accepting funds, and coordinate any required approvals. Next steps include fundraising $250,000, selecting an artist, and completing the project. (b) Project Manager Doug Wright and Vision Zero Action Plan Consultant Lauren Blackburn, from VHB, presented an update on the Vision Zero Action Plan. Together, Davidson staff, residents, and visitors will create a culture of safety that prioritizes the lives of road users. The Vision Zero Action Plan outlines the projects, policies, and ongoing communication efforts the Town willi implement that foster a shared understanding and responsibility for safety. Town's Management Team will actively work on design for increased visibility of safety zones for Educational promotion tol local citizens summer 2023, measures in place and active prior to (c) Police Chief Kimber Davidson and CriSys: staff Allison Pastirik and Deja Anderson gave a presentation ont the Co-Responder Program. The Town began discussions about implementing a mental health co- responder unit with the Davidson Police Department (DPD) several years ago. The ARPA public engagement: sessions confirmed that this type of program is a priority to the residents of Davidson. The Town recently executed a contract with Crisys, a mental health services provider out of Charlotte, to establish a pilot program funded by ARPA and general fund dollars. Workingi in conjunction with DPD, CriSys will provide co-responder support for mental health, substance abuse, and situational crisis intervention services including on-scene assessments, de-escalations, and connection to resources. The co-responder program will provide the Town of Davidson with more rapid response to crisis situations, follow-up services to community members, and assist with building a positive relationship with a mental health clinician. PUBLIC COMMENT public comment period. The public comment period opened at 7:26 p.m. and closed at7:34 p.m. Two people spoke during the Steve Sonnenberg spoke about the town departments and commended the Civics 101 program, the proposed traffic island at the intersection of Main! Street and Griffith Street, the ARPA framework, and Connie Wessner left a voicemail about the Affordable Housing Program and the partnership with the MI-Connection funds. Davidson Housing Coalition. PUBLIC HEARING The board held a public hearing on1 the FY2023-2024 Budget and Economic Development Expenditures per NCGS 159-12(b) and NCGS 158-7.1. Commissioner Campbell made a motion to open the public hearing at 7:35 p.m. The motion passed unanimously (5-0). Finance Director Piet Swart reviewed the FY2023-2024 Manager's Recommended Budget. Three people spoke during the public hearing. Commissioner Campbel! made a motion to close the public hearing at 7:56 p.m. The motion passed unanimously (5-0). CONSENT AGENDA Approval of April Draft Meeting Minutes Commissioner Dellinger made a motion to approve the consent agenda. The motion passed unanimously (5-0). BUSINESS ITEMS (a) Housing and Equity Director Eugene Bradley presented an update on the Affordable Housing Needs Assessment implementation Strategy. The framework behind the implementation strategy is to educate, create, preserve, and support along with its accompanying programs. The program's focus shifts to more rental units at less than 80% AMI from homeownership units in the 80-120% AMI range. It also outlines the proposed funding approach necessary to support thei implementation strategy. Leveraging other funds and working with our partnersis critical. Commissioner Campbell made a motion to approve the Affordable Housing Needs Assessment Implementation Strategy. The motion passed unanimously (5-0). Next steps include board approval of the FY2024 Budget which includes recurring funding for the Affordable Housing Implementation Strategy, begin the evaluation process ofTown owned property, a marketing and communication plan and facilitating the Comprehensive Housing Affordability Program (b) Town Manager. Justice and Finance Director Piet Swart continued a discussion with the board on the recommended FY2024 Budget. The board instructed the manager to come back with budget alternatives with at tax rate of1 to 1.5 pennies above revenue neutral. The next budget work session is scheduled for the. June 13, 2023 board meeting and the board will be asked to consider approving the budget at that (CHAP). meeting. SUMMARIZE MEETING ACTION ITEMS Town Manager. Justice summarized the action items.
