China Grove Town Hall China Grove. North Carolina Mayor Seaford called the regular meeting of November 3, 2020 to order. He led us in the Pledge of Mayor Seaford added a thirty second silent prayer for Election Day. Mayor Seaford called roll. All council members were physically present with the exception of Mr. Heggins. There was a quorum. Mr. Stroud made a motion to adopt the agenda. Mr. Phillips seconded the motion, which carried unanimously. Consent Agenda items: a) Approve Minutes from October 6th, 2020 regular meeting b) Adopt Budget Ordinance Amendment c) Adopt Ordinance 2020-02 to close Main Street fort the SRC Parade d) Adopt Resolution for Title VII Policy Mr. Linn made a motion to approve the consent agenda. Mr. Bringle seconded the motion, which carried unanimously. CITIZENS COMMENT Michelle Gonzalez -511 W Kirk Street She thanked the Council for listening to her last month's meeting. She stated the pot holes on Kirk Street are being repaired that she was concerned about. She stated she understands the Council will be considering the petition she submitted last month on changing the speed limit from 35 mph to 25 mph. She stated with the duplexes being built there will be an increase in traffic and knows that lowering the speed limit would help with safety. NEW: BUSINESS I) US29 Corridor Study Presentation Ms. Whitfield thanked the Council for allowing her to come and speak about the study that Kimley Horn and Associates prepared. She stated they started in June doing field work around town and also collected digital data. She stated the US 29 Corridor Study identifies strategies and recommendations for the Town. She stated there is nothing that is established announcing you have arrived in China Grove while traveling down Hwy 29. 255Page. Minute Book 7 She stated the proximity to Downtown and to Interstate 85 and redevelopment potential along the Corridor are some perks. She stated in a non Covid world they would have held in person workshops but they had to do an online survey to get feedback from the public. She stated 95 participants filled out the survey and 70-809 % of the people feel Hwy 29 has gotten worse from both a travel condition and land use stand point. She stated the town has more control over the Land Use and policy side. She stated by amending the current UDO and allowing for a mixture of uses, changing the approach on parking, a greater inference on the built environment, stronger design standards and more dynamic land scaping and buffer standards. She stated the current Land Use Plan has everything along the Corridor zoned as Industrial or Commercial. She stated there are perks to this but also limitations. She stated this does not allow for a modern type or more walkable type of development. She stated the UDO has a lot of parking minimums and she recommends to set parking maximums. She stated setting a parking maximum will change the way the Corridor appears. She stated this would need to be accompanied by the built environment characteristics. She stated these are the characteristics of where the building is on the lot and where the parking is on the lot. She stated the way the buildings and parking are laid out on the parcel has a big impact on the look and feel of the Corridor. She stated enhancing the streetscape, widening the sidewalks, requiring better lighting and adding aesthetic appeal to the buildings impact the look and feel as well. She stated adding menu or point system to streetscaping and landscaping for developers will give a variety shrubs and trees. She stated transportation strategies that are important to the Corridor are pedestrian accommodation, intersection improvements, gateway opportunities and increased connectivity opportunities in the ETJ as development happens. She stated the current CTP called for NCDOT standard 4D cross section. She stated this includes on street bike lanes and a standard five foot sidewalk. She stated NCDOT has introduce a new all ages concept and they recommend a multi-use path along the west side oft the corridor and sidewalk along the east side to accommodate bicycle and pedestrian traffic. She stated there is no good way to cross Hwy 29 even at the intersections. She stated they are recommending striped crosswalks and pedestrian signalization at the intersections to accommodate pedestrian and bicycle traffic. She stated the Church Street/Lentz Road intersection is the highest crash location along the corridor and is also where the truck traffic drops off due to Church Street running with Hwy 152. She stated NCDOT has a spot project there. She stated they recommend converting Lentz Road to a cul-de-sac and re-align with Centerview Street to create a square intersection. She stated this would give an opportunity to turn Centerview Street into a gateway to Downtown. She stated there are a lot of open driveways and curb cuts along Hwy 29 and have safety concerns associated with them. She stated a long-term vision for Hwy 29 is reduce conflict intersections. She stated a reduce conflict intersections control the movement at the intersection instead of widening the intersection. She stated this is a cost effective way toi improve capacity along the corridor without adding lanes. She stated China Grove has an opportunity to enhance the since of arrival to the town through gateway opportunities. She stated Centerview Street is al key opportunity with owning the parcel on the corner. Mr. Bringle asked what is the interaction with NCDOT and this study, have they embraced it. Ms. Whitfield Mayor Seaford stated Hwy 74 going towards Wilmington has several lanes like this study suggest and they seem to work very well with traffic flow. He stated this would be an advantage for Hwy 29. Mr. Linn stated having Centerview Street as a gateway into Town is a great addition we would benefit from Mr. Gover stated this plan helps support some of the projects that we have submitted to the TIP. He stated the Council passed some resolution of support for projects on Hwy 29 and one of the key questions that NCDOT ask is ifit is supported by a plan. He stated this plan would strengthen the towns case. Mr. Stroud asked now that we have the study what is the next process. Mr. Gover stated we are allowing for more public comment Mr. Gover stated we received or MS4 Audit on October 6, 2020. He stated the permit has 6 minimum measures, Public Education and Involvement, Illicit Discharge, Construction Site, Post Construction Site, and stated they are partially funding it and have opportunities to weigh in. and applauded the committee fort thei idea. and we can adopt it at thel December meeting. II) Stormwater Presentation and Resolution 256Page. Minute Book 7 Municipal Good Housekeeping and Prevention. He stated our stormwater system is a Municipal Separate Stormwater System because not treated. He stated the stormwater goes into ditch and catch basins and ends up in creeks and streams. He stated the auditors were looking for how we educate the public on how our stormwater system works, what we can do to prevent pollutants entering the system. He stated we received a green check for our involvement in educating the public with brochures, mailers, tv/radio, website, social media and engagement activities through town events and classroom involvement. He stated we could work on using social media more and engagement activities. He stated we received a violation for illicit discharge detection and elimination. He stated we need a written procedure for investigation and reporting. He stated we have a system to track illicit discharge through Iworq but without having the written procedure we received a violation. He stated we have the ability to issue notice of violation and track it. He stated we need to increase staff training and increase inspections of pollution generated. He stated we were not audited for construction site management but we are not compliant. He stated this is delegated tol Rowan County for erosion control. He stated we were not audited for post construction site management but we are partially compliant. He stated we received a violation for municipal good housekeeping and pollution prevention. He stated most of these are historic violations and need to be removed. He stated all facilities need to be inspected quarterly. He stated System Maintenance is needed that will require scoping and repairs of the lines, and easements that will cost a good bit. He stated the next audit will be in five years and will be a full program. He stated the goal is to be largely compliant in a year. He stated the town could fund it through increased taxes or stormwater fees. Mr. Phillips stated he noticed an issue is time staff has to come into compliance. Mr. Linn stated you have to put more than ten hours a week into the stormwater program for it to be successful. Mr. Deal stated we will need to hire a part time employee eventually to help with the program. Mr. Gover stated in year one and two the funding would go to getting the program into motion. He stated in year five we will face monetary Mr. Linn made the motion to adopt a Resolution affirming the China Grove Town Council support implementation of a compliant NPDES MS4 Stormwater Program. Mr. Bringle seconded the motion, which penalties if not in compliance. carried unanimously. III) Rowan County Tax Parcel 119006 a) Clerk Signs Certificate of Sufficiency finds it sufficient. She signs the Certificate of Sufficiency. Mrs. Mills stated she has investigated the petition for annexation for Rowan County Tax Parcel 119 006 and Mr. Stroud made a motion to adopt the Resolution fixing the date of the Public Hearing for December 1,2020 at 6:00 pm on the question of annexation for Rowan County Tax Parcel 119 006. Mr. Bringle seconded the b) Adopt Resolution Fixing Date of Public Hearing of Annexation motion, which carried unanimously. IV) Rowan County Tax Parcel 117 132 a) Adopt Resolution Directing Town Clerk to Investigate Petition for Annexation Mr. Linn made a motion to adopt the Resolution directing the Town Clerk to investigate the sufficiency of a petition for annexation for Rowan County Tax Parcel 117 132. Mr. Bringle seconded the motion, which Mrs. Mills stated she has investigated the petition for annexation for Rowan County Tax Parcel 117 132 and Mr. Linn made a motion to adopt the Resolution fixing the date of the Public Hearing for December 1, 2020 at 6:00 pm on the question of annexation for Rowan County Tax Parcel 117 132. Minute Book 7 OLDI BUSINESS Mr. Deal stated we received a petition to change the speed limit from 35 MPH to 25 MPH on Kirk Street. He stated the Police Department conducted a speed study. He stated the data shows that most of the vehicles were traveling between 30 MPH and 40 MPH. He stated our recommendation to the Council is to reduce the speed limit to 25 MPH. He stated if the Council approves it, we will place a flashing sign to make residents aware of the change. He stated the Council will need to adopt an Ordinance at the December meeting. All members were in agreeance of adopting an Ordinance at the December meeting and instructed us to prepare the Mayor Seaford stated we are holding the Southern Rowan Christmas Parade on November 24th, 2020 at 3:00 pm. He stated we have around 60 entrees this year. He stated we are holding a Christmas decorating contest Mr. Bringle stated he asked Mr. Deal to have Mr. Luebbe prepare a monthly financial analysis and notes of interest on financial statements. He stated this information is good for the Council to review on a monthly Mr. Phillips stated on the corner of Bostian Street and Thom Street the shrubs and trees are blocking the visibility at the intersection. Mayor Seaford stated he will contact Duke Energy to have landscaping done to Ordinance. The study was done in the lane at Kirk St in China Grove, NC in Rowan county. The study began on 10/29/2020 at 04:00 PM and concluded on 11/02/2020 at 09:00 AM, lasting a total of 89.00 hours. Kirk Street, petition the City of China Grove to reduce the speed limit on this residential road (W. Kirk Street) from 35mph to 25mph. For the safety of both residents and drivers alike we feel strongly that the current speed limit of 35mph is too fast for this residential road. Over the weekend of September 19th, 2020 an accident occurred when a driver lost control oft their vehicle and ended upi in the yard of an adjacent street. Thankfully there were no fatalities, however, it easily could have been a much different outcome. We desire to see the speed limit lowered to protect our families and pets.
