TOWN OF COATS Board of Commissioners October 8, 2015 OFFICIAL MINUTES - ABSTRACT: Aregular scheduled meeting of the Board of Commissioners was held on October 8, 2015 in the Board of Commissioners' Meeting Room at Coats Town Hall. II. ROLLCALL: ina attendance. Mayor Walter Weeks, Mayor Pro-tem Dr. Linda Robinson, CommissionerJCA Allen, Commissioner John Raynor, Commissioner Jerry Beasley and Commissioner Allen Mosby were Attorney Alton Bain was present. II. CALL TO ORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Weeks delivered the invocation and led those in attendance in the Pledge of Allegiance. Update on 2015 Farmers Day Kenny Cole Town Manager confirmed that Dr. Linda Robinson, John Raynor and Mayor Weeks were riding ini the Farmer's Day parade. B. Disposal ofLibrary Building Kenny Cole informed the Board of the October 13th bid date for the old library property. Mr. Cole stated that there were no bids as oft the date oft this Board meeting. Mayor Weeks mentioned that there could be a possibility of renting the building which might bring rent into the Town around six hundred to six hundred and fifty. VI. NEW BUSINESS: A. Proclamation Declaring the Month of October, 2015 as "National Breast Cancer Kenny Cole asked the Board to consider a Proclamation for Breast Cancer Awareness for Awareness Month" the month of October, 2015.(Reference #1) RESOLVED, to accept Proclamation for Breast Cancer Awareness month. Review and Accept Price Quotes for the Roof Replacement at Town Hall Kenny Cole Town Manager presented. bids for the roof replacement at the Town Hall. This replacement will be for 2(two) of the roofs. Mr. Cole requested that the Board accept the low bid from McRae Roofing in the amount of $27,615.00. There was a discussion among the Board to keep business within Harnett County whenever possible. RESOLVED, to accept low bid from McRae Roofing for the roof replacement at the Town Hall. LINDA ROBINSON, COMMISSIONERS ALLEN, RAYNOR BEASLEY, MOSBY AND RAYNOR NOES (0) C&D Review and Accept Price Quotes for Street Repairs and Street Resurfacing Kenny Cole Town Manager presented the Board with price quotes for both street repair and street resurfacing. Mr. Cole requested the Board accept low bid for various street repairs to Quality Asphalt in the amount of $13,612.75. Mr. Cole also requested the Board to accept low bid for street resurfacing to Johnson Brothers in the amount of $53,121.80. The street resurfacing willl be for Hunter View Lane, South Turner Circle and RESOLVED, to accept low bid from Quality Asphalt and Johnson Brothers as presented. MOTION BY: MAYOR PRO-TEM DR. LINDA ROBINSON: SECOND BY: COMMISSIONER East Park Streets.Reference #2) RAYNOR Commissioner Beasley questioned where the funds would be from due to the budgeted amount in the Powell Bill Fund. Commissioner Beasley stated that we need to budget for repairs that are needed and not request for budget amendments toward the reserve account. The Board shared comments concerning the need to budget for future repairs. Accept Donation from Tony's Paint & Body Shop to the coats Police Department Kenny Cole Town Manager requested the Board to accept a donation from Tony's Paint & Body Shop, Inc. in the amount of $804.02. Tony's Paint and Body Shop made various repairs to our 2007 Dodge Durango in order for the vehicle to be placed in service for the Police Department. Department Head Updates Gary Denton Public Works Director informed the Board about the water line break on Wednesday night. Mr. Denton also stated that the garbage service will be on Saturday Mayor Weeks asked Gary and the Town Manager to call and to let them know that Saturday wouldn't work for the Town due to Farmer's Day activity. due to Waste Management having issues with their service trucks. The Board asked that records be kept concerning Waste Management'ss service due to constant service trucks issues and other service matters. Kenny Cole Town Manager informed the Board of a meeting schedule for the Land Use Plan committee on October 13, 2015 at 6p.m. Mr. Cole presented the new Web Site of The Town of Coats and stated that October 9, 2015 it will be going live.
