TOWN OF COATS Board of Commissioners November 12, 2015 OFFICIAL MINUTES LA ABSTRACT: A regular scheduled meeting of the Board of Commissioners was held on November 12, 2015 in the Board of Commissioners Meeting Room at Coats Town Hall. I.R ROLLCALL: Mayor Walter Weeks, Mayor Pro-tem Dr. Linda Robinson, Commissoner/CAlen, Commissioner John Raynor and Commissioner Jerry Beasley were in attendance. Commissioner Allen Mosby was absent. Attorney Alton Bain was present. III. CALL TO ORDER: A quorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Weeks delivered the invocation and led those in attendance ini the Pledge of Allegiance. Disposal of Library Building Town Manager Kenny Cole informed the Board that there have been no bids fori the old Library property located at 243 McKinley Street. Mr. Cole recommended that the Board consider renting the property at a rental rate around $600 to $650 per month. Mr. Cole presented the Board with a Lease Agreement which was provided by our Town Attorney. Presentation by Jennifer Jones Marriner and the Daisy Troop. Ms. Jennifer Marriner informed the Board of an activity that the Daisy Troop. were involved with teaching them about the people that are available to help and protect them. Ms. Marriner and the Daisy Troop presented the Town Manager, Town Clerk and Police Officers with crafted daisies to say Thank You. B. Street Closures for the Annual Chamber of Commerce Christmas Parade. Chief Hall presented the recommended street closures for the Christmas Parade which will be on December 3, 2015 at 6:30 pm. 2 RESOLVED, to accept street closures as presented. AND RAYNOR NOES (0) CResolution - National Diabetes Month. Town Manager Kenny Cole represented to the Board a Proclamation for Diabetes Awareness Month. Mr. Cole stated that national diabetes Month is observed every November to draw attention to diabetes and its effects on millions of Americans.Reference #2) RESOLVED, to accept Proclamation for Diabetes Awareness Month. Discussion of Capital Asset and Asset Disposal Policy. Town Manager Kenny Cole presented a policy on Capital Assets and Asset Disposal. Mr. Cole informed the Board that this will give the staff a policy to follow as we prepare an inventory of the property that belongs to the Town. Mr. Cole requested that the Board allow the manager to make the decisions concerning disposal of property of the value of three hundred dollars or less without the Board'sapproval of each item. The Board agreed to give the authority to the Town Manager concerning disposal of items with a value of three hundred dollars or less, but requested that the Board be informed quarterly of the items that have been disposed of. Mayor Weeks also shared that all funds would be deposited into the General Fund. RESOLVED, to accept Capital Asset and Asset Disposal Policy. MOTION BY: MAYOR PRO-TEM DR. Town Manager Kenny Cole informed the Board of the following vacancies on Boards and Committees: Planning Board -2) Vacancies(ETJ Members) Cemetery Committee - 5 Vacancies Recreation Committee - 5 Vacancies Board of Adjustments - 3 Vacancies. Mr. Cole confirmed that advertisement was scheduled and requested that individuals be contacted that may be interested in serving. VII. MANAGER & COMMITTEE REPORT: Town Manager Kenny Cole informed the Board of Coats Museum Veteran's Event which will be held on November 14"at2pm. Mr. Cole asked to be notified if anyone on the Board was interested in riding in the Christmas Parade. 12th. (Reference #3) Chief. Jeremy Hall presented the Board with the police department stats from October gth = November Librarian Rebecca DallaMura informed the Board of the painting and roof repair for the Libraryand also informed the Board of a large number of books being donated to the Library.
