Commissioner Atkinson stated he was interested in possibly setting up a realestate fund. Mt. Smallwood stated the flood mitigation account is there to use for funding if there should be a Catastrophic event since there is no flood insurance provided and the Town self-insures. Thèrewas not a flood last year and this money would be used as a form of self-insurance. Commissioner Kincaid stated this sounds like a sound financial practice and is saving forarainy day. Commissioner Atkinson asked why pigeon hole this money. Commissioner Atkinson stated there is an upcoming possibility ofal library for the Town. The county is looking at the Hudson Building and some monies may be required from the Town to assist with the purchase. Mayor Pro Tempore Neeley asked if the church owned the Hudson Building. Commissioner Atkinson stated the property is owned by the church and the deacons will decide what the selling price will be. Commissioner Helms stated he is supportive of a library and recommended additional discussion be held at the next Board meeting in July after input is received from the Town Manager, Attorney Wolter, and the Finance Director. Action Ièm: Consider approval of the Cramer Mountain Road Trail Route. Mr. Smallwood provided information about the alignment and design of the Cramer Mountain Road trail that has been completed by Nature Trails, LLC. The trail will include three crossings, one bridge over the creek, and one cantilever boardwalk. There are two options for the trail once it enters onto the Life Church property. One route is more direct and is open and exposed to the elements. The other route is longer and is under tree cover for the majority of the trail experience. Both trails connect to the middle school. Twod different routes were identified toj provide options for Life Church once discussions and easement acquisition negotiations begin. Deputy Chief Jones advised the Board that either route could be patrolled without Towno ofCramerton- June16, 2022-Page3 3 any problems. H. Bonds and Audits (1) Bonds. Of note, the current Main Street Program run by NC has temporarily closed new applications. As significant element of the Main Street committees discussion is Cramerton's existing partnership with the Catawba Riverkeeper Foundation. As a general recap, Cramerton has entered into this partnership with the Riverkeeper by approving an annual $50,000 operating grant for the next four budget years, starting this FY 2022-2023. The Town Planning Director will serve as Town Staff Liaison, and a member of the Board of Commissioners (BOC) will be appointed annually to serve as Board Liaison to the Community Committee. The alternate members will be those two members who have been most recently appointed. Ifa committee member resigns during their term, the alternate with the greatest time since appointment will finish out the term of that member, and a new alternate will be appointed by the BOC to finish out the alternate position's term. ATTENDANCE AT MEETINGS Faithful and prompt attendance at all meetings of the Committee and conscientious performance of the duties required of members shall be imperative to continuing membership on the Committee. Should a member of the Community Committee fail to attend three (3) consecutive meetings or attendance isl less than 60% in any twelve (12) month period, the Chairman shall contact the member to determine their interest in continuing to serve on the Committee. Should there be no reasonable excuse for such absences, the Chairman, with the concurrence of a quorum of the Committee present at a regular meeting, may recommend to the Town Board that a vacancy be declared and request that the vacant position be filled. VII. OFFICERS A. CHAIRMAN: The Chairman will be elected by the members of the Community Committee at the first meeting in January ofeach year. The Chairman is eligible for re-election, shall preside at each meeting, and shall decide on all points of order and procedure. The Chairman shall vote on all matters before the Committee and is granted extraordinary voting powers (an extra vote) in the case ofa tie vote. The Chairman will work with staff to establish an agenda for each meeting.
