CALLTOORDER Mayor Knox called the meeting to order at 4:00 p.m. FY2024 Budget Discussion At the May 23 meeting, the board instructed the manager to come back with budget alternatives with a tax rate ofit to 1.5 pennies above revenue neutral. The pre-meeting was an opportunity for the board and staff to have further discussions about the FY2024 budget in advance oft the 6:00 p.m. work session. No action was taken by the board at the 4:00 p.m. meeting. ADJOURN Commissioner Dellinger made a motion to adjourn the pre-meeting at 5:37 p.m. The motion passed unanimously (5-0). Steering Committee will conduct two more of their four public input sessions to assist in developing a master plan for the property located at 251 South Street, specifically the 2+ acres located behind the Town Hall and the historic gymnasium. This group would like as much oft the community feedback as possible to make sure their recommendation reflects the whole community. Upcoming meetings will be held on Thursday, June 22 from 6:00 p.m. -8 8:00 p.m. at the Ada. Jenkins Cafeteria on 212 Gamble Street and on Sunday, June 25 from 3:00 p.m. -5:00 p.m. at Davidson Town Hall The Davidson Police Department be hosting their annual Cone with a Cop on! Saturday, June 171 from 11:00 a.m. -1:00 p.m. at Whit's Frozen Custard, 428 S. Main! Street. The Davidson Fire Department will bet there assisting with the event's Safety Day focus. Children will be able to learn about personal safety, suchas how to handle strangers, cross the street safely, and more, and families can learn how to properly installa child car seat. Emergency Medical Services (EMS) personnel will also be on hand to answer questions. The third annual Juneteenth Celebration is also Saturday, June 171 from 4:00 p.m. -7 7:00 p.m. at the Ada Jenkins Center, 212 Gamble St. The celebration will include music, dancing, vendors, af food truck, children's activity Fun Zone, as well as a complimentary lunch for those who stop by the Welcome Tent. The Davidson Police Department invites children of all ages and those young at heart to attend the Summertime Storytimes. This event returns on Wednesday, June 28 with local author, Keri Culp reading her book Poo at the Zoo and again on Wednesday, July 26 with another local author, Ebony Zay Zay reading her book, The Adventures of Keva. Both events will take place at: 1:30 p.m. on the steps of the Commissioner. Jane Campbell made an announcement about the NC S.A.F.E. (Secure All Firearms Effectively) initiative to urge North Carolinians to take action to safely store their firearms and save lives. Mayor Knox read proclamations for Pride Month, Juneteenth, and Big Day at the Lake. and Community Center ini the Lower Level Community Room. The day of family fun is free of charge. Centralina Regional Council-C Commissioner Autumn Rierson Michael Charlotte Regional Transportation Planning Organization - Mayor Knox Lake Norman Transportation Commission - Commissioner Matthew Dellinger Lake Norman Chamber of Commerce - Commissioner Tracy Mattison Brandon Lake Norman Regional Economic Development Corporation - Commissioner Ryan Fay Metropolitan Transit Commission Mayor Rusty Knox Visit Lake Norman Commissioner, Jane Campbell BUSINESSITEMS (a) Summit Farms, LLC, proposes a mixed-use master plan integrating commercial services, a variety of residential building types, and a working agrarian landscape on +/- 57.64 acres. The proposal includes several parcels originating at the southeastern corner of thei intersection of East Rocky River and Shearer Roads, following the landscape south and east towards the Rocky River (PID Numbers: 00723103, 00723121, 00723115, 00723116). Senior Planner1 Trey Akers and the Summit Farms project team provided an update on the proposed project. Specifically, the project proposes three features not permitted in these planning areas: Streets and paths requiring alternate paving materials and/or designs, and ani inn. Af full list of conditions is included as an attachment. As a result, the proposal must follow the Conditional Planning Area process. This process requires a Public Input Session, Planning Board recommendation, and approval by the Board of Commissioners. The commercial and Attached House buildings must also follow the Individual Building process and receive approval from the town's Design Review Board. (b) Town Manager. Justice presented a recap oft the 4:00 p.m. pre-meeting budget work: session and the FY2024 Manager's Recommended Budget and the board discussed the different scenarios. Commissioner Campbell made a motion to adopt Ordinance. 2023-05, the FY2024-FY2028 Capital Improvement Plan and the FY2024 Fee Schedule as presented, plus the additional: $2,000 inj funding. for the Arts and: Science Council. The motion passed (3-2) with Commissioners Campbell, Dellinger, and Fay voting yes and Commissioners Mattison Brandon and Rierson- Michael voting no. This budget was built upont the Board of Commissioners' priorities as identified in the Town of Davidson Strategic Plan 2022-2023. The seven goal areas from the Strategic Plan are: A Well-Planned and Livable Community; Historic Preservation; Connecting People and Places, Affordable Living, Equity, and Inclusion; Sustainability and Natural Assets; Economic Development; and Operational Excellence. The Town continues to contend with highi inflation which has driven up the overall cost of goods and services nationwide. As noted in the May 9 board meeting, the Town of Davidson's revenue neutral tax rate was confirmed at 23.6 cents per hundred dollars of valuation. The newly approved tax rate to fund the Board's Strategic Plan priorities, continue Town services and maintain operations is 26.6 cents per one hundred dollars of valuation. This rate is a reduction from the current tax rate of 32.5 cents per one hundred dollars ofvaluation. Highlights of the approved budget: - To maintain service levels to the community, this budget reflects investments in our staff personnel, equipment, and other capital projects. Preserve all staff positions and add ai few key staff enhancements tied to the Town's: strategic plan initiatives such as a sustainability coordinator, police positions, public works positions, and ai financial reporting position. Justice stated due to the vacancy oft the Town Attorney, the board would appoint Karen Wolter as Interim Town Attorney until the position is filled. Wolter, a partner in Bringewatt, Wolter & Snover, practices primarily int the areas of municipal law, corporate governance and risk management. Commissioner Rierson-Michael made a motion to appoint Karen Wolter as Interim Town Attorney, effective. June. 13, 2023. The motion passed unanimously (5-0). (F) The board of commissioners reviews the Town Manager's employment agreement and considers amendments upon renewal. The only amendment to the agreement was to add a: 3-month extension. Commissioner Campbell made a motion to approve the amendment to the Town Manager's employment agreement. The motion passed unanimously (5-0).
