TOWN OF COATS Board of Commissioners October 6, 2016 OFFICIAL MINUTES IA ABSTRACT: As special scheduled meeting of the Board of Commissioners was held on October 6, 2016 int the Board of Commissioners' Meeting Room at Coats Town Hall. I. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Jerry Beasley, Commissioner, John Raynor, Commissioner. JC Allen, Commissioner Chris Coats and Commissioner Allen Mosby were in attendance. Attorney Alton Bain was present. III. CALLTOORDER: Aquorum being present, Mayor Weeks called the meeting to order at 7:00 p.m. Mayor Weeks delivered the invocation and led those in attendance ini the Pledge of Allegiance. Add under Old Business Item D- Update on Banners and Beautification Committee Agenda amendments as listed: RESOLVED, to approve Agenda as amended. Update on 2016 Farmer's Day from the Coats Chamber of Commerce. Pat Godwin informed the Board of the rescheduled date for Farmer's Day which willl be November 11th and 12th. Stage will be on the side of Railroad Street on the Depot porch. Mrs. Godwin shareda a list ofa all the events and sponsors for Farmer's Day. Noting that IGA is the Title Sponsor this year. Grand Marshalls fort the parade will be Matthews Farms and Honorary Grand Marshalls will be Dorcas Strickland and. Joyce McLamb ini memory of MT Strickland. Mrs. Godwin thanked the Town and Public Works fora all their support and help. Mrs. Godwin also informed the Board that RESOLVED, to approve Street Closures that were presented during September Board Meeting to new MOTION BY: COMMISSIONER JOHN RAYNOR: SECOND BY COMMISSIONER. JERRY BEASLEY, COMMISSIONERS RAYNOR, ALLEN, COATS November 17th will be the Chamber Appreciation Dinner and Auction. dates of November 11th and 12th, AND MOSBY NOES (0) B. Review of the Town Code of Ordinances. Kenny Cole Town Manager presented to the Board corrected changes to Chapter 50.07 through 50.21. (Reference #2) Consider Contract Amendment with SBA concerning Cell Tower Site. Mayor Weeks asked to move this to be addressed after Closed Session. D. Update on Banners and Beautification Committee. Amy. Johnson with the Beautification Committee, Coats Kiwanis Club presented the Board with one oft the newly designed flags and thank the Town and public works for all their assistance in getting thet flags hung. Ms. Johnson also informed the Board that they are asking for sponsors for the new Christmas flags. VI. NEW BUSINESS: A. Breast Cancer Awareness Month. Awareness Month. (Reference #3) Kenny Cole presented a Proclamation declaring month of October2016 as National Breast Cancer RESOLVED, to approve Proclamation Declaring October as National Breast Cancer Awareness Month. MANAGER & COMMITTEE REPORT: Rodney Pleasant Public Works Director introduced new employee Dawn Haverland. Mr. Pleasant presented his monthly report and informed the Board of his certification for Backflow Prevention & Mike Collins Recreation Director informed the Board of the activity at the park. 12 soccer teams playing 41 nights a week. Soccer season will continue until mid-November, then sign up for Basketball. Rebecca DallaMura Librarian informed the Board of 501 new books and maybe getting some assistance Kenny Cole Town Manager informed the Board that October 18th will be Field Dayf for Coats Elementary School and they willl be visiting the Town Hall. Mr. Cole asked for any participation from the Board that day. He stated that times and schedules willl be given as soon as he receives them. Mr. Cole also commented that Harnett County Animal Control continues to work on the cat issues on Railroad Street Cross Connection Control ORC School. from Harnett County Library. in Town. VIII. PUBLIC FORUM: Mayor Weeks opened Public Forum. Pat Godwin with Coats Chamber asked if the Board had: set at time for Halloween.
